MEETING MINUTES
OCTOBER 1, 2019 6:30 PM COUNCIL CHAMBERS
1) CALL TO ORDER
Mayor Wagar called the meeting to order at 6:31 PM.

4) PRESENTATIONS
4.A OCTOBER HOUSE OF THE MONTH CERTIFICATE OF RECOGNITION PRESENTED TO
THE ADKINS FAMILY (90 NE 105 STREET).
The Adkins family was not in attendance; however, Mayor Wagar offered brief comments
regarding the property.

5) PUBLIC COMMENTS
Susan Ackley spoke about her candidacy for the Fine Arts Commission and further elaborated on the
commission's achievements throughout the years.
Lou Perez spoke about vehicular speeding in the Village, specifically as it relates to speeding near school
zones.
Julio Martinez spoke about his visit to the Miami-Dade County School Board’s budget hearing at which
time he advocated for a new building for Miami Shores Elementary. He further inquired about whether
Miami Shores Elementary School has been designated as a historic landmark.
Michelle Jayme spoke about vehicular speeding in the Village.
Robert Menge spoke about quality-of-life concerns associated with short-term vacation rentals.
6) CONSENT AGENDA
The Village Clerk, Ms. Ysabely Rodriguez, read the introductory statement and the caption of each item
contained on the Consent Agenda.
Councilman Brady moved to approve the Consent Agenda as presented and Councilman Loffredo
seconded the motion, which passed unanimously.
6.A APPROVAL OF THE SEPTEMBER 17, 2019 FINAL BUDGET HEARING MINUTES (BY:

7) VILLAGE BOARD APPOINTMENTS
Ms. Rodriguez provided a brief overview of the 2019 Village Board applications, specifically as it relates
to the number of applications, residency requirement, board-specific requirements, and possible
term limits.
7.A APPOINTMENTS TO THE RECREATION ADVISORY COMMITTEE (5 VACANCIES)
The following applicants were present and spoke on their behalf: Dan Adsit, Kendra Campbell Borja,
Christian Dunham, Patrick Cowan, Alise Johnson Henry, Michelle Jayme, Jacqueline O'Donnell, Michael
O'Hara, Albert Mora, Keith McAdams, Kathleen Redmond, and Sadri Manrique Medina.

Joseph Kolokoff was present and spoke on his behalf. Council Members voted paper ballots with the
following results:
Linda Brown Etienne, Evie Isles, and Jeffrey Kolokoff were appointed to the Personnel Appeals Board.
8) DISCUSSION & POSSIBLE ACTION ITEMS
8.A APPROVAL OF THE RFQ 2019-07-01 EVALUATION COMMITTEE'S SELECTION FOR
GENERAL PROFESSIONAL ENGINEERING & ARCHITECTURAL SERVICES AND
AUTHORIZATION TO NEGOTIATE WITH THE TOP THREE RANKED FIRMS (BY: VILLAGE
MANAGER).
Mr. Benton provided a brief overview of the item and recommended approval of the top three ranked
firms whose contracts will be presented to the Village Council for consideration.
Councilman Loffredo moved to approve the three top ranked firms: TY Lin International, Kimley-Horn,
and Jorge A. Gutierrez, Architect LLC. and Councilman Brady seconded the motion.
There being no discussion, Mayor Wagar called for the vote, which passed unanimously.
No further action was taken on this item.

Councilman Loffredo Councilman Loffredo commended the board applicants and further addressed Mr.
Perez’s comments regarding speeding.
Councilman Brady Councilman Brady thanked the board applicants, encouraged residents to
participate in Bike/Walk Your Kids to School Day, and spoke in reference to the
Miami Shores Crime Statistics relative to vehicular speeding.
Vice Mayor Burch Vice Mayor Burch spoke about vehicular speeding, crime statistics, Bike/Walk
Your Kids to School Day, and thanked Village Clerk for coordinating the board
appointment process.
Councilman Meltz Councilman Meltz spoke about vehicular speeding concerns raised by residents.
Mayor Wagar Mayor Wagar commended board applicants and spoke about vehicular speeding
concerns raised by the residents.

There being no further business before the Village Council, the meeting was adjourned at 8:27 PM.
