MEETING MINUTES
JUNE 2, 2020 6:30PM COUNCIL CHAMBERS
1) CALL TO ORDER
Mayor Wagar called the meeting to order at 6:32 PM.
2) MOMENT OF SILENCE / PLEDGE OF ALLEGIANCE
Mayor Wagar provided opening remarks, acknowledging the civil unrest across the nation as a
result of George Floyd’s death and thus extending condolences to the Floyd family. Mayor
Wagar encouraged dialogue amongst community members and spoke about Miami Shores’
strength in diversity.
Mayor Wagar read the virtual meeting preamble into the record regarding Executive Order 20-
69 issued by Governor DeSantis and explained the means by which the Village has provided
reasonable public access and participation. Pursuant to the extended Executive Order No. 20-
69, the Village Council and Village Administrative Officers convened the June 2, 2020 Village
Council Meeting via communications media technology means, specifically by integrating the
Zoom and Granicus Peak platforms to host the live remote meeting via live stream. A dedicated
telephone line was provided to the public to listen to the meeting as well. With respect to public
participation, the public was afforded the opportunity to provide written public comments via the
Granicus eComments portal. Such comments were emailed to the Village Council and Village
Administration prior to the start of the meeting and were read into the record by the Village Clerk
during the virtual meeting.

Mayor Wagar, on behalf of the Village Council, presented Dr. Kelly Andrews with a proclamation
in honor of her service to Doctors Charter School.

Councilman Brady moved to approve the May 19, 2020 Village Council Meeting Minutes and
Councilman Loffredo seconded the motion which carried a 5-0 voice vote.

The Village Clerk read the caption of the resolution into the record.
Mr. Benton provided a brief overview of the item, specifying its housekeeping nature and
recommending approval.
Councilman Loffredo moved the approval of the resolution and Vice Mayor Burch seconded the
motion, which carried a 5-0 voice vote.
8) DISCUSSION & POSSIBLE ACTION ITEMS
8.A DISCUSSION AND POSSIBLE ACTION ON DELAYING “ENGAGEMENT OF A LAND USE
CONSULTANT TO DECIPHER ALTERN ATIVE USES FOR THE MIAMI SHORES COUNTRY
CLUB PROPERTY (SPONSORED BY: VICE MAYOR ALICE BURCH).
Vice Mayor Burch thanked all members of the public who provided written comments regarding
the item. Vice Mayor Burch revisited the May 19, 2020 Council discussion regarding the Miami
Shores Country Club & Golf Course (MSCC) and expressed concern regarding the directive to
engage a land use consultant to decipher alternative uses. Thus, as outlined in her memo, Vice
Mayor Burch requested a delay of such directive in light of the time constraints affecting the
management of the MSCC.
Mr. Benton spoke about the letter from the Village’s consultant, National Golf Consulting Group,
where they recommended the Village postpone the competitive solicitation and negotiate an
agreement with the current operator, Professional Course Management, until the market
improves. Mr. Benton asked for the Village Council’s consideration of the consultant’s
recommendation in light of the September 2020 expiration of the current lease agreement.

By way of consensus, the Village Council directed the Village Manager to suspend the
engagement of a land use consultant to consider alternate use for the MSCC, and to postpone
issuing the competitive solicitation for the management of the MSCC until the market recovers
per the recommendation of the Village consultant.
Discussion ensued regarding the negotiation of new terms with Professional Course
Management and the potential costs to the Village.
Councilman Meltz moved to authorize the Village Manager and Village Attorney to negotiate an
agreement with reasonable terms between Professional Course Management and the Village
and to bring forth the proposed agreement for Council consideration while staff continues to
work on the competitive solicitation document. The motion was seconded by Councilman
Brady, which carried a 5-0 voice vote.
Vice Mayor Burch summarized the discussion that led to the official actions of the May 19, 2020
Council Meeting for the benefit of the public.
No further action was taken on this matter.
9)ANNOUNCEMENTS
Mr. Benton provided an update regarding the FarmShare event.
Ms. Rodriguez shared information regarding the Doctors Charter School Board and Personnel
Appeals Board appointments.
10)VILLAGE COUNCIL COMMENTS
Councilman Brady Councilman Brady congratulated recent graduates and
acknowledged all who reached out to him regarding flooding and
drainage issues which will be discussed during the next Council
Meeting. Councilman Brady encouraged residents to apply for
board consideration. Lastly, in light of the George Floyd tragedy,
he echoed Mayor Wagar’s comments regarding strength in
diversity and he further offered comments on community policing.
Councilman Loffredo Councilman Loffredo thanked Councilman Meltz for bringing forth
the MSCC item and thanked Vice Mayor Burch for the proposal
discussed during tonight’s meeting. Councilman Loffredo further
thanked the Public Works Department and leadership for their
diligent response to the flash flood crisis in Miami Shores.
Councilman Meltz Councilman Meltz spoke about some of the miscommunication
regarding the MSCC and encouraged residents to continue to
engage the Council regarding the community at large. Councilman
Meltz thanked Mr. Benton and Public Works for clearing pathways
and sidewalks.
Vice Mayor Burch Vice Mayor Burch spoke about the virtual Memorial Day ceremony
and thanked Jacquelyn Villagran, Community Center & Events
Supervisor, for composing the video. Vice Mayor Burch spoke
about the hurricane supply tax relief and residents who wish to

volunteer at the FarmShare event. Vice Mayor Burch spoke about
DCS’ drive-thru graduation ceremony and congratulated all the
graduates and faculty. Lastly, Vice Mayor Burch spoke about the
extension of the DCS Board and Personnel Appeals Board
application date.
Mayor Wagar Mayor Wagar spoke about the virtual Memorial Day ceremony and
thanked Jacquelyn Villagran for coordinating the video. Mayor
Wagar acknowledged the passing of R&B and Soul artist, Betty
Wright, who was a member of the Miami Shores community.
Mayor Wagar thanked Mr. Benton and Public Works for
addressing the challenges with recent flash floods. Lastly, Mayor
Wagar underscored the significance of having a Council who is
able to engage in educated dialogue regarding pressing matters,
especially during difficult times.

