2019-09-17 MINUTES-FINAL BUDGET HEARING1 Mayor Crystal Wagar Vice Mayor Alice Burch Vice Mayor Sean Brady Councilman Stephen Loffredo Councilman Jonathan Meltz Tom Benton, Village Manager Richard Sarafan, Village Attorney Ysabely Rodriguez, Village Clerk FINAL BUDGET HEARING MINUTES SEPTEMBER 17, 2019 6:00 PM COUNCIL CHAMBERS 1) CALL TO ORDER Mayor Wagar called the meeting to order at 6:03 PM. 2) MOMENT OF SILENCE/PLEDGE OF ALLEGIANCE 3) ROLL CALL Present: (5) Sean Brady, Councilman Stephen Loffredo, Councilman Jonathan Meltz, Councilman Alice Burch, Vice Mayor Crystal Wagar, Mayor Also Present: Tom Benton, Village Manager Richard Sarafan, Village Attorney Ysabely Rodriguez, Village Clerk Holly Hugdahl, Finance Director 4) PUBLIC HEARINGS 4.A A RESOLUTION OF THE VILLAGE COUNCIL OF MIAMI SHORES VILLAGE, FLORIDA, ADOPTING THE FINAL LEVYING OF AD VALOREM TAXES FOR MIAMI SHORES VILLAGE FOR THE FISCAL YEAR 2019-2020; PROVIDING FOR AN EFFECTIVE DATE. Ms. Rodriguez read the entire resolution into the record, detailing the tentative operating millage rate of 7.9 mills and the proposed increase over the rolled-back rate, which is greater than the rolled-back rate of 7.4169 mills by 6.51%. Mayor Wagar opened the public hearing, but as no one wished to speak on the tentative tax increase, Mayor Wagar closed the Public Hearing. 2 Councilman Loffredo moved to approve the Resolution, adopting the final levying of ad valorem taxes for the 2019-2020 fiscal year. Councilman Brady seconded the motion. There being no discussion, Mayor Wagar called for the vote to approve the resolution, which carried a 5-0 voice vote. 4.B A RESOLUTION OF THE VILLAGE COUNCIL OF MIAMI SHORES, FLORIDA, ADOPTING THE FINAL BUDGETS FOR FISCAL YEAR 2019-2020; PROVIDING FOR AN EFFECTIVE DATE. Ms. Rodriguez read the entire resolution into the record, detailing the tentative budgets for fiscal year 2019-2020. Mayor Wagar opened the public hearing, but as no one wished to speak on the tentative budgets, Mayor Wagar closed the public hearing. Councilman Loffredo moved to approve the Resolution, adopting the final budgets for fiscal year 2019- 2020. Vice Mayor Burch seconded the motion. There being no further discussion, Mayor Wagar called for the vote, which carried a 5-0 vote in favor of the motion. 5) ADJOURNMENT There being no further business before the Village Council, the final budget hearing adjourned at 6:09 PM.
