Public Hearing Now Open: 1. Richard Santiago, of 448 NE 95 Street. He reviewed the proposed Ordinance and thinks that it is a little bit stringent. He said that there are many different materials available. The Board asked questions and made comments. He thinks that more than 30% should be allowed. Separation between front yard and back yard. Most new homes have grass cut out and there is some stipulations regarding that. Site plan review for an new single family home. Public comment open: 1. Ms. Tracy Bitton of 275 NE 91 Street brieftly commented on the neighborhood and how this house being proposed was not harmonious with the neighborhood. 2. Mr. Adam Shepperd of 295 NE 91 Street expressed concern the two houses on the double lot. Not harmonious with the rest of the neighborhood. 3. Mr. Hirsh Gitvoitz of 350 NE 95 Street expressed concern about what this new house would do to the neighborhood. 4. Mr. Santiago Martinez of 260 NE 95 Street expressed concern about the number of speed bumps that need to be addressed. 5. Ms. Erin Hines expressed concern about this house not being harmonious with the neighborhood. Public comment closed at 7:43 PM. Mr. Busta asked the Applicant to go over two houses on NE 96th Street between 4th and 5th Avenue. To have an idea of how these house look. V) CONTINUED ITEMS: 1) Proposed Façade for 9534 NE 2nd Avenue Proposed Stucco across the entire second floor Motion to approve subject to Staff Recommendations made by Mr. Daniel Brady, Seconded by Ms. Irene Hedgedus and the vote was approved 4-0. VI) PUBLIC HEARING ITEMS - Continued 1) Ordinance to allow artificial turf in the backyard The Board discussed artificial turf in the backyard. The Board is in consensus about 30% of artificial turf in the back yard. Discussion by the Board took place about the percentage of artificial turf to be allowed. Staff explained what the Board is to consider at this time. The Board asked questions about the artificial turf being permeable. There was Discussion about this. Staff offered to ask the Recreation Department to shine in about what they have done there. There was discussion about the usage of artificial turf in commercial areas. The Board agrees artificial grass for an area not to exceed 30%. The Board is in consensus to make the recommendation to Council to consider this Ordinance. Mr. Sarafan said that the Mayor would like any input that the Board may want to give the Staff regarding this Ordinance. VII) DISCUSSION a) Application Package Mr. Kendall said that he is working on this item at this time. b) RFP for Park Master Plan The Board agrees to send suggestions to Staff regarding this item within the next 10 days.