There being no further business before the Village Council, the meeting adjourned at 7:35PM.

Good evening Mayor and Village Council Members, In December 2018, the Village Council approved moving
forward with a solicitation for a Village-wide Parks and Open Space Master Plan. At that time, the Recreation
Advisory Committee requested that the Parks and Open Space Master Plan be referred to the Recreation
Advisory Committee along with the Planning Board to determine the scope of the solicitation. Has there been any
progress on this initiative? A Parks and Open Space Master Plan should be prepared before the Village
engages a land use consultant to determine any alternative uses for the Miami Shores County Club and Golf
Course. It is important that the Village recognize the significance of its parks and open space, of which the golf

I oppose the development of the land currently occupied by the miami shores country club gold course . We have
been residents since 2001 and the golf course , tennis , and club have been the The foundation of this
community. I would hate to see another Ill thought out project like that of approval of Duncan Donuts dilute our
real estate value and add no substance and take this Beautiful community into a direction that seems so
opposing in its family values. During the lockdown the golf course was a sanctuary for all the shores residents
and I think Developing the land for high rises would be moving this community in a direction that directly opposes
the citizens reason for living and investing in the shores.

Kathleen Rotundo- One of the reasons that we moved to Miami Shores in 1991 was the Golf Course. Miami has
become so overdeveloped and was so much traffic, we need to keep our Public areas to remain such a beautiful
community and vibrant. We need areas for adults to be able to be out doors and relax. The last thing this beautiful
community needs is more development especially high rises. High rises are every where in Miami. They block
views, create more traffic, more waste and destroy what the shores represent, which is a family community. I pray
that I never live to see the day that our beautiful golf course is taken and beauty removed for the sake of high rise
development.

Joseph and Yvette Lavelle of 1091 NE 105th Street do not agree the MS Golf Course should be developed into
real estate or anything else other than a golf course or public green space. Miami Dade County has enough real
estate is over crowded as it is. The gold course was a blessing during the pandemic and continues to be a

Re the golf course: You know what would be really cool? Keeping the golf course BUT returning as much of the
land as possible to its original state with removal of grass (except for the putting greens) and the planting of
indigenous species that need little water and maintenance (only the putting greens are maintained). Playing golf
in a wilderness forest would be muy cool. Playing the ball in the rough would take on a whole new meaning.
Perhaps this reimagination of the golf course might even bring more attention to it, bringing golfers from all over
the world willing to pay to play in a "forest primeval."

My name is Lynn Marinello Franzosa. My familly and I have been residents of Miami Shores for about 60 years.
The Miami Shores Golf and Country Club is a main staple of our beautiful village. It provides an amazing
backdrop of open space, outdoor activity and a nature to co-exist within our boundaries. It has also gone
through at least a few management companies since I have lived here; that is not new. The idea that a feasibility
study be initiated to determine other uses for the property would completely seek to destroy this Village beautiful.
Additional houses and commercial buildings are not what is needed here. We have a limited infrastructure to
support the current population in Miami Shores and the surrounding areas. I urge you to not bend to a few
special interest groups to cause great cost and loss to all of us residents. I sincerely hope that this study will not
be approved and you will focus your efforts on obtaining/keeping a competent management company for the
Club.

I just became aware of the golf course issue as it has been presented on “NextDoor”. I wanted to express my
opinion that having a golf course in our community definitely makes it a more desirable place to live. My husband
is an avid golfer and uses the range and course frequently. Perhaps selling the golf course to an entity who could
convert the course into a private exclusive course, grandfathering in current members at preferred membership
pricing, could be a nice option. Please consider how not having a golf course and developing the golf course may
negatively affect property values in Miami Shores.

We vehemently OPPOSE the proposal to get rid of our Miami Shores Country Club! We want both the country
club, the pool and the golf course. It is ridiculous because you just want more taxes and bigger paychecks to
destroy our beautiful Miami Shores. We like it that our community is not like any other. It will NOT be the same if
you do such an atrocity such as this! Maybe the person that suggested this could just pay more taxes? Would that
solve the problem? No, but you get the point? It will be a very sad day if or when you decide to kill our community
with this proposal. We totally DISAGREE with this proposal! Do NOT change and DESTROY our lovely

I bought in Miami Shores 4 yrs ago. I am not a fan of large development and I am not a fan of developing the Golf
Course land, with building homes, apts or condos. I am however a HUGE fan of Miami Shores and all that it
offers!
I feel the Golf Course is one of many key differentiators when evaluating the purchase process-whether you play
the sport or not —it is a meeting place for people in and outside the community.
I would hope that the Village and PCM would be able to negotiate a deal that is beneficial for all, however, if the
Golf Course cannot find another Mgmt company in which to run, then the Village should pursue creating bike
paths, expanding dog park and turning the land into a park for all to enjoy. Our area can benefit from more Green
space! Converting into a Park would reduce the increased traffic from outside community using park at end of
96th st.
The area is already congested with increased commercial business and a brand new luxury apt bldg currently
underway north on Biscayne —and we have yet to realize the full impact of this increased density. Thank you.

As a real estate broker in Miami Shores for over 36 years, I can assure you that the Country Club has always
been a major selling point when marketing properties to prospective buyers.To lose this vital community asset will
in my experienced opinion severely dilute the desirability and marketability of properties within our community. In
accordance with the provisions of Florida Statute 475, going forward all sellers of real estate in our village may be
required to disclose to prospective buyers the proposed changes that could impact their decision to purchase. To
quote from the State mandated Sellers Property Disclosure "Florida law requires a seller of a home to disclose to
the buyer ALL known facts that materially affect the value of the property being sold and that are not readily
observable or known by the buyer" Leaving this issue in Limbo will still require full disclosure of the potential
change in our community assets and facilities and thereby undermine our ability to market our residents'
properties. The fuse has been lit. Please extinguish it now.

