1) CALL TO ORDER
Mayor Wagar called the meeting to order at 6:30 PM.

4) PRESENTATIONS
4.A JUNE HOUSE OF THE MONTH CERTIFICATE OF RECOGNITION PRESENTED TO
FRANKIE QUINTERO & RAQUEL SANTOS (471 NE 91 STREET)
Frankie Quintero and Raquel Santos were not in attendance. Nonetheless, Mayor Wagar read a brief
description of the designated property into the record.
House Representative Dotie Joseph and Senator Jason Pizzo provided a legislative overview of the
2019 legislative session and answered questions posed by the Village Council.

Dr. Kelly Andrews, Doctors Charter School Executive Director, spoke about the Class of 2019,
specifically as it relates to their scholastic achievements. She further thanked the community, board
members, and elected officials for their support throughout the years.
John Ise expressed support for Item 8A and further encouraged the enhancement of marketing efforts
to help drive positive impact and ameliorate the perception of Miami Shores Elementary School
(MSES).
Susan Ackley, Fine Arts Commission Chairperson, spoke in support of Item 8A & 8B.
Stephanie Daniel spoke in support of the Item 8A; however, she expressed concern regarding the
boundaries, which may preclude Miami Shores students who are currently zoned to attend Hubert
Sibley Elementary from benefitting from the proposed programmatic investment in Miami Shores
Elementary School. She further proposed including language in the interlocal agreement (ILA) requiring
Village funding to be contingent upon the enrollment of all students who are Miami Shores residents.
Responding to Ms. Daniel, Ms. Iraida Mendez-Cartaya, MDCPS Associate Superintendent, informed it
is not possible to include such language in the ILA as MDCPS has an attendance and boundary policy
and committee in place to modify such boundaries. However, she stated the Village is free to send a
letter to the Superintendent requesting there be a boundary adjustment to include all students who are
Miami Shores residents.
Carol Hoffman Guzman, Fine Arts Commission board member, expressed support for Item 8B.
Deirdre Funcheon expressed concerns regarding the lack of communication to the parents and
teachers of current MSES students relative to the proposed programmatic investment.
Gavin MacPhail advocated for Item 8A and commended the Village Council for bringing the item
forward.
Nadia Pallis spoke in support of Item 8A.
Dana Vignale, Education Advisory Board member, spoke in support of the extensive training and
stipends for MSES teachers.
6) APPROVAL OF THE MINUTES
6.A MAY 21, 2019 VILLAGE COUNCIL MEETING MINUTES
Vice Mayor Burch moved to approve the May 21, 2019 Village Council Meeting Minutes and
Councilman Brady seconded the motion, which carried a 4-0 voice vote.
7) VILLAGE BOARD APPOINTMENTS (BY: VILLAGE CLERK)
7.A DOCTORS CHARTER SCHOOL BOARD APPOINTMENT- 4 VACANCIES
2019 DCS Board Applicants:

Ms. Rodriguez introduced the item.

Councilman Loffredo moved to appoint the four applicants, Hunt Davis, Clarice Kodsi, Rebecca Murray,
and Christian Ulvert, by acclimation in lieu of casting ballots. Councilman Brady seconded the motion,
which carried a 4-0 voice vote.
8) RESOLUTION(S)
8.A A RESOLUTION OF THE VILLAGE COUNCIL OF MIAMI SHORES VILLAGE, FLORIDA,
SUPPORTING THE IMPLEMENTATION OF AN iPREP FIFTH GRADE PROGRAM AND A
SCHOOL-WIDE CAMBRIDGE INTERNATIONAL CURRICULUM PROGRAM AT MIAMI
SHORES ELEMENTARY SCHOOL; URGING THE MIAMI-DADE COUNTY PUBLIC SCHOOLS
BOARD TO APPROVE THE PROGRAM FOR MIAMI SHORES ELEMENTARY SCHOOL;
PROVIDING FOR IMPLEMENTATION; PROVIDING FOR AN EFFECTIVE DATE.
Ms. Rodriguez read the caption of the resolution into the record.
Ms. Mendez-Cartaya and Ms. Allison Ibarra offered a general overview of the Cambridge International
Program and answered questions posed by the Village Council regarding accountability and oversight.
Mr. Benton provided a brief overview and informed the Village Council of the time-sensitive nature of
the item for the program to be implemented in the 2019-2020 School Year. He further elaborated on the
Village's financial pledge to help implement the program, which is an initial commitment of $96,992 for
the first year, of which $54,000 is allocated for teacher hourly planning.
Mr. Sarafan provided clarification with respect to some of the comments regarding accountability
metrics, thereby indicating, based on discussions with the MDCPS staff, the Village is able to terminate
the ILA at any time.
Individual Councilmembers voiced their support for the item.
Mr. Sarafan recommended amending the resolution to include the following language:
“The Village Council hereby authorizes and directs staff to apply for adjustment of the MSES
boundaries to permit all Village residents to participate in the programs discussed herein.”
Councilman Brady moved to approve the resolution as amended. The motion was seconded by
Councilman Loffredo, which carried a 4-0 voice vote.
8.B A RESOLUTION OF THE VILLAGE COUNCIL OF MIAMI SHORES VILLAGE, FLORIDA
AUTHORIZING THE VILLAGE MANAGER TO EXECUTE AN INTERGOVERNMENTAL
AGENCY AGREEMENT FOR THE WRAPPING OF TRAFFIC SIGNAL CONTROLLER
CABINETS (BY: VILLAGE MANAGER).
Ms. Rodriguez read the caption of the resolution into the record.
Mr. Benton introduced the item and offered a brief overview.
Responding to Mayor Wagar, Ms. Ackley provided insight into the proposed artwork.
Councilman Loffredo moved to approve the item as presented and the motion was seconded by Vice
Mayor Burch. The motion carried a 4-0 voice vote.

10) VILLAGE COUNCIL COMMENTS
Councilman Brady- Councilman Brady thanked the Education Advisory Board (EAB) and MDCPS for
their support.
Councilman Loffredo- Councilman Loffredo encouraged residents to attend the Plastic Workshop
hosted by Councilman Meltz.
Vice Mayor Burch- Vice Mayor Burch thanked Senator Pizzo and Representative Joseph for
providing a comprehensive update, thanked Mayor Wagar for her dedication to
Doctors Charter School, she acknowledged the DCS graduating class of 2019 for
all their achievements, and thanked the EAB for their hard work. Lastly, Vice
Mayor Burch thanked former Mayor Glinn for spearheading the programmatic
investment in MSES.
Mayor Wagar- Mayor Wagar encouraged residents to continue to voice their support for the
programmatic investment in MSES.

There being no further business before the Village Council, the meeting adjourned at 8:03 PM.
