The meeting was called to order at 6:35 PM with the following individuals present: PRESENT: Alice Burch Steven Zelkowitz Mac Glinn Herta Holly Ivonne Ledesma ALSO PRESENT: Tom Benton, Village Manager Barbara Estep, Village Clerk Richard Sarafan, Village Attorney CONSIDERATIONS 1) VILLAGE CLERK Barbara A. Estep A) APPROVAL OF THE JANUARY 5, 2016 COUNCIL MEETING MINUTES. Councilwoman Holly moved approval of the January 5, 2016 Minutes as presented. Vice Mayor Zelkowitz seconded the motion and the vote was unanimous in favor of the motion. 2) VILLAGE MANAGER Tom Benton A) DISCUSSION AND POSSIBLE ACTION REGARDING IMPLEMENTING “PUBLIC STUFF” Mr. Benton provided information to the Council regarding the customer service software program which has been recommended to the Village. Mr. Benton indicated that the item is for informational purposes and no formal action is required by the Council. Individual Council Members spoke of their general support of such a program for residents to alert the various Village departments of problems within the Village. B) DISCUSSION AND POSSIBLE ACTION REGARDING THE PURCHASE OF THE ARCHDIOCESE SENIOR CENTER Mr. Benton advised the Council that the Catholic Senior Services Center, located immediately south of the Police Department is currently for sale. Mr. Benton spoke of the advantages to the Village should the Council choose to pursue purchasing the building, including future use as a Village facility, and additional parking spaces for both Village employee and general public use. Council Members expressed their support of the idea, agreeing that the property is a key piece of property. Subsequent to the discussions, Vice Mayor Zelkowitz moved to authorize the Village Manager and Village Attorney to negotiate with the Archdiocese for the purchase of the Senior Services Center building. Councilwoman Ledesma seconded the motion and the vote was unanimous in favor of the motion. 3) VILLAGE COUNCIL MacAdam Glinn A) DISCUSSION AND POSSIBLE ACTION REGARDING BEAUTIFICATION OF THE VILLAGE ENTRANCEWAYS. Councilman Glinn introduced his item, expressing his belief that landscaping the entranceways is the next logical step to compliment the new entrance way signs. He suggested that an RFQ be done for landscape design services in a phased beautification project. Council Members offered support for the idea with Councilwoman Ledesma speaking of the importance of Florida Friendly and drought tolerant plantings. Resident Donald Molta spoke of the possibility of asking volunteers to maintain the entranceway landscaping rather than needing to hire additional staff. Councilman Glinn then moved to direct staff to development an RFQ for a landscape architect to design a landscape plan for the various Village entranceways; considering Florida Friendly plantings and a phased project implementation. Vice Mayor Zelkowitz seconded the motion and the vote was unanimous in favor of the motion. 4) ANNOUNCEMENTS Ms. Estep advised that the Miami-Dade League of Cities is requesting that the Council select an alternate representative to the League to be listed along with Councilwoman Herta Holly who is the Village’s primary representative. Mayor Burch volunteered to be the alternate representative. Ms. Estep read the announcements. 5) PUBLIC COMMENTS Donald Molta spoke of the new Community Center project meeting and spoke of the tax implications of bonding the project. 6) COUNCIL COMMENTS Council Members offered brief comments regarding the Community Center project. Ivonne Ledesma Councilwoman Ledesma spoke of the Miami Shores People of Color events planned at the Brockway Library in celebration of Black History Month. Herta Holly Councilwoman Holly spoke of the cool weather and urged people to be cautious with their space heaters. Alice Burch Mayor Burch called attention to the Council of a memo regarding Safer Streets and spoke of the Education Compact representatives an upcoming planned bike rides. 7) ADJOURNMENT The January 19, 2016 Council Meeting was adjourned at 7:20 PM. _____________________ Alice Burch, Mayor __________________________ Barbara A.