I've been a resident of the Village for over 35 years and have had my business here for the same period of time. I
also have been a member of the MS Country Club for that time as well. I think spending the money on any
alternate option for the Golf course is a waste of time and money. I'm also against changing any of the great
things MSV does for it's residences. Some of which may not make economic sense to some people but it's for the
good of the entire Village. MSV is my home I hope to be here for many more years. I appreciate the time to
express my view and hope you act accordingly for the best interest of the Village.

Regarding the MS golf course...I am not in favor of changing the golf course other than to add tennis courts or
other smaller buildings to accommodate local community events/programs. In no way do we need another condo
building or more homes to replace the beautiful golf course. We need to have more green space, not less. If
green spaces like this keep disappearing, then what kind of sad world will our children grow up in? Green space
balances the nature we need to survive, thrive and be healthy! We as human beings need to focus on doing the
right thing, not on how another $ can be made!

need to keep our open spaces for Miami Shore resident use- Summer camps for our kids, and so much more. I

Hi My name is Mary Killeen Griffith and I live at 795 NE 97th Street. I am not a golfer but a social member of the
Country Club and a former Advisory Board member. I support Councilwoman Alice Burch's agenda #8 to delay
the action of alternative uses for the property at 10000 Biscayne Blvd. The Country Club is more than a more
than a golf course, in my 20 years living in Miami Shores my friends and family have spent countless hours
celebrating birthdays, holidays, marriages and our local schools at unique spot. I will always be the Mother that
brought 5 bails of hay into the ballroom for her son's cowboy themed 4th birthday. I think it took a year for the
smell to go away! There is a special place in my heart for the club and the people who work there. I would also
like to say in my from my years in corporate America bringing a consultant into the picture is never a good thing.
This board was elected to represent Miami Shores and I think it's fair to say we should be able to determine what
is best for our community ourselves.

Mayor Wagar and Council Members, I support your initiative to quickly find a consultant to create a good RFP for
a new golf course vendor and get the RFP out nationally as quickly as possible, as well as finding a land use
consultant who can help to address the other possibilities for the 121 acres of the current golf course. I am not a
golfer and I don't appreciate all the pesticides and fertilizers the golf course contributes to the canal and to the
aquifer, but I do value the open spaces and don't want to see more development in Miami Shores. The highest &
best use for this land in my opinion would be as a green recreation space for the Village, in addition to using it as
a very large retention area for flooding. I hope that the land use consultant will address recreation possibilities,
rather than residential development, or at least a combination of both (but no high rises!), if you're not able to find
a golf course vendor that's acceptable.

To whom it may concern. Reguarding the land use of the country club and golf course . I have been a resident of
miami shores for 25yrs and the club should remain as it is a major factor for residents .The resturand and pool
along with all the holiday events. If it were turned into residents the impact in the shores unique quality of life
would be greatly diminished,beside the impact on the already threatened sewer and storm water drains. It would
also impact the canal with polution and more .I hope to be able to continue to enjoy the country club for years to

I am in favor of keeping the Country Club where we have celebrations, weddings, parties, dinner and drinks with
family and friends. After a busy week, it is great to have a local spot to go with family or friends for beautiful
outside dining and views. Likewise, there is Golf/Tennis for the kids and the summer camps there are well loved.
I am NOT a fan of developing the land, especially for a high rise, creating MORE traffic and congestion in the

I love the country club, and have taken advantage of much that it has to offer, from meetings to events to meals to
playtime with kids. Oh, and did you know that there is a tremendous golf course there? It’s super hard, but super

Council with my statement in support of the Village Council taking or exploring every option to maintain the Miami
Shores Country Club and to avoid the temptation of development or another use for the property.
Since I first learned of PCM’s decision to forego its renewal option and the potential demise of the Country Club a
few weeks ago, I have had numerous conversations with Village residents and meetings with members of the
Country Club Advisory Board; and the one question that keeps coming back is simply What Makes a Village and
what makes it different from other places? Of course, there are several characteristics or elements, but among
the most salient elements is a strong personality or unique sense of place and appropriate uses. A Village must
have complementary activities, social, cultural, and civic.
The Miami Shores Country Club is truly the Shores’ most valued asset that makes it different from other places.
Most people often think of a golf course as for the elite. However, the Miami Shores Country Club is anything but
that. It exists and operates with inclusion in mind and invites the entire Shores Community and Sister Villages
with open arms. The Country Club serves as the focal point of our Village Community. The Club includes
organized activities, special events, such as weddings, repasses, family reunions and celebrations, community
events such as the 4th of July fireworks celebrations It also provides our residents the opportunity to meet and
interact with new people.
I implore you all to explore every option to maintain our most valued asset; otherwise Miami Shores will no longer
distinguish itself from other municipalities.

First of all, I want to commend Vice Mayor Burch for putting this item on the agenda. I moved to Miami Shores
when I was three and lived in the Village most of my life. I raised three children here, two of them still live in the
Shores and are raising their children here. In the 90's I had the great privilege of serving as Village Mayor as was
the driving force in installing the road closures that have reduced crime and traffic through the Village. I am not
opposed to new, progressive ideas but repurposing the golf course and country club would be a major blow to the
Village and its residents.
The golf course is part of the history of the area, being built during Roosevelt's New Deal. It has always served as
a landmark in North Miami Dade and for Shores residents, it is an intricate part of our lifestyles. Miami Shores is
a special place. It is a true community in every positive way and has an ambiance of a true village, where
neighbors are trusted friends, regardless of faith, color, or sexual orientation. On top of all these positive elements
that make the Shores special, we have our own Country Club, Golf Course, something that would cost other
communities hundreds of millions of dollars to build. During my time as Mayor, having a community that
surrounded a country club always made the Village a more special place to live. It also added to our property
values. In this case, I break from a history of challenging the status quo to support it. Both I and I'm sure the
overwhelming people in Miami Shores want to keep the Miami Shores Country Club and Golf Course intact and
viable.

