Historic Preservation Minutes February 5 20201 HISTORIC PRESERVATION BOARD MEETING MINUTES DATE: February 5, 2020 TIME: 6:30 PM COUNCIL CHAMBERS 1) CALL TO ORDER Chairman Wesley Castellanos called the meeting to order at 6:30 PM. 2) ROLL CALL Absent: Mr. Seth Bramson Mr. Thomas Barker Present: Ms. Patricia Bonaduce Ms. Michelle Headley Chairman Wesley Castellanos Also present: Mr. Travis Kendall, Planning and Zoning Director Ms. Mariana Gracia, Planning and Zoning Clerk 3) ACTION ITEM(S) 3.A Approval of the January 15th, 2020 Meeting Minutes Motion to approve the minutes made by Chairman Wesley Castellanos, seconded by Ms. Michelle Headley and the motion was approved 3-0. Historic Preservation Minutes January 15, 2020.pdf 4) DISCUSSION ITEM(S) 4.A Discussion and Possible Action Regarding Notification Letter 2 Discussion by the Board and Staff about possible presentation before Village Council to be arranged by The Village Clerk. Chairman Castellanos opened public comment: 1. Ms. Kimberly Logan was present and introduced herself. She has a Master’s degree in Historic Preservation, she commended Ms. Bonaduce on the job well done. Ms. Logan spoke about the work she is doing at the library and the digitation of documents and pictures. Ms. Bonaduce spoke about what she is doing and her exhibit in the month of May at the library. Public comment closed. Discussion and possible action regarding the notification letter was agreed by the members present to be postponed until all the members of the Board are present. Ms. Headley, Ms. Bonaduce and Ms. Logan discussed on putting together the Certificate. Staff spoke about the frames to be utilized for the certificates. Discussion by the Board and Ms. Logan about the format and the wording that the certificate should have. Mr. Castellanos read in the legal description of Ms. Mary Benton's house, the synopsis of the house will be drafted by Chairman Castellanos for next historic house of the month. There was extensive discussion about the particulars of the historic homes. The Board decided that the draft of the certificate is good horizontal style with two photos side by side in the condition that the picture may be in. Ms. Headley explained that what the Board is trying to do with these certificates is to create a positive look and awareness of the historic homes, she emphasized that the Board wants to create excitement about the historic view of our beautiful Village. The Board spoke about Ms. Mary Benton's house and the particulars of it. Final touches were made by the Board on the certificate of appreciation. This certificate will be signed by Mayor Wagar and presented at the Council meeting. Ms. Bonaduce proposed to have the Board take a look at 15 to 18 houses per Board member to look at to propose designation. Staff recommends for the amount of the houses to be looked at to 25 houses to start with, focus on the drafting of the letter. Process should be slowed per Staff suggestion. The criteria and assessment for reading the homes will be done by Chairman Castellanos. The Board agreed to have Staff receive information and to disseminate to the Board. Ms. Headley informed the Board that Mayor Wagar will present the first certificate of appreciation to the Historic house recipients on March 3, 2020. 3 Staff informs the Board that there will be a Certificate of Appropriation coming in to be reviewed by the Board soon. Motion to have Ms. Headley finalize the certificate with revisions and to give to Staff to circulate made by Chairman Castellanos, seconded by Ms. Bonaduce and the Motion was approved 3-0. Ms. Headley read into the record Ms. Mary Benton's quote for the Historic house of the month for social media. Staff asked the Board to follow up with Jessica for social media. Discussion took place about the copies to be made to be given at the Council meeting. Staff recommends to make 10 copies to allow enough for the public. The Board prepares for the presentation to be given on March 3, 2020 at Village Council Meeting. The Board will prepare for the presentation 1 hour before the meeting starts in the conference room. There are final touches on the Historic House of the Month Certificate. Ms. Bonaduce asked about the criteria for the Certificate of Appropriateness review and process for the Board. Chairman Castellanos explained. Ms. Bonaduce clarified her questions was about the designated homes and what they can do related to remodeling. Staff explained the case of a historic home last time where the Planning and Zoning Board was not in agreement with the Historic Preservation Board. Chairman Castellanos asked if the Historic Preservation Board can have precedence like in other jurisdictions. Staff explains that the challenge is it in harmony with the rest of the building. Chairman Castellanos would like for this Board to take on the responsibility. Motion to have next Historic Preservation Board Meeting on Wednesday, March 11, 2020 at 6:30 made by Chairman Castellanos, seconded by Ms. Bonaduce and the Motion was approved 3-0. 5) ADJOURNMENT The meeting adjourned.
