2019-04-16 MINUTES1 MEETING MINUTES TUESDAY, APRIL 16, 2019 6:30 PM MIAMI SHORES COUNTRY CLUB 1. CALL TO ORDER Vice Mayor Brady called the meeting to order at 6:36 PM. 2. ROLL CALL PRESENT: Steven Zelkowitz, Councilman Jonathan Meltz, Councilman Alice Burch, Councilwoman Sean Brady, Vice Mayor ALSO PRESENT: Tom Benton, Village Manager Ysabely Rodriguez, Village Clerk Richard Sarafan, Village Attorney Alice Burch, Councilwoman Elect Jonathan Meltz, Councilman Elect Crystal Wagar, Councilwoman Elect 3. PRESENTATION OF THE COLORS - Miami Shores Police Honor Guard 4. MOMENT OF SILENCE / PLEDGE OF ALLEGIANCE 5. RETIRE THE COLORS - Miami Shores Police Honor Guard 6. WELCOME AND OPENING REMARKS Vice Mayor Brady offered opening remarks to those in the audience and read Mayor Glinn’s letter addressed to the residents, newly elected legislative body, and staff into the record. APPROVAL OF THE MINUTES - Village Clerk Vice Mayor Brady asked for a motion to approve the Minutes of the Tuesday, April 2, 2019 Council Meeting. Councilman Zelkowitz moved to approve the April 2, 2019 Meeting Minutes. Councilwoman Burch seconded the motion and the vote was unanimous in favor of the motion. 8. RESOLUTION(S) - Village Clerk 8.A. A RESOLUTION OF THE VILLAGE COUNCIL OF MIAMI SHORES VILLAGE, FLORIDA, DECLARING THE RESULTS OF THE MIAMI SHORES VILLAGE COUNCIL ELECTION HELD ON APRIL 9, 2019, AS CERTIFIED BY THE CANVASSING BOARD AND ATTACHED HERETO; PROVIDING FOR A RUNOFF ELECTION WHICH WILL BE HELD ON APRIL 30, 2019; AND PROVIDING FOR AN EFFECTIVE DATE. Ms. Rodriguez read the resolution into the record. Vice Mayor Brady requested a motion to approve the Resolution declaring the results of the April 9, 2019 Council Election and providing for the April 30, 2019 Runoff Election. Councilman Zelkowitz moved approval of the Resolution. Councilwoman Burch seconded the motion and the vote was unanimous in favor of the motion. 9. PRESENTATIONS TO: - Councilman Steven Zelkowitz, Councilman Jonathan Meltz, Councilwoman Alice Burch, and Mayor MacAdam Glinn Ms. Rodriguez and Vice Mayor Brady presented appreciation awards to the members of the Council, expressing the Village’s gratitude for their service to the community. 10. INSTALLATION OF THE NEW VILLAGE COUNCIL - Honorable Joseph Farina Honorable Joseph Farina administered the oath of office, officially installing Alice Burch, Jonathan Meltz, and Crystal Wagar as newly elected and re-elected members of the Village Council. 11. ELECTION OF MAYOR & VICE MAYOR Councilman Brady moved to appoint Crystal Wagar as Mayor and Alice Burch as Vice Mayor. Councilman Meltz seconded the motion and the vote was unanimous in favor of the motion. 12. MAYOR'S REMARKS- Newly Appointed Mayor Mayor Wagar presented the appreciation award to former Vice Mayor Brady, expressing the Village’s gratitude for his service to the community. Mayor Wagar offered remarks to those in attendance, her supporters, and well-wishers. 13. APPROVAL OF THE ELECTION BOARD - Village Clerk 13.A. 2019 VILLAGE RUN-OFF ELECTION BOARD Ms. Rodriguez requested a motion to approve the 2019 Village Runoff Election Board. 3 Councilman Brady moved the approval of the 2019 Village Runoff Election Board. Vice Mayor Burch seconded the motion and the vote was unanimous in favor of the motion. 1. VILLAGE COUNCIL COMMENTS Council Members offered remarks to those in attendance, their supporters and well-wishers. 2. ADJOURNMENT There being no further business before the Village Council, the meeting adjourned at 7:19 PM.