I DO NOT support any building on the golf course site unless it is to preserve it as a green space.
During this time of COVID and lost revenue to many it is understandable to want a quick solution. However, there
are many reasons to carefully consider what happens to the golf course country club--important assets to Miami
Shores and enjoyed by all since the 1930s(?).
On a very specific level, is it wise to build more houses or a high rise on this spot??. I live in Miami Shores
Estates, the neighborhood rnext to the golf course. We already have serious flooding and inadequate storm
drainage--why would building on the same type of land right next to us not cause the same problems?. Miami
Shores Estates probably shouldn't have been built in the first place. BUT WE KNOW BETTER NOW. More
houses in this location not only eliminates an important green space that is part of the appeal and the history of
Miami Shores, it can only amplify the flooding, storm drainage, water management problems with the canal etc
that the area experiences already.
Of course this is also critical green space surrounded by a sea of cement that is used by many, admired by all
and that gives Miami Shores an important part of its character and attractiveness. Add to that it is the home of
many animals and birds. Finally, the Country Club itself is used by many residents (brunch, events, etc.) spanning
generations.
I moved to Miami Shores more than 10 years ago from Manhattan BECAUSE of the Rec Center, Aquatic Center,
Golf Course, and the Country Club. Removing the country club and golf course will cause not just emotional pain,
it could lower property values and become a big water management and flooding mess like Miami Shores Estates
just next door. I am not an engineer but there must be a benefit to having all that grass absorbing water--instead
of having more buildings there.
Don't let the COVID crisis cause this--or put the nail in the coffin whichever the case may be. Please take TIME to
study all options and the impact building would have on flooding and water management in this fragile location.
Also to examine other mixed-use or funding opportunities to preserve the golf course and/or country club if at all
possible.

property other than what it is designed for, especially any potential public/private development or as a park. Not
only will property values suffer, but quality of life in and around the Shores. The recent quarantine proves that
shores residents will litter and disregard any signs and directions from authorities. In addition, there will be no
way to enforce access or open/closing times, leaving those in and around the Shores more vulnerable to property

course. I couldn’t determine from the “legal speak” which position button to check. So let me be clear. I am 100%
opposed on any commercial or residential development of the Miami Shores Golf Course/ Country Club. Other
green space options or a shared use park/course balance would be a consideration for future discussion. But this
does not seem to be the most appropriate time to be making such a monumental decision and usage change.
Miami Dade County in general has one of the poorest green canopy covers of any major US city. That is sad.

The primary concern of mine is that the golf course remains a golf course and/or open space or park. It is a
unique and valuable amenity to Miami Shores. If the Country Club space can be incorporated into a
redevelopment project, that would be best. It could include some retail and some low rise condo units.
Overlooking a golf course is a great selling point. The increase in density and traffic associated with the
development needs to be carefully managed. Biscayne Blvd has already becoming more congested due to the

I have been a resident of Miami Shores since 1993. We selected this community because it felt like a small town
amidst this huge city of ours. Why would we want to convert the Miami Shores Golf Course into a high rise or
development ??? As if we need to further raise the density in the area and add to the already clogged traffic
nightmare on Biscayne blvd. I am disgusted that this is even a topic. The focus should be on refining and
developing our downtown area so that it meets the needs of our residents. The golf course and country club need

I am no longer a resident of Miami Shores but I grew up here and I come back to visit every summer. My father
was the Mayor many moons ago. I believe that getting rid of the golf course is a HUGE mistake! My childhood
was spent entirely in Miami Shores from Birth to 21 years old I and even now, my parents live just outside in
Quayside. My memories include so many that involve the Country Club from fireworks, to accompanying my dad
golfing, to Kiwanis BBQ’s. Walking through the golf course with friends, having a Shirley Temple at the bar when
my parents had events there and simply enjoying its beauty. Brunches for literally every occasion where you are
sure to see most, if not all, of your friends and neighbors. The Shores doesn’t need more houses. It needs a
place to be a community and the Country Club serves that purpose. It needs a face lift but that is attainable to
make it both a gathering place as well as profitable. Please don’t do what countless others have done and
exchange community for money in the building of MORE unnecessary houses. Miami Shores is unique and
sought after for a reason. Don’t destroy that.

I wanted to write in my opposition to the proposed Land Use Consultancy for re-purposing of the Miami Shores
Country Club. The resources dedicated to such an analysis, and the potential conflicts of interest that said
analysis could encounter make it a counter-productive exercise for a community asset that has been operated as
a course for decades. The primary concern around such an open ended study is the immediate negative impact
it presents to the current employees of the club, in addition to making the club a less attractive candidate for a
new (more resourced) management company to assume day to day operations.
The challenges to potentially re-purposing the club irrespective of the consultant findings represent a host of
issues that would defy the ability of the council to make dynamic decisions and likely lead to legal and
administrative costs for the village, costing all of the club employees their jobs.
The council should focus its efforts on providing some level of clarity to the existing employees of the club of a
potential transition plan during to a new administration, in addition to dedicating such valuable time and financial
resources to a deep due diligence of potential new management company's financial and operational standing to
assume responsibility over this shared village asset.
The presence of a golf course as a shared community asset should be afforded to and contemplated as an
implicit equity ownership of these facilities to each member of the Miami Shores community. To begin down the
path of altering this asset after decades should not be the exercise we undertake in the midst of a transition to a
new operator. The presence of the Brightline High Speed train & the regulatory challenges this alone would imply
for development proximity, are reason enough to cease opening the community to a long and drawn out
(expensive) battle via the land use study.
I implore the council to focus all efforts on providing a clear transition plan to existing club employees, while at the
same time dedicating time and resource to the diligence process to select the ideal partner to manage this
community asset to the benefit of all our residents for years to come. This due diligence can be conducted with
as much community input as possible, but should focus on enhancements to the existing facility as a golf course.

