1) CALL TO ORDER
Mayor Wagar called the meeting to order at 6:32 PM.

4) ACCEPTANCE OF THE 2019 RUN-OFF ELECTION RESULTS (STAFF: VILLAGE CLERK)
4.A A RESOLUTION OF THE VILLAGE COUNCIL OF MIAMI SHORES VILLAGE, FLORIDA, DECLARING
THE RESULTS OF THE MIAMI SHORES VILLAGE COUNCIL RUN-OFF ELECTION HELD ON APRIL 30,
2019, AS CERTIFIED BY THE CANVASSING BOARD; AND PROVIDING FOR AN EFFECTIVE DATE.
Ms. Rodriguez read the resolution into the record.
Mayor Wagar requested a motion to approve the Resolution declaring the results of the April 30, 2019 Run-off
Village Council Election. Councilman Brady moved approval of the Resolution. Vice Mayor Burch seconded the
motion and the vote was unanimous in favor of the motion.

5) OATH OF OFFICE ADMINISTERED TO COUNCILMAN-ELECT STEPHEN LOFFREDO
Honorable Henry Harnage administered the oath of office, officially installing Stephen Loffredo as newly elected
member of the Village Council.
Councilman Stephen Loffredo offered remarks to those in attendance, his supporters, and the Village Council.
6) PUBLIC COMMENTS
Richard DiRenzo congratulated newly elected Council Members and advocated for more speed enforcement and
an expedited permitting process. He further spoke about Miami Shores Elementary School (MSES) and additional
funding sources for capital improvements.
Dana Vignale congratulated newly elected Councilmembers and invited residents to attend the State of Troy event
at Horace Mann Middle School. She encouraged the new Village Council to continue forward progress with respect
to programmatic investment in MSES and requested the Education Advisory Board form part of the interlocal
agreement negotiations between Miami Shores Elementary and Miami-Dade Public Schools.
7) PRESENTATIONS
7.A MAY HOUSE OF THE MONTH CERTIFICATE OF RECOGNITION PRESENTED TO THE LEWIS FAMILY
(760 NE 96 STREET).
Mayor Wagar, on behalf of the Village Council, presented the May House of the Month Certificate of Recognition to
the Lewis family.
7.B MIAMI-DADE FIRE RESCUE ANNUAL SERVICE DELIVERY PRESENTATION BY FIRE CHIEF
DOWNEY
Fire Chief Downey presented his last annual service delivery report and answered questions posed by the Village
Council.
7.C PLANNING & ZONING BOARD ANNUAL REPORT
Chairman Busta presented to the board’s annual report and answered questions posed by the Village Council.
7.D PRESENTATION TO VICE MAYOR ALICE BURCH FROM OPTIMIST INTERNATIONAL SOUTH
FLORIDA DISTRICT FOR COMMUNITY OUTREACH
Vice Mayor Burch briefly introduced her role as a judge to the oratorical contest and accepted the recognition on
behalf of the Optimist International South Florida District for Community Outreach.
8) CONSENT AGENDA
Councilman Brady moved to approve the Consent Agenda as presented. The motion was seconded by Vice Mayor
Burch and the motion passed unanimously.
8.A APPROVAL OF THE APRIL 16, 2019 VILLAGE COUNCIL MEETING MINUTES
Passed on Consent.
8.B APPROVAL OF GOVERNMENTAL ENTITY CERTIFICATE OF RESOLUTION (STAFF: FINANCE
DIRECTOR).
Passed on Consent.

