R-2020-06RESOLUTION 2020 -06 A RESOLUTION OF THE MAYOR AND COUNCIL OF MIAMI SHORES VILLAGE, FLORIDA, AUTHORIZING THE VILLAGE MANAGER OR HIS DESIGNEE TO SUBMIT A GRANT APPLICATION TO THE FLORIDA INLAND NAVIGATION DISTRICT WATERWAYS ASSISTANCE PROGRAM FOR BAYFRONT PARK IMPROVEMENT PROJECT — PHASE 1; PROVIDING CERTIFICATIONS; AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, Miami Shores Village (the "Village ") is interested in improving Bayfront Park overlooking the Biscayne Intercoastal Waterway ( "the Project "); and WHEREAS, Bayfront Park provides beautiful views of the Biscayne Intercoastal Waterway with open space for picnicking, exercise, and a launch ramp for water sports such as canoeing, paddle boarding and kayaking in order to enjoy the natural beauty of South Florida; and WHEREAS, the purpose of the Florida Inland Navigation District (FIND) Waterways Assistance Program is to assist local governments within the District to perform waterways improvement projects, including project that will provide public access to Florida's waterways; and WHEREAS, the Village Council desires to apply for funding through the FIND Waterways Assistance Program in the amount of up to $125,000 for the design and permitting of the Bayfront Park Improvement Project; and WHEREAS, the Village has the ability and intention to finance 50% of the estimated project cost for Phase I in the amount of $250,000; and WHEREAS, the Village Council desires to authorize the Village Manager to submit a FIND Waterway Assistance Program application and execute any and all subsequent agreements or documents with the Florida Inland Navigation District to accept funding of the Project; and WHEREAS, the Village finds that this resolution will promote the health, safety and welfare of the Village. NOW, THEREFORE BE IT RESOLVED BY THE MAYOR AND VILLAGE COUNCIL OF MIAMI SHORES VILLAGE, FLORIDA, AS FOLLOWS: Section 1. Recitals Adopted. That each of the above stated recitals is hereby adopted and confirmed. Section 2. Project Authorization The Village Council supports the application in the amount of up to $125,000 to the 2020 Waterway Assistance Program. Section 3. Manager Authorized. The Village Manager is authorized to submit a FIND Waterway Assistance Program application and execute any and all subsequent agreements or documents with the Florida Inland Navigation District to accept funding of the Project, subject to the Village Attorney's approval as to form, content and legal sufficiency. Section 4. Effective Date. This resolution shall become effective immediately upon adoption hereof. PASSED and ADOPTED this 4th day of February, 2020.