I am in favor of delaying or totally abandoning the idea of hiring consultants to study alternative uses for the
Miami Shores Country Club and Golf Course for several reasons. 1. It's my understanding that the company that
currently manages the country club has a lease that is expiring soon and the Village is open to soliciting
competitive bids from other companies to manage the facility. The action of the Council to pay for a study to
change the land use of the golf course would send a message to potential bidders that the Village is not serious
about finding a new management company. This would seriously hamper the Villages ability to attract qualified
management companies and would tilt the bidding to the favor of the current management company resulting in
the Village not getting a fair price for a renewed lease. 2. I further support Vice Mayor Burch's proposal to delay
the study on the basis that the current use of the land is the highest and best use for our community. Unlike a
commercial enterprise that measures highest and best use in terms of dollars and cents, our Village's needs
should be measured in terms of quality of life, recreational facilities and a broader impact of the country club and

Isn't the Golf Course designated as a Park and will take not only a change of the comprehensive plan but votes of
the public on a local as well as county basis to change its' land use designation? Aren't there reverters on the

have been represented and diversity has been demonstrated. My understanding is that Laponzina wants a new

spent to reinvent the wheel or turn the process over to self-serving interest of consultants whose masters are

My name is Brian Stokesberry. I currently hold a family membership at Miami Shores Country Club and have
been utilizing the Club and its benefits since I was 4 years old, almost 14 years ago. Five generations ago, my
great great grandparents were also proud members of this immaculate Club. Taking away this Club is equivalent
to taking away a piece of history from Miami Shores and taking away a piece from my life. However, I am not the
only person to see the beauty in this Country Club. In addition to the faithful members who continuously come
back and support the Club, many general public patrons have shown how much they love coming back. A review
of Miami Shores Country Club on the tee time booking site "GolfNow" described the Club as "Miami's Hidden
Gem." Another review states, "Miami Shores is exactly the type of place most golfers would be thrilled to play
regularly." Aside from the golf course, the bar is a unique location that is loved by all who enter. Monsignor Doyle
from St. Rose of Lima Parish always enjoys telling his story about "The most beautiful bar in the world," the bar at
Miami Shores Country Club. Additionally, Sunday Brunch is a must for most Miami Shores families. I spent
countless hours of my Sundays enjoying the great food and company in the Shores Room. Ultimately, I believe
Miami Shores Village should seek a new management company to lease the beautiful Miami Shores Country

over 20 years and my husband was born and raised here in the shores. My daughter plays golf regularly at the
shores in addition to participating in their after school program. I am astounded that it is even a question and an
agenda item up for discussion. The golf course is a huge part of our community. Any consideration of alternate
uses for this priceless land would be a complete disgrace. We need more open green spaces in our community

After more than a year of researching residential neighborhoods in Miami-Dade County, in 2014 my family and I
finally decided to buy a home in Miami Shores and make a substantial investment remodeling and landscaping
the property over the next couple of years. Every person we worked with during the process of purchasing,
designing and remodeling the property, were Miami Shores residents and we quickly realized we had not only
moved into a great neighborhood but a wonderful community as well. After a memorable lunch at the Miami
Shores Country Club I realized that this was a unique, inclusive and unpretentious place that seemed to bring the
entire community together through physical and social activity. Then I was invited to join the TAGWOL golf league
and I instantly felt a sense of belonging and very connected to the community. The paths of so many of it's
leaders, activists and supporters cross at the MSCC.
Simply put, the MSCC defines the community and you cannot place a value on this!
Times change and the business and financial aspects of managing the property have likely changed as well, but
that should not obscure or confuse it's purpose in our community.

One of the captivating aspects of Miami Shores is our beautiful Country Club. It is very unique and I for one
bought in Miami Shores because of the Country Club. It is important to understand, that as a Country we have
the highest retiring community in history. Consequently, more and more people will be playing golf. Additionally,
by adding more residential homes to the Miami Shores Community will put downward pressure on real estate
price as well as the related tax. Anything other than upgrading our Country Club will be a huge mistake. In fact, I
will probably sell my home if the Country Club is closed.

It was with concern and disbelief when I was made aware of the council's considering alternative uses for the
MSCC property. Since it's opening in 1939, the Miami Shores Country Club has been a central landmark of the
Village of Miami Shores. The golf course itself, has been included as one of the courses on the Florida Historic
Golf Trail. Aside from the golf course and outstanding tennis facility, the country club has been host to numerous
resident events including, but not limited to, weddings, graduations, reunions, club and organization events, and
summer activities for our children. I would encourage the council to delay or permanently table engaging a land
use consultant and search for a new management company to run the facility. With It's vast green space and
wildlife, the property is truly one of the treasures of South Florida. I can honestly attest to that, as my family has
utilized Miami Shores Country Club since it opened in 1939.

have been here over 22 yrs. MSVB is an oasis. Chaos surrounds us, in terms of unrestricted construction, traffic

so..Great green space, wildlife refuge, the most beautiful bar in Miami. What a view. Add a pedestrian walk
through it. It is a great getaway, a great venue for events (The 4th of July is the best). You can slip away and

I was Mayor when we turned over the operation of the Country Club to PCM. It has been greatly improved over
the years and has taken the responsibility of running it off the shoulders of the Village Council. The club is

I am in support of any motion to delay and/or suspend the engagement of a consultant who would be hired to
offer alternative uses for the country club property. I don't believe we need to be spending money on an outside
agency to tell us ways to change the integrity of the Village. The country club property has one use, that is as a
golf course and club facility, which can be enjoyed, and has been for more than 70-years, by the Village residents.
The more proper and reasonable path would be to devote our resources toward coming up with a long term
capital improvement plan to bring the Village facilities, including the clubhouse, golf course maintenance &
irrigation, rec and community center , into the 21st Century. These issues have long been known to the Village,
and have been pushed down the road for far too many years & administrations. Let's use our time and money
toward finding solutions to our dated facilities so that the club may be enjoyed as much by the generations that
follow, as it has been by all of us. The country club and Village are inseparable, and need to remain that way. In
the 65 years my family or I have been members at MSCC, the golf course has never been better, never, ever, and
has earned a reputation in the golfing community as one of the best conditioned courses in all of South Florida. It
certainly would not be the time to regress. The best course of action now, would be to ask the current operator to
stay on with the caveat that the council and Village would assure the operator that they will work toward coming
up with a plan to complete the necessary upgrades to the facilities, and will help where needed with current costs.
Should the Village fail to act in the next year, the operator would have the option to move on at that point. Forget

