2019-10-15 MINUTES1 Mayor Crystal Wagar Vice Mayor Alice Burch Vice Mayor Sean Brady Councilman Stephen Loffredo Councilman Jonathan Meltz Tom Benton, Village Manager Richard Sarafan, Village Attorney Ysabely Rodriguez, Village Clerk MEETING MINUTES OCTOBER 15, 2019 6:30 PM COUNCIL CHAMBERS 1) CALL TO ORDER Mayor Wagar called the meeting to order at 6:30 PM. 2) MOMENT OF SILENCE / PLEDGE OF ALLEGIANCE 3) ROLL CALL PRESENT: (5) Sean Brady, Councilman Stephen Loffredo, Councilman Jonathan Meltz, Councilman Alice Burch, Vice Mayor Crystal Wagar, Mayor ALSO PRESENT: Tom Benton, Village Manager Ysabely Rodriguez, Village Clerk Richard Sarafan, Village Attorney 4) PRESENTATIONS 4.A PROCLAMATION PRESENTED TO BARRY UNIVERSITY'S MEN & WOMEN TENNIS TEAMS IN RECOGNITION OF THE 2019 NCAA DIVISION II TENNIS CHAMPIONSHIPS. Mayor Wagar, on behalf of the Village Council, presented Barry University’s men and women’s tennis teams with proclamations in honor of their respective championships. 4.B WELCOME REMARKS TO NEW BARRY UNIVERSITY PRESIDENT, MICHAEL S. ALLEN. Barry University’s new president, Michael Allen, was recognized and presented with a welcome letter by the Village Council. 4.C DOCTORS CHARTER SCHOOL STATE OF THE SCHOOL REPORT PRESENTED BY DR. KELLY ANDREWS 2 Dr. Kelly Andrews, Doctors Charter School Executive Director, offered a comprehensive presentation on the state of the school and answered questions posed by the Village Council. 5) PUBLIC COMMENTS Mary Lou Maguire, on behalf of her neighbors on NE 105 Street, spoke about quality-of-life concerns relative to short-term vacation rentals and requested the Village Council place a discussion item on the agenda regarding such matter. 6) APPROVAL OF THE MINUTES 6.A APPROVAL OF THE OCTOBER 1, 2019 VILLAGE COUNCIL MEETING MINUTES (BY: VILLAGE CLERK). Councilman Brady moved to approve the October 1, 2019 Village Council Meeting Minutes and Councilman Loffredo seconded the motion, which passed unanimously. 7) VILLAGE BOARD APPOINTMENTS 7.A APPOINTMENT TO THE FINE ARTS COMMISSION (1 ONE-YEAR VACANCY) Ms. Rodriguez offered remarks concerning Ms. Hoffman’s resignation, the residency requirement, and the email sent by Ms. Stella Ford who rescinded her application. Council Members voted paper ballots with the following results: ROUND 1 MELTZ BURCH WAGAR BRADY LOFFREDO Robert Bourne  Sadri Manrique Medina    Tina Salvesen  Sadri Manrique Medina was appointed to the Fine Arts Commission. 8) DISCUSSION & POSSIBLE ACTION ITEMS 8.A PRESENTATION AND UPDATE ON VILLAGE WEBSITE (SPONSORED BY: COUNCILMAN JONATHAN MELTZ). Councilman Meltz introduced the item and turned the presentation over to Ms. Elizabeth Keeley, Assistant to the Village Manager/IT Manager, who provided an update on the progress of the Village’s new website and answered questions posed by the Village Council. Ms. Keeley reported the new website would reflect ADA accessibility, navigation and content management improvements to promote user-friendliness, mobile-friendly integration, and security upgrades. Ms. Keeley further mentioned the proposed site map is akin to the City of Boynton Beach’s website and anticipates the Village’s new website will be live in three months. 3 Individual Council members offered recommendations relative to the proposed site, such as depicting professional photography of Village events and its diverse constituency, embedding a “feedback” link on the homepage, offering a sustainability and House of the Month content page, and improving the site’s overall accessibility. No action was taken on this item. 8.B DISCUSSION AND POSSIBLE ACTION AUTHORIZING THE VILLAGE MANAGER TO EXECUTE ALL RELATED DOCUMENTS TO EFFECTUATE THE AGREEMENTS BETWEEN MIAMI SHORES VILLAGE & THE TOP THREE RANKED FIRMS (TY LIN INTERNATIONAL, KIMLEY-HORN, AND JORGE GUTIERREZ, LLC) FOR PROFESSIONAL GENERAL ARCHITECTURAL & ENGINEERING SERVICES PER RFQ 2019-07-01 (BY: VILLAGE MANAGER). Mr. Benton provided an overview of the proposed costs associated with future construction projects, answered questions posed by the Village Council, and recommended the Village Council consider and approve the price schedule. Mr. Christopher Miranda, Assistant Public Works Director, stated the price schedule is reasonable and comparable to industry standards. Mr. Sarafan informed the top three ranked firms are in agreement with the price schedule and further commended Mr. Benton, Mr. Miranda, and Mr. Davis. Councilman Loffredo moved to approve the price schedule and authorize the Village Manager to execute all related documents to effectuate the agreements between Miami Shores Village & the top three ranked firms (Ty Lin International, Kimley-Horn, and Jorge Gutierrez, LLC.) Councilman Brady seconded the motion, which passed unanimously. No further action was taken on this item. 8.C DISCUSSION AND POSSIBLE ACTION REGARDING LEGISLATIVE AGENDA (SPONSORED BY: MAYOR CRYSTAL WAGAR). Mayor Wagar introduced the item and spoke about the importance of the Village Council meeting in a workshop forum to discuss legislative priorities with the Village Lobbyist. Councilman Brady spoke about the importance of informing the Florida Legislature of the Village's support of the PACE Program. Mr. Benton proposed the Village Council fly to Tallahassee to attend the legislative meetings and individual Councilmembers spoke in support of the recommendation. Responding to Mayor Wagar’s legislative priorities workshop recommendation, the Village Council directed the Village Clerk to create an agenda placeholder in the month of July 2020 for such workshop. No further discussion or action was taken on this item. 4 9) ANNOUNCEMENTS The Village Clerk read the announcements. 10) VILLAGE COUNCIL COMMENTS Mr. Sarafan provided an update on the adjudication of short-term vacation rental violations that have been presented by the Code Compliance Department before the Code Enforcement Board pursuant to the Village Code of Ordinances. Councilman Loffredo Councilman Loffredo spoke about his experience at Amaranthine Bistro and Sins Gastrobar with respect to its cuisine. Councilman Brady Councilman Brady spoke about short-term vacation rentals and encouraged residents to write to their state legislators regarding their concerns. Councilman Meltz Councilman Meltz gave a shout-out to Senator Jason Pizzo, who was watching the Council Meeting, and thanked him or his support. He further spoke about the issues with short-term vacation rentals. Vice Mayor Burch Vice Mayor Burch spoke about watching the last Code Enforcement Board meeting where several residents attended the hearing to express their concerns regarding short-term vacation rentals. She further announced Evening in the Courtyard, a welcoming event hosted by Doctors Charter School, and lastly thanked MSPD Officers for helping out with Walk/Bike to School Day.
