2020-09-08 First Budget Hearing Minutes1 Mayor Crystal Wagar Vice Mayor Alice Burch Vice Mayor Sean Brady Councilman Stephen Loffredo Councilman Jonathan Meltz Tom Benton, Village Manager Richard Sarafan, Village Attorney Ysabely Rodriguez, Village Clerk FIRST BUDGET HEARING MINUTES SEPTEMBER 8, 2020 6:00 PM VIRTUAL 1) CALL TO ORDER Mayor Wagar called the meeting to order at 6:00 PM. Mayor Wagar read the virtual meeting preamble into the record regarding the extended Executive Order 20-179 issued by Governor DeSantis and explained the means by which the Village has provided reasonable public access and participation. Pursuant to the extended Executive Order No. 20-179, the Village Council and Village Administrative Officers convened the September 15, 2020 First Budget Hearing via communications media technology means, specifically by integrating the Zoom and Granicus Peak platforms to host the live remote meeting via live stream. A dedicated telephone line was provided to the public to listen to the meeting as well. With respect to public participation, the public was afforded the opportunity to provide written public comments and live remote public comments by pre-registering with the Village Clerk’s Office. 2) ROLL CALL Present: (5) Sean Brady, Councilman Stephen Loffredo, Councilman Jonathan Meltz, Councilman Alice Burch, Vice Mayor Crystal Wagar, Mayor Also Present: Tom Benton, Village Manager Richard Sarafan, Village Attorney Ysabely Rodriguez, Village Clerk Holly Hugdahl, Finance Director 2 3) PUBLIC HEARING(S) 3.A A RESOLUTION OF THE MIAMI SHORES VILLAGE COUNCIL, MIAMI SHORES, FLORIDA, ADOPTING THE TENTATIVE LEVYING OF AD VALOREM TAXES FOR MIAMI SHORES VILLAGE FOR THE FISCAL YEAR 2020-2021; PROVIDING FOR AN EFFECTIVE DATE. Ms. Rodriguez read the entire resolution into the record, detailing the proposed operating millage rate of 7.9 mills and the proposed increase over the rolled-back rate, which is greater than the rolled-back rate of 7.4183 mills by 5.57%. Mayor Wagar opened the public hearing, but as no one wished to speak on the proposed tax increase, Mayor Wagar closed the Public Hearing. For the benefit of the public, Vice Mayor Burch clarified some of the concerns raised by the public via social media and other platforms concerning the sanitation rate increase. A motion was moved by Councilman Brady and seconded by Vice Mayor Burch to adopt the tentative levying of ad valorem taxes for the 2020-2021 fiscal year. There being no discussion, Mayor Wagar called for the vote to approve the resolution, which carried a 5-0 roll call vote. AYES: Mayor Crystal Wagar, Vice Mayor Alice Burch, Councilman Sean Brady, Councilman Stephen Loffredo, and Councilman Jonathan Meltz NAYS: None 3.B A RESOLUTION OF THE VILLAGE COUNCIL OF MIAMI SHORES VILLAGE, FLORIDA, ADOPTING THE TENTATIVE BUDGETS FOR FISCAL YEAR 2020-2021; PROVIDING FOR AN EFFECTIVE DATE. Ms. Rodriguez read the entire resolution into the record, detailing the proposed budgets for fiscal year 2020- 2021. Mayor Wagar opened the public hearing, but as no one wished to speak, Mayor Wagar closed the public hearing. A motion was moved by Councilman Brady and seconded by Councilman Meltz to adopt the final budgets for fiscal year 2020-2021. The motion passed unanimously. There being no further discussion, Mayor Wagar called for the vote, which carried a 5-0 roll call vote in favor of the motion.
