Mayor Crystal Wagar was not present. ALSO PRESENT: Tom Benton, Village Manager Ysabely Rodriguez, Village Clerk Richard Sarafan, Village Attorney 4)PRESENTATIONS 4.A PROCLAMATION OF APPRECIATION FOR MIAMI SHORES ELEMENTARY FACULTY MEMBER BILLIE CARPENTER Vice Mayor Burch, on behalf of the Village Council, presented Ms. Billie Carpenter with a proclamation of appreciation for her 45 years of dedicated service to the field of education. 4.B PRESENTATION ON THE 2020 CENSUS UPDATE (BY: KATIA SAINT FLEUR) Ms. Katia Saint Fleur presented the 2020 census update and answered questions posed by the Village Council. 2 5) PUBLIC COMMENTS Alexandra Thomas thanked Vice Mayor Burch for championing Ms. Billie Carpenter’s recognition and further thanked Ms. Carpenter for her devoted service to Miami Shores Elementary School. 6) APPROVAL OF THE MINUTES 6.A APPROVAL OF THE JUNE 18, 2019 VILLAGE COUNCIL MEETING MINUTES Councilman Brady moved to approve the June 18, 2019 Village Council Meeting Minutes and the motion was seconded by Councilman Loffredo which carried a 3-0 voice vote. 7) ORDINANCE(S) ON FIRST READING 7.A AN ORDINANCE OF THE VILLAGE COUNCIL OF MIAMI SHORES VILLAGE , FLORIDA PROVIDING FOR THE LEVY AND COLLECTION OF NON-AD VALOREM ASSESSMENTS FOR SOLID WASTE COLLECTION AND DISPOSAL SERVICES; PROVIDING FOR AN INCREASE IN THE LEVY AND COLLECTION OF NON-AD VALOREM ASSESSMENTS; PROVIDING FOR THE CONTINUATION OF THE ASSESSMENTS FROM YEAR TO YEAR; PROVIDING FOR CERTIFICATION OF THE SOLID WASTE COLLECTION NON-AD VALOREM ASSESSMENT USING THE UNIFORM TAX BILL COLLECTION METHOD; PROVIDING FOR AMENDMENTS TO CHAPTER 9 “GARBAGE AND TRASH”, ARTICLE III, SECTION 9-42 “SCHEDULE” OF THE VILLAGE CODE OF ORDINANCES; PROVIDING FOR SEVERABILITY; PROVIDING FOR AN EFFECTIVE DATE (STAFF: VILLAGE MANAGER). Ms. Rodriguez read the caption of the ordinance into the record. Mr. Benton offered an overview of the item, thereby reporting the Village is using cash reserves to balance the budget and to provide the same level of service, particularly in the area of bulk trash, he recommended that the Village Council accept the PRMG rate plan and increase the rates to $811.36 next fiscal year. Councilman Meltz joined the meeting via teleconference at 7:20 PM. Nick Smith, Public Resource Management Group primary consultant, spoke about the goals of the sanitation rate study, the assumptions, the findings, and the proposed rate adjustment. Vice Mayor Burch opened the public hearing. Leslie Fraser proposed the Village explore alternatives to encourage the reduction of waste by Village residents. Francois DeJardin spoke about encouraging residents to reduce bulk waste. As no one else present wished to speak on the proposed ordinance, Vice Mayor Burch closed the public hearing. Councilman Loffredo spoke in opposition to the proposed item; however, he spoke in favor of voting for a reduced rate increase and further suggested the Village employ an active analysis on ways to reduce waste streams. Mr. Davis answered questions posed by the Village Council regarding his professional expertise regarding waste management. 3 Councilman Brady moved to approve the ordinance on first reading and Vice Mayor Burch seconded the motion. There bring no further discussion, Vice Mayor Burch called for the vote, which carried a 3-1 voice vote. Councilman Loffredo voted in opposition. Councilman Meltz left the meeting via teleconference at 7:50 PM. 8) DISCUSSION & POSSIBLE ACTION ITEMS 8.A AWARD OF REQUEST FOR PROPOSAL #2019-04-02, PROFESSIONAL SERVICES PLAN FOR A DESIGN BUILD REPLACEMENT INTERACTIVE PLAY STRUCTURE AT THE MIAMI SHORES AQUATIC CENTER, TO ZACK TANNER INDUSTRIES (ZTI) AND AUTHORIZING THE VILLAGE MANAGER TO EXECUTE ALL RELATED DOCUMENTS (STAFF: RECREATION DIRECTOR). Mr. Benton provided background information regarding the current condition of the 20-year-old Aquatic Center, which has met its life expectancy and no longer meets engineering safety standards. Mr. Benton further reported staff, therefore, pursued the competitive solicitation process for the design build component of the project. Upon review of the submittals and interviews of the proposers, the staff evaluation committee ranked ZTI as the highest bidder, whose proposal is in the total amount of $1,803,141 and includes a complete replacement of the entire structure, foundation, underground piping, pool tub, and surrounding tile with all new marciting. Also included is the replacement of all six standing water features that are not attached to the play structure itself. Mr. Benton recommended the Council approve transferring $987,417 from the Excise Tax Fund to the Capital Projects Fund and approve the Finance Director seeking a proposal to finance $1 million for a ten-year period to complete this project. Zachary Tanner, Qualifier and President of ZTI, answered questions posed by the Village Council concerning the company’s qualifications, Councilman Brady moved to award the RFP #2019-04-02, Professional Services Plan for a Design Build Replacement Interactive Play Structure at the Miami Shores Aquatic Center to Zack Tanner Industries. Councilman Loffredo seconded the motion, which carried a 3-0 voice vote. 9) ANNOUNCEMENTS The Village Clerk read the announcements. 10) VILLAGE COUNCIL COMMENTS Councilman Brady- Councilman Brady encouraged residents to attend the July 4 Village event. 4 Councilman Loffredo- Councilman Loffredo spoke about the type of waste that winds up at landfills and further encouraged the residents to attend the July 4 Village event. Vice Mayor Burch- Vice Mayor Burch thanked Ms. Carpenter for her 20 years of service to Miami Shores Elementary and further wished everyone a great summer. 11) ADJOURNMENT There being no further business before the Village Council, the meeting adjourned at 8:00 PM.