Any change in land use for the golf course would be a BIG deal for residents, not just those whose homes border
the course. This would call for a Village-wide workshop or charette, not just a land use consultant, to gather
information and opinions. Go down to the golf course at dusk and see how many residents use the space as a
park. Check out comments on NextDoor for what wildlife are using the course as a home. I have personally seen
red-shouldered hawks there, and great horned owls. There are rumors of foxes, and the federally endangered
bonneted bat may be using the course as a home - its habitat preferences are all there. Then there is the value
added to adjacent properties by the view. (Didn’t Doral residents sue Trump Doral for erecting a barrier to that
view?) All of this is very complex, and involves people’s feelings, and I urge allowing plenty of time to engage
Village residents before deciding to move away from golf course use. Finally, would the hiring of a land use
consultant affect negotiations with a prospective management company? Would it seem that the Village is not
serious about continuing the property as a golf course? I support moving with caution and one step at a time. I

Wow. Sounds like I bigger scam than the community center. What's going on with our msv council? Seems like
we're on someone's radar. Suddenly our local elections have become expensive (for a job that pays $1) while at
the same time we get these attempts to ram big development projects down our throats. Don't fall for it.
Like most of you, I don't play golf, and there was a golf course here before I was born. There was a beautiful golf
courses when I choose to buy my first home here and a beautiful golf course when my family grew and I chose to
buy my second home here. I don't think anyone who lives here ever had any expectation of there ever not being
a beautiful golf course.
Don't worry folks we'll still get to keep some of it. Maybe a little "park" they will spare us (nothing too fancy or
they'll have to charge admission of course) with plenty of shade from whatever monstrosity they want to build.
Hopefully the sun will still be visible from the adjacent playground where my children play and observe the wildlife.
The fact that the council is focusing energy on this rather than making that golf course work, is curious to say the

Consultants follow the scoope of work of the client. I urge the Council to ask the consultant to figure ways of
conserving the entire area of the golf course as a green space, either as a golf course, a park, a nature preserve,
or whatever fits its use as a public green space. I am strongly opposed to develop the space and creat more
housing. The potential reduction in taxes that could result from land sales will never compensate us for the loss of
the green space. The golf course adds character to Miami Shores, and defines the personality of the village.
Moreover, based on my experience working in public policy, local governments NEVER follow through with
significant tax reductions in cases like this one, since money is power--bureaucratic power. It is a built-in incentive
in any bureaucracy to keep as much money as you can, and the bureaucracy of City Hall in Miami Shores will not
be an exception.

I am STRONGLY against residential Development on the current golf course. The lack of green spaces in Miami
in general is appalling and I would love to see the golf course preserved. Even if not as an operating golf course,
perhaps the space can be turned into some kind of park or environment that promotes outdoor recreation. The
country club itself is a wonderful staple of Miami Shores and we should be preserving our ability to go and eat or
to host a party with the beautiful greenery as background. We should keep Miami Shores a smallish, lovely

Being a longtime south Florida resident (over 30 years) and short time Miami Shores resident (over two years); I
have enjoyed playing and being a member of the club. Currently I serve on the Advisory Board. Over the years I
have seen the growth and the success of the club, and the growth of the tennis and golf youth summer camps,
which is now more important than ever.
I would be remiss not to mention the countless weddings, anniversaries, birthdays and other celebrations; as well
The Crystal Ball, that have been enjoyed and hopefully soon again at the club.
Though I do not know how much the club (which is owned by the residents) adds to our property values, I am
sure it is a considerable net positive.

better and improved but the golf course it’s what distinguishes miami shores from many other cities in miami, we
do not need more development, we want to keep this community exclusive. Not everything can be about making a
profit, I don’t even golf but I believe it is important for our children to have access to activities and community not
more real estate and traffic. It’s already very bad here on nw 2nd ave that you cannot even walk outside because
cars will run you over. The shores should invest in its people and on increasing police presence, most of the cars
on my street have been vandalized, so stop looking for alternatives on the land and focus on what’s important.

Considering the amount of traffic currently on Biscayne Blvd and NE 6th Ave, does it make sense to even
consider residential or commercial endeavors for the golf course property? With that being said, why should we
pay a consultant to tell us something we all ready know? If we open the golf course on a limited basis, other than
the 4th of July, who is going to take on the responsibility for the liability of non-golfers on the course during
daylight hours? When one considers that this was an issue prior to the temporary closure of the golf course and
has become a greater issue since the golf course re-opening, wouldn’t it make sense not to open it up as a park,
thereby further confusing the general public, who are not aware of the dangers of a flying golf ball. For many good
reasons people do not walk across the middle of a baseball/softball field or a football field in the middle of a
game, so why should we encourage people to do this on a golf course with possible grave consequences? The
highest and best use of this property is the current use as an 18 hole golf course, no other use would be

I am very much opposed to spending any Village funds to explore an alternative use for the Miami Shores
Country Club property. I fear that it will be the first step in an irreversible process that could lead to the closure of
the club. This was not an issue raised in the last election and should not be permitted to be pursued without a
thorough vetting by the electorate in council elections. It reminds me of the initial plan (the infamous Blue Book) in
the 1980's to convert second avenue to a commercial office district because of concern over our tax base. It was
eventually abandoned but created great division in our community. There is not enough space here to review the

celebrated life, death and every major family event in between at the club. I strongly urge the council to remove

