P.D.G. Construction had the property inspected by the Architect of Record Mr. Josue Cruz as per the inspection log attached and paid for by the owner. PDG referred to chapter 1 as per Florida Building code as referenced in which a licensed Architect and Engineers may inspect Ongoing construction within their license certification. We have attached Pictures as well as the certified Log attesting to the 2 inspections we are being cited for. 1. Footing steel and slab 2. Tie beam, tie downs and columns. We Performed an underground plumbing inspection with the city inspectors of Miami Shores. No one ever questioned us at that point. We also performed a rough plumbing inspection as well as a partial roughelectrical interior inspection in which the building official attended. At that point we still did not have roof trusses or windows in place. However, the tie beam, columns and tie downs where pored. He never once questioned us or asked us to stop. At [his point, especially after our visit by the building official, we were going about our build the same way we have in the past with special inspectors paid for by the home owner. We left all interior structural items opened for inspection as well as steel framing, trusses, roof sheathing, windows and mechanical. However, when we called for interior framing inspection the building official decided to stop the job as per the request of one of his inspectors who brought to his attention that The city of Miami Shores had not inspected the footers, slab and columns. He informed us that we needed his permission prior to deciding to have the architect inspect the home and this was the reason he was stopping the job. He went on to say the architect and engineer of record are not qualified to perform inspections. He went on to say that he cannot accept documentation, pictures of any kind from myself, the architect or home owner because we can easily falsify documents or write whatever we want. This was insulting as I informed hire the architect, engineer and myself are licensed professionals and pledged the same moral code of conduct as he clid as a building inspector. The homeowner also took insult to this as he is an honest resident who pulled the legal permits to perform work at his property. I can understand if the city of Miami shores does not want this clone in their municipality but at this point what we are asking for a remedy other than demolition as we have obviously done this all in good faith under the presumption that since this has been accepted by Miami Dade in the past, Legitimately had this inspected as well by the professionals who designed it and had the process witnessed by the horne owner. I am sorry Mr. Naranjo I think we have reached a point where we definitely need a mediator. You have continuously advised my clients to seek an attorney and file claim against me. However, you did not know that I have no contract with the Servat's and I have been funding the end part of this construction to help them because a few weeks before we decided to go for the partial the Servat's advised me that they do not have the funds to finish the construction and will need to go for a loan due to unexpected expenses for septic (which had nothing to do with me) and other personal issues. They are honest people and were forthcoming in a situation where others may have stayed quiet and let me get as far as possible without questioning them for funds.At this point there house was in shambles and we came up with this plan for partials, get them back in there house and little by little do the rest of the addition until we get them far enough to get there loan and pay me back. Please ask them if I ever asked them for funds to go above and beyond to perform the additional structural upgrades then what was approved by the Miami Shores building dept. I never abandoned them because I have never abandoned a customer. My record shows this. God has blessed me and put me in position help people, so I serve the Lord. I am an ethical, Professional man of God, Not whatever you have assumed I am or of this situation. I have had a transparent relationship with my customer as they have with me. I'm not sure why you want to hurt me. However, it is evident at this point that you are assuming an offensive position. I pray for the Servat's as well as myself and everyone involved that we all suffer minimal financial damage by this unfortunate misunderstanding. This was one of the major reasons why communication was impossible and why we were talking different language for months. Tell us if we are wrong, but this seems to be the main reason why the approved drawings / and vise -versa/ did not reflect what was on site. Who was at fault for this. We think that it was Mr. CRUZ, who kept on refusing to print copies because it cost him 20 dollars each time. 7- could you give us the contact details of all engineers / X-ray companies that works with Mr. CANCIO and Mr. CRUZ. They refuse to give them to us and we want to understand why it took so much time (could it be because those requests were not priorities for Mr.CANCIO and Mr.CRUZ). We are after CLEAR explanations and are looking for facts to move on. As you stipulated in your last mail that we will have to wait "longer" before you expedite our case, remember that each week cost us at least 800 dollars. Residents should not have to wait 6 months to enter their house. No resident whatsoever, even less a family with 3 kids, should have a stop work order on a door for 6 months. Per my last meeting with Mr. Cruz, the architect on January 25th 2017, he was in the process of revising the plans and the inspection reports in order to submit it to our department for review. During the meeting, Mr. Cruz stated that he was going to submit the revisions by no later than Monday, January 30th 2017. As of today we have not received the documents. As to Mr.Cancio, the contractor, he was cited for failure to comply with the requirements of the code as noted on the attached stop work order issued on October 21, 2016. The project has been on hold because the forensic testing and visual inspections performed have revealed that the work was not performed according to the approved plans. In addition Mr. Cancio has not provided the required concrete test report, compaction test, and termite treatment. I can assure you that as soon as the documents are delivered to our office we will do our best to expedite the review. Please keep in mind the review process may take a few days as we need to verify that the documents are in compliance with the requirements of the code.
