CALL TO ORDER I) Roll Call Present: Mr. Harrison Bergman, Mr. Daniel Brady, Mr. David Snow, Ms. Irene Hegedus, Chairman John Busta. In attendance: Richard Sarafan, Esq., Village Attorney Travis Kendal, Planning and Zoning Director Mariana Gracia, Clerk to the Planning and Zoning Board BOARD MEMBER DISCLOSURES Mr. David Snow disclosed he looked up on google 9190 NW 1st Avenue. Ms. Irene Hegedus disclosed she looked up on google 899 NE 92 Street. Mr. Harrison Bergman disclosed that he visited 347 NE 98 Street. II) TABLED ITEMS None III) NEW ITEMS 1) PZ-11-8-18-81 45 NW 96th Street, Henry Mairena & Jannet Dannon Mairena (Owner), (Agent) Tony Leon; Pursuant to Articles IV, V and VI of Appendix A Zoning, Sec. 400 Miami Shores Village, Planning Board Meeting 2 Schedule of Regulations and Sec. 600. Site plan review and approval required, for a 365 square foot addition to an existing home to add a garage. Applicant needs to provide an updated survey of the property. Motion to approve subject to Staff’s recommendations and adding for an updated survey, no asphalt shingles to comply with Miami Shores regulations with a restriction for a single family home made by Ms. Irene Hegedus, seconded by Mr. Daniel Brady and the vote was unanimous in favor of the Motion. Ms. Hegedus asked if the Board should be reviewing some of the applications since they are incomplete. 2) PZ-11-8-18-82 11-3206-005-0020, Casa Del Sol (Owner), (Agent) Harry Sanchez; Pursuant to Articles IV, V and VI of Appendix A Zoning, Sec. 400 Schedule of Regulations and Sec. 600. Site plan review and approval required, for a 2800 square foot home. Motion to table the item until next meeting December 13, 2018 made by Mr. Daniel Brady, seconded by Mr. David Snow and the vote was unanimous in favor of the Motion. 3) PZ-11-8-18-83 347 NE 98th Street, (Applicant) Arthur Baker & Annette Felder (Agent) Harry Sanchez; Pursuant to Articles IV, V and VI of Appendix A Zoning, Sec. 400 Schedule of Regulations, Sec. 504. (f), (g) (2) and Sec. 600. Site plan review for a garage conversion. Motion to approve subject to staff’s recommendations and Applicant needs to submit a new survey made by Mr. Harrison Bergman, seconded by Mr. Daniel Brady and the vote was unanimous in favor of the Motion. 4) PZ-11-8-18-84 89 NE 102 Street, Paloma Teppa (Owner), (Agent) Harry Sanchez; Pursuant to Articles IV, V and VI of Appendix A Zoning, Sec. 400 Schedule of Regulations and Sec. 600. Site plan review and approval required, for an exterior renovation. Motion to table the item until next meeting December 13, 2018 made by Ms. Irene Hegedus, seconded by Mr. David Snow and the vote was unanimous in favor of the Motion. Mr. Sarafan proposed that the Board should ask for the Building file to be brought in at next meeting. 5) PZ-11-8-18-85 9190 NW 1st Avenue Miami Shores FL 33138, Miami Shores. Adam Mueller (Owner) has filed an application for sign plan review before the Planning Board on the above property. The applicants seek approval: Pursuant to Articles IV, V and VI of Appendix A Zoning, Sec. 400 Schedule of Regulations and Sec. 600. Site plan review and approval required, for an addition. Public Comment: Mr. Richard Deriuzo who lives diagonally across Mr. Mueller testified that he is in agreement with the proposed addition. He urged the Board to give Mr. Mueller a chance. The Applicant amends his application to remove the fence from this approval. The Board Motion to approve subject to staff’s recommendations with the additional condition that future fence plans do not exceed the new façade along NW 92 Street made by Mr. David Snow, seconded by Mr. Daniel Brady and the vote passed 4-1 with Chairman John Busta voting against the Motion. Miami Shores Village, Planning Board Meeting 3 6) PZ-11-8-18-86 577 NE 96th Street, One LA LA Land LLC (Owner), (Agent) Victor Bruce; Pursuant to Articles IV, V and VI of Appendix A Zoning, Sec. 400 Schedule of Regulations and Sec. 600. Site plan review and approval required, for a 1400 square foot exterior addition to an existing home to add a cabana and outdoor kitchen area. Mr. Sarafan spoke about the process that to this application have been through and all the Boards that this applicant have come before. Motion to amend the prior approval as to no longer require the detail on the top of the columns made by Mr. Daniel Brady, seconded by Mr. Harrison Bergman and the vote was unanimous in favor of the Motion. IV) CONTINUED ITEMS: 1) None V) PUBLIC HEARING ITEMS 1) None VI) DISCUSSION a) Discussion took place by the Board about the completeness of the packages being submitted. The Board expressed that if a package is not complete is should not come before this Board. The Board needs to have the survey for each application. Staff is in agreement with the Board and the applications will meet the checklist requirement. The Board mentioned that applications should be complete. A checklist needs to be followed for each application. Each application should have photos of the other houses in the neighborhood. More discussion took place about the items being submitted for this Board to review and what the Board wishes to see in the applications. VII) NEXT REGULAR BOARD HEARING – December 13, 2018.