I have lived at 651 NE 105th Street, Miami Shores on the Golf Course since 1997 when I purchased my home.
At the May 19, 2020 meeting Mr. Meltz place item 7A on the agenda for discussion and possible action
concerning bidding out the country club and golf course operation."
The Mayor orally and without notice to the public decided that Miami Shores should hire " A LAND USE
CONSULTANT TO DECIPHER ALTERNATIVE USES FOR THE MIAMI SHORES COUNTRY CLUB PROPERTY."
In short this is illegal from the very start, I am not going to give you the many legal reasons why I am sure the
Village Attorney and the other lawyers on the Counsel could fill you in.
What shocks me though is that this decision to hire a consultant to decipher alternative uses for the Miami Shores
Country Club and Golf; a matter as important as any decision ever made by the Miami Shores Counsel was done
without Public Notice, during a COVID-19 pandemic at Zoom meeting which the Public could not attend, and was
never given notice of.
Shameful, it is clear the Mayor has her own agenda, after watching the video, her support for the hiring of a
consultant to explore alternative use of the Golf Course was because people not play golf.
The Miami Shores Country Club and Golf Course is a one-hundred and twenty one (121) acre jewel, it is the most
beautiful undeveloped piece of land in Miami-Dade County, a sanctuary for birds, animals, and plants.
Frankly even considering destroying the Golf Course is shameful, during the Mayors diatribe she suggested a
mixed use complex, just what Miami Shores needs to bulldoze a botanical park and cover it with concrete.
If a developer is promoting alternative uses of the Golf Course which means more construction, more concrete,
more traffic for their personal gain at the very least this should be disclosed and done in the light of day.
Finally, in light of the way that this ALTERNATIVE USE FOR THE MIAMI SHORES COUNTRY CLUB
PROPERTY has been put on the Village agenda everyone on the counsel should provide to the Miami Shores
Clerk an Affidavit under oath that they have not discussed alternative uses of the Golf course with any developer,

country club and golf course are a huge attraction for people moving to Miami Shores from other states and
countries. I am in the hospitality business and I know many people who have bought in the area for our wonderful
schools, great community and very well maintained golf course where they can play at leisure close to home. Our

would bring. We love our country club where we have Galas for our schools, dances for our kids, high school

It seems absurd that just because one management company is having second thoughts about renewing the

My name is Andy Yeager, and I own several restaurants in South Florida, most notably the brand Tap 42. When
our family was deciding which community to plant roots in permanently the location of Miami Shores Country
Club had a lot to do with it. Although I don’t physically live in the Shores, as a resident of Keystone Point in North
Miami, I can say unequivocally that the golf course has led to both housing price appreciation as well as
economic activity for the entire Shores community. My family & I now visit several family owned restaurants and
shops in the Shores that were only introduced to us by their proximity to the course. This club has a sprawling
reach, and has become the meeting place of business people throughout South Florida. I would urge you to
delay seeking land use attorneys, and to protect a real jewel of a course, with fabulous local membership & long

Hello, my name is Daniela Pellicciotti, home owner in Miami Shores. I enjoy having a golf course in the
neighborhood. Only a few communities offer this privilege which makes Miami Shores stand out as a luxury
community. It helps also bring revenue to the city and I think a benchmark should be done to increase the green
fees since if you compare it to the golf courses in Miami Beach/ key Biscayne or Coral Gables it results as having
cheaper green fees. Above all it brings an elite clientele to the neighborhood which results as a free advertising
for buying homes and as a consequence rising the value of houses as well as the property taxes.
Finally a public park with so much space to cover will mean a heavy investment for police patrolling it for safety
since public parks do bring shelter for homeless people especially when there are so many trees to provide
shade. This is the issue of many parks around town.

The MS golf Course is one of the last remaining green spaces in the Biscayne corridor ,it should not be
considered for housing or commercial development . Unless the land use consultant has sustainability systems
experience I oppose. However an Option: A par 3 golf course with a conservation easement may be an
option.This way the golf tradition is maintained and the opening of a new green space is created. MSV gets the
tax benefits of a conservation easement. Possibly obtain "green" grants to build a solar sustainable electric power

Please allow me to provide some thoughts regarding the subject at hand. By the overt act of considering there
may be a higher and better use for MSCC, among other heavy weight issues that will impact an alternative, the
Village may be opening itself up for microscopic scrutiny by political and policing entities, or arms, that proclaim
oversight. A real looming hurdle, not including land use and deed restrictions, is where "Grandfathered In" had
been the rule, it may not now survive a challenge by both local, State, and Federal entities.
Referring to FS 163.3177, comprehensive master plan requirments, along with an exorbitant amount of other
items, the Village is required to address and include in highest and best use consideration aesthetics, the
property's contribution to environmental conservation in the community, and protection of native vegetation and
wildlife, (among other protected species, I am told there are borrowing owls, foxes, a manatee breading area, and
recent announcement by the State Wildlife Conservation Commission just released a few hundred endangered
grasshopper sparrows to repopulate a near buy community that is impacting the Village). I would like to include
consideration for historical significance and the value to the property owners in total. An impact assessment may
be required and state/federal approval will be daunting.
More of an impact, entities with oversight including Dade & SFWM may require the Village to raise the level of the
property and construct, or contribute to, canal seawalls and drainage infrastructure throughout the property in
support of any redevelopment. FECI and DOT may provide hurdles the Village will have to deal with.
If we want our community to continue to be unique, safe, draw family oriented residents, maintain one of the best
participation recreational sports, be environmental supportive with minimum impact on open spaces for wildlife,
maintain or add to the existing canopy, and taking into considerations the financial cost to the Village and/or
property owners, should not the Counsel support an effort to maintain a full service golf course, concentrate on
improving the physical facilities, and adjust services to provide a multi-venue clubhouse beyond the present?