8.C A RESOLUTION OF THE VILLAGE COUNCIL OF MIAMI SHORES VILLAGE, FLORIDA, AUTHORIZING
THE CURRENT MAYOR TO BE SUBSTITUTED FOR THE PRIOR MAYOR, AS SIGNATORY FOR
APPLICABLE VILLAGE BANK ACCOUNTS, AND PROVIDING FOR AN EFFECTIVE DATE (STAFF:
FINANCE DIRECTOR).
Passed on Consent.
9) VILLAGE COUNCIL APPOINTMENTS (STAFF: VILLAGE CLERK)
Ms. Rodriguez briefly introduced Items 9A-9E.
9.A APPOINTMENT OF ONE COUNCIL MEMBER TO THE GENERAL EMPLOYEE PENSION BOARD.
Councilman Loffredo volunteered to serve on the General Employee Pension Board. The consensus of the Council
was to appoint Councilman Loffredo to the General Employee Pension Board.
9.B APPOINTMENT OF TWO COUNCIL MEMBERS TO THE POLICE RETIREMENT PENSION BOARD.
Vice Mayor Burch and Councilman Meltz volunteered to serve on the Police Retirement Pension Board. The
consensus of the Council was to appoint Councilman Meltz and Councilwoman Burch to the Police Retirement
Pension Board.
9.C APPOINTMENT OF A COUNCIL REPRESENTATIVE AND AN ALTERNATE REPRESENTATIVE TO THE
MIAMI-DADE LEAGUE OF CITIES.
Vice Mayor Burch nominated Mayor Wagar to serve as the Village’s representative to the Miami-Dade League of
Cities and Mayor Wagar nominated Vice Mayor Burch to be the alternate representative. The consensus
of the Council was to appoint Mayor Wagar and Vice Mayor Burch as the representative and alternate
representative to the Miami-Dade League of Cities, respectively.
9.D APPOINTMENT OF A COUNCIL REPRESENTATIVE TO THE FLORIDA LEAGUE OF CITIES.
Councilman Meltz volunteered to serve as the Village’s representative for the Florida League of Cities. The
consensus of the Council was to appoint Councilman Meltz to represent the Village at the Florida League
of Cities.
9.E APPOINTMENT OF A COUNCIL REPRESENTATIVE TO THE GREEN CORRIDOR DISTRICT BOARD
OF DIRECTORS.
Councilman Loffredo nominated Councilman Brady to serve as the Village’s representative on the Green Corridor
District Board of Directors and Councilman Brady acceded. It was the consensus of the Council to appoint
Councilman Brady to serve as the Village’s representative to the Green Corridor District Board of Directors.
10) DISCUSSION & POSSIBLE ACTION ITEMS
10.A DISCUSSION & POSSIBLE ACTION ON RESOLUTION EXPANDING THE RESIDENT ONLY PARKING
AREA TO NE 100 STREET BETWEEN 1ST AVENUE AND NE 2ND AVENUE (SPONSORED BY:
COUNCILMAN SEAN BRADY).
Councilman Brady provided a brief overview of the item and recommended the expansion of the resident only
parking area to NE 100 Street between 1st Avenue and NE 2nd Avenue by way of resolution.
Councilman Loffredo m oved to direct staff to draft a resolution designating the proposed area and to provide notice
of the proposed designation to the affected property owners in accordance with code provisions. The motion
was seconded by Mayor Wagar.

Vice Mayor Burch proposed a friendly amendment to the motion to designate at least one parking space on the
south end of Village Hall and the Police Station as visitor parking in addition to designating the above noted
proposed area.
There being no further discussion, Mayor Wagar called for the vote, which was unanimous in favor of the motion as
amended.
11) ANNOUNCEMENTS
Ms. Rodriguez read the announcements into the record.
12) VILLAGE COUNCIL COMMENTS
Councilman Meltz Councilman Meltz encouraged resident feedback concerning environmental
issues during the two plastic reduction workshops.
Vice Mayor Burch Vice Mayor Burch thanked everyone involved in the 2019 elections process,
specifically relative to the camaraderie upheld by all.
Councilman Brady Councilman Brady thanked the Village Clerk for the modernization efforts to the
legislative and civic participation process. He thanked Pastor Andrews from the
Presbyterian Church for repainting the guardrails. Lastly, he mentioned looking
forward to working with the new Village Council during the next two years.
Councilman Loffredo Councilman Loffredo stated he is looking forward to working with the new Village
Council and spoke about future agenda items.
Mayor Wagar Mayor Wagar echoed Vice Mayor Burch’s comments and mentioned looking
forward to working with all the Council Members. She further thanked Village staff,
specifically the Village Manager and Village Clerk for coordinating the election
process.

There being no further business before the Village Council, the meeting adjourned at 7:08 PM.
