2017-05-08 Council Workshop Minutes - Clerk Position Interview MIAMI SHORES VILLAGE 10050 N.E.2nd Avenue Miami Shores, Florida 33138 Tel: (305) 795.2207 Fax: (305) 756.8972 E-mail: EstepB@MiamiShoresVillage.com Barbara Estep, MMC Village Clerk MIAMI SHORES VILLAGE COUNCIL WORKSHOP MEETING The Miami Shores Village Council met on Monday, May 8, 2017 to conduct a workshop meeting to interview Ms. Ysabely Rodriguez, the top candidate selected by a Selection Committee and Interview Committee to fill the Village Clerk position due to the retirement of Ms. Estep, scheduled for June 30, 2017. The meeting was called to order at 6:30 PM with the following individuals present: PRESENT: MacAdam Glinn Sean Brady Alice Burch Jonathan Meltz ALSO PRESENT: Tom Benton, Village Manager Barbara Estep, Village Clerk Ms. Estep provided information regarding the process of advertising the position, convening a Selection Committee to evaluate the candidate resumes, and then convening a panel to interview the top four candidates. Council Members asked questions of Ms. Rodriguez related to her work history, initiatives she has undertaken or spearheaded in her other positions, her recent receipt of the Florida Association of City Clerks “Certified Municipal Clerk” designation and other areas of interest on which the individual Council Members wanted additional information. Mr. Benton spoke of the current position configuration and Ms. Rodriguez’s understanding of the position. Ms. Rodriguez advised Mr. Benton and the Council Members that she does not doubt her abilities and went on to express her belief that the combined position does not represent best practices. She further spoke of researching other municipalities in Miami-Dade and Broward counties to compare the Clerk’s office structuring. Mr. Benton raised the issue of funding an additional position as well as the office space constraints in Village Hall as they relate to budgeting. At the conclusion of these discussions, Ms. Rodriguez indicated that should she be offered the position, she would like to revisit the issue of serving as both the Clerk and Mr. Benton’s Executive Assistant in three months’ time. At the conclusion of the meeting, Mr. Benton advised the Council that the proposed appointment of Ms. Rodriguez would be placed on the May 16, 2017 Council Meeting agenda.