I strongly oppose the engagement of a land use consultant or any exploration of alternative uses for the Miami
Shores County Club. My family has resided at our home at 521 NE 105th Street since 1969; my father selected
this house because of its proximity to the Country Club and golf course, where my parents were members. The
tradition of celebrating major life events at the MSCC has continued with my own family, where our son has
attended golf and tennis camp and celebrated many milestones. The MSCC is one of, if not the most, defining
feature of Miami Shores Village, and any change to the use of the property would irreparably harm not only the
current Village property owners, but the overall character of the Village. I urge the Council to abandon any plans
to explore a usage of the MSCC property other than its current use.

future impact of Covid-19 both duration and economic impact are unknown. The Club is a valuable asset to our

great center piece for the village and draw for home owners. We strongly beleive the club helps stablized home

As a corporate member and longtime supporter of the MSCC I feel that it's a disservice to look into alternate uses
for the golf course before addressing the current need, finding a new lessee. That alone could take a significant
amount of time. If alternative are limited or only on unacceptable terms, then alternative could be explored.

I understand there is a possibility of looking into other uses for our Golf Course. It
is mind boggling that something like that would be considered at this time!
With all the current issues we are experiencing with the rapid growth and
development of Miami/Biscayne corridor we are experiencing many problems
with flooding, traffic, sewer problems and of course increased number of extreme
storms and tornadoes. Many of these issues can be directly contributed to the fact
that our infrastructure was not built for the increased population and everything
that comes with it.
Anything that could be built on that golf course would only exacerbate the
problems we are currently dealing with. We need more green space, not less!
PLEASE let us keep our golf course as is!!

Dear Mayor Wager and Members of Miami Shores Village Council:
My name is Norman C. Powell and I reside at 320 Grand Concourse. The purpose
of this letter is to provide the Council with my statement in support of the Village
Council taking or exploring every option to maintain the Miami Shores Coun try
Club and to avoid the temptation of development or another use for the property.
Since I first learned of PCM’s decision to forego its renewal option and the
potential demise of the Country Club a few weeks ago, I have had numerous
conversations with Village residents and meetings with members of the Country
Club Advisory Board; and the one question that keeps coming back is simply
What Makes a Village and what makes it different from other places? Of
course, there are several characteristics or elements, but among the most salient
elements is a strong personality or unique sense of place and appropriate uses. A
Village must have complementary activities, social, cultural, and civic.
The Miami Shores Country Club is truly the Shores’ most valued asset that makes
it different from other places. Most people often think of a golf course as for the
elite. However, the Miami Shores Country Club is anything but that. It exists and
operates with inclusion in mind and invites the entire Shores Community and
Sister Villages with open arms. The Country Club serves as the focal point of our
Village Community. The Club includes organized activities, special events, such
as weddings, repasses, family reunions and celebrations, community events such
as the 4th of July fireworks celebrations It also provides our residents the
opportunity to meet and interact with new people.
I implore you all to explore every option to maintain our most valued asset;
otherwise Miami Shores will no longer distinguish itself from other municipalities.

I wish to have my comments entered into the record for tonight’s discussion on the
future/management of Miami Shores County Club.
Miami Shores Village…it’s a wonderful town; positioned in the heart of a vibrate city/county and yet,
a home town! And two airports at our disposal!
Many elements make up this village that is home to over 11,000 residents/3500 homes – give or
take a few. My question before council members tonight is why did our residents - professionals,
employers, civil service, small business owners, any employee of any business or non-profit, parents,
singles, families and second and third generations choose Miami Shores Village to call home.
Is it fire/police departments within three miles of every home? Is it the concerts in the parks? It is
the Olympic- size pool and play swimming area for tots? Is it that real estate maintains its value? Is it
the outstanding recreation department for all ages is located in the middle of the village – and in
soon-to-be-back-to-normal times, filled fields and kids streaming out of the community center.
Many of these activities and events promote community involvement and family time; didn’t’ we
just see samples of this during the quarantine? New-found neighbors and friends during this unusual
time reinforcing the hometown atmosphere here in MSV.
Over the years MSV has experienced a theatre, restaurants, coffee shops, a decorated street for fun
Saturday nights – again all enjoyable events for all!
Among the assets in the Village is Miami Shores Country Club. Its presence adds value, not only the
real estate one, but of our lifestyles as well. I am not a great golfer – in fact, I hardly ever go past the
driving range, but I have enjoyed seeing college teams, corporate and non-profit tournaments crowd
the course; and one of the best entertainment is watching youngsters in the golf summer camp.
Who hasn’t had lunch in the club, or attended the Jazz nights, or had a family party, Mother’s Day,
Father’s Day, Thanksgiving Day, New Year’s Eve luncheon/dinners/celebrations? Even Memorial Life
celebrations!
Personally, my two Mayor’s Balls, and most recently, my wedding reception (full disclosure)
memories are bountiful with outstanding food, service, attention to details, flexibility with staff,
and management always giving 110%.
To hear rumors of losing the present management, after 30 years, and some residents discussing
alternative uses – condos, parks, etc. – is quite concerning for me.
As a former elected official of MSV, serving as Mayor and Council Member, I know decisions are
made after thorough discussions, with a clear understanding of the values of MSV homes, providing
quality living and great memories while staying within the approved budget. We all realize the
mileage rate, and I admire those who served after me – and before, of course – and those working
for the Village in maintaining the quality of service we see with our police department, public works,
recreation, and the library and management.
I ask that as the discussion begins regarding the country club management there is clear and total
communication regarding the financial details of owner/tenant and who has paid for what. The role
of the present management of Miami Shores Country Club is to make it an asset to the village –
which it has, and continue to work with the Village as renewal of the contract is visited.
I sense sometimes not all residents understand the relationship, both financial and management and
therefore, I ask for such details be provided, discussed and explained as questions arise. Miami
Shores Village maintains its reputation as a wonderful place to live; indeed, it is. I ask that the
comprehensive plan play a key role in these discussions, as those who follow you on council
understand decisions being made to keep our Village Beautiful.

The country club and the golf course are economical and historical landmarks for the Village of Miami Shores....It is the hub
of the village where the community gathers for relaxation and expression. Cannot take that away from the MS residents!

Those of us that live here in Miami Shires should have a say about keeping the country club. Not the new people that are
