First Budget Hearing Minutes
1. CALL TO ORDER
Mayor Glinn called the first of two Public Hearings on the Fiscal Year 2017-2018 millage rates and budgets to
order at 6:01 P.M.

4. RESOLUTIONS/PUBLIC HEARING
A. A RESOLUTION OF THE MIAMI SHORES VILLAGE COUNCIL, MIAMI SHORES, FLORIDA,
ADOPTING THE TENTATIVE LEVYING OF AD VALOREM TAXES FOR MIAMI SHORES VILLAGE
FOR THE FISCAL YEAR 2017-2018; AND PROVIDING FOR AN EFFECTIVE DATE.
Madam Clerk Rodriguez read the entire resolution into the record.
Mayor Glinn opened the Public Hearing, but as no one present wished to speak on the proposed tax rates, the
Mayor closed the Public Hearing.
Councilwoman Burch moved to approve the Resolution adopting the tentative ad valorem tax levies for the 2017-
2018 fiscal year. Councilman Zelkowitz seconded the motion.

There being no further discussion amongst the Councilmembers, Mayor Glinn called for the vote, which was
unanimous in favor of the motion.
B. A RESOLUTION OF THE MIAMI SHORES VILLAGE COUNCIL, MIAMI SHORES, FLORIDA,
ADOPTING THE TENTATIVE BUDGETS FOR FISCAL YEAR 2017-2018; AND PROVIDING FOR AN
EFFECTIVE DATE.
Ms. Rodriguez read the entire resolution into the record.
Mayor Glinn opened the Public Hearing on the proposed Budget.
Ms. Mary Benton spoke about the importance of tree care and maintenance in the Village and she further advocated
for the budget to include funding for a future workshop on tree care and maintenance for the residents.
Mr. Lou Perez, thanked Village staff for their dedication in restoring the Village after Hurricane Irma, he further
advocated for mitigating future power outages caused by overgrown tree canopies, and asked the Village Council
to allocate funding in the budget to engage the professional services of an Arborist to recommend best practices
with respect to the management of Village tree canopies, especially those near power lines. He also spoke in favor
of drafting an Ordinance to set standards and enforce tree maintenance.
As no one else present wished to speak, the Mayor closed the Public Hearing.
Councilwoman Burch moved to approve the Resolution adopting the tentative budgets for the 2017-2018 fiscal
year. Vice Mayor Brady seconded the motion.
Councilwoman Burch spoke of the Fine Arts Commission who would like to host two events that are customarily
grant funded, yet there is a $2,000 shortfall of grant funding for these events.
Councilwoman Burch made a friendly amendment to direct staff to reallocate a not to exceed amount of $2,000,
should there be funding in the contingency fund, to supplement the Fine Arts Commission’s events deficit. The
motion was seconded by Vice Mayor Brady. The motion passed unanimously.
Councilwoman Burch moved to adopt the tentative budgets for fiscal year 2017-2018 as amended. The motion was
seconded by Vice Mayor Brady. There being no further discussion amongst the Councilmembers, Mayor Glinn
called for the vote, which was unanimous in favor of the motion.
