HPB Minutes March 11 20201 HISTORIC PRESERVATION MEETING MINUTES DATE: March 11, 2020 TIME: 6:30 PM COUNCIL CHAMBERS 1) CALL TO ORDER Chairman Wesley Castellanos called the meeting to order at 6:30 PM 2) ROLL CALL Present: Mr. Seth Bramson Mr. Thomas Barker Ms. Michelle Headley Ms. Patrizia Bonaduce Chairman Wesley Castellanos Also present: Travis Kendall, Planning and Zoning, Director Mariana Gracia, Planning and Zoning, Clerk 3) ACTION ITEM(S) 3.A Approval of the February 5, 2020 Meeting Minutes Motion to approve the Minutes of February 5, 2020 made by Mr. Seth Bramson, seconded by Ms. Michelle Headley and the Motion was approved unanimously. HPB Minutes Feb 5 2020.pdf 4) DISCUSSION ITEM(S) 4.A Discussion and Possible Action Regarding Notification Letter On May 7, 2020 Ms. Bonaduce will have an Exhibit at the Library. Next Historic Preservation Board Meeting will be in April 22, 2020 at 6:30 PM 2 Mr. Travis Kendall spoke about focusing on the process to draft the notification letter. Public Comment Open 1. Ms. Logan from the Library spoke about the National Historic Month being celebrated. Public Comment Closed Mr. Kendall asked the Board that they should remain neutral. Tax incentives should be mentioned in the letter. The preservation of the property should be encouraged. There was discussion amongst the Board and Staff about there not having been a Historic designation for a very long time, about 26 years since last house was designated. Barry University was recently designated. The Board would like to proceed with the letter as amended. The Board spoke about coming up with a number of house to invite two per hearing. Public Comment Open Ms. Logan says that she had been in the Historic Board for three years and served there in the past. When she was there some properties were designated. She pointed out that Mr. Warren was very proactive about designating properties locally. She mentioned that it was easier to have nominations nationally than it was locally. Public Comment Closed Motion to put forth the letter as amended made by Mr. Bramson, seconded by Mr. Barker and the Motion was unanimously approved. Mr. Kendall informed the Board that he will forward the letter to our Village Attorney, Mr. Richard Sarafan. There was more conversation between the Board and Staff about how to distribute the letter. Staff points out that out of 44 houses - 27 have been locally designated. Mr. Kendall will send revised letter to the Board once he receives it. Mr. Bramson make some announcements to include that he had awarded the Contract to write the History of North Miami and it has been approved. He asked the Board that if they had any information about North Miami to please let him know. The Board requested to have social media coverage for the annual exhibit. Ms. Bonaduce will donate all of her work with the support of the Board members. Next Historic Preservation meeting will be on April 22, 2020 at 6:30 PM. The Exhibit at the Library will be on May 7, 2020. Ms. Bonaduce has more information if the Board needs to. 5) ADJOURNMENT 3 The meeting adjourned at 7:30 PM.
