4. PRESENTATIONS
A. NOVEMBER HOUSE OF THE MONTH CERTIFICATE OF RECOGNITION PRESENTED TO
THE MIR FAMILY
Mayor Glinn, on behalf of the Village Council, presented the November House of the Month Certificate of
Recognition to the Mir family.
5. PUBLIC COMMENTS (3 Minutes Time Limit Per Speaker)
Ms. Mary Benton thanked Mayor Glinn for bringing forth Item 9B for discussion and possible action and further
expressed her wish for the Library Expansion Project to have taken into account climate change and sea
level rise.
6. APPROVAL OF THE MINUTES (STAFF: VILLAGE CLERK)

Councilwoman Burch moved to approve the November 6, 2018 Village Council Meeting Minutes. The motion
was seconded by Vice Mayor Brady, which passed unanimously.
7. VILLAGE BOARD APPOINTMENTS (STAFF: VILLAGE CLERK)
A. APPOINTMENTS TO THE CODE ENFORCEMENT BOARD (2 Vacancies)
One 1-year term expiring October 2019 and One 3-year term expiring October 2021

Ms. Rodriguez introduced the item, noting the difference in the term expiration of the two vacancies.
Following self-introductions by the applicants present, paper ballots were voted with the following results:

Councilman Zelkowitz was not present at the time paper ballots were voted.
Ms. Darci Cohen was appointed to serve the three-year term and Mr. Robert Vickers was appointed to serve
the one-year term on the Code Enforcement Board.
There was consensus amongst Councilmembers to appoint Ms. Catherine Salow as the non-voting special
advisor to the Historic Preservation Board due to her professional training in architecture.
8. RESOLUTION
A. A RESOLUTION OF THE VILLAGE COUNCIL OF MIAMI SHORES VILLAGE, FLORIDA
DESIGNATING RESIDENT ONLY PARKING AREAS WITHIN THE RIGHT-OF WAY OF
CERTAIN AREAS (SPONSORED BY: VICE MAYOR SEAN BRADY).
Ms. Rodriguez read the caption of the proposed Resolution into the record.
Vice Mayor Brady introduced the item and encouraged its passage due to resident parking concerns on NE
98 Street.
Vice Mayor Brady moved to approve the Resolution. The motion was seconded by Mayor Glinn. There being
no discussion, Mayor Glinn called for the vote, which was unanimous in favor of the motion.

9. DISCUSSION & POSSIBLE ACTION ITEMS
A. AWARD OF RFP #2018-09-01, EQUIVALENT RESIDENTIAL UNIT (ERU) STUDY, TO
STANTEC AND AUTHORIZING THE VILLAGE MANAGER TO EXECUTE ALL RELATED
DOCUMENTS TO EFFECTUATE THE AGREEMENT (STAFF: VILLAGE MANAGER).
Mr. Benton provided a brief overview of the competitive solicitation process and recommended approval of
the highest ranked firm, Stantec Inc.
Vice Mayor Brady moved to approve the award of RFP#2018-09-01, ERU Study, to Stantec and authorize
the Village Manager to execute all related documents to effectuate the agreement. The motion was seconded
by Councilwoman Burch.
There being no discussion, Mayor Glinn called for the vote, which was unanimous in favor of the motion.
No further action was taken on this item.
B. DISCUSSION AND POSSIBLE ACTION REGARDING (1) A PARKS AND OPEN SPACE
MASTER PLAN FOR THE VILLAGE AND (2) SOLICITATION OF LANDSCAPE DESIGN
SERVICES FOR VILLAGE PARKS AND OPEN SPACES (SPONSORED BY: MAYOR
MACADAM GLINN).
Mayor Glinn introduced the item, thereby advocating for a Parks and Open Space Master Plan to serve as a
roadmap for future improvements to the functionality and the aesthetics of current Village parks and open
spaces by assessing (1) existing buildings, (2) the development of design standards for Village spaces, and
(3) engaging resident input by way of public charrettes.
Responding to Vice Mayor Brady’s inquiry, Mayor Glinn proposed excluding the Community Center from the
scope of Village facilities to be included in the Master Plan should the Village Council wish to support it.
Vice Mayor Brady and Councilwoman Burch supported the inclusion of relevant components of other Village
studies, such as the Multimodal Mobility Study, into a future Parks and Open Space Master Plan to avoid
overlap and help offset some of costs associated with a potential Parks Master Plan.
Councilman Zelkowitz spoke in support of improving the Village’s facilities and resources.
Responding to Councilman Meltz’s request for clarification with respect the proposed next steps, Mayor Glinn
stated he would like for the Planning Board to workshop the item and provide recommendations to the Village
Council as to what the Plan should include, the specifications that should be included in a potential Village
Parks and Open Space Master competitive solicitation, and to direct staff to prepare ideas to be presented to
the Planning Board for consideration and recommendation to the Village Council.
Responding to Councilwoman Burch’s inquiry, Mr. Benton indicated the cost estimate associated with
landscape design services to address seawall challenges at Bayfront Park is approximately $30,000, which
does not include the cost of construction.
Mayor Glinn moved to refer the consideration of a Village-wide Parks and Open Space Master Plan to the
Planning Board and for such board to provide its recommendation with respect to the overall desirability of
the study and to provide input on landscape design specifications to be included in a potential competitive
solicitation for Village Council consideration. Councilman Zelkowitz seconded the motion, subject to the
acceptance of the below noted friendly amendment. Mayor Glinn accepted Councilman Zelkowitz’s friendly
amendment to have the Planning Board consider and provide input on the above noted information at the
board’s next meeting.

Responding to Mr. Benton’s request for clarification regarding open space, Mayor Glinn clarified the following
properties should be included in the prospective competitive solicitation: the cul-de-sac at the end of 103
Street, the cul-de-sac between 101 Street and 102 Street as well as the Village-owned area along the railroad
tracks.
There being no further discussion, Mayor Glinn called for the vote, which was unanimous in favor of the
motion.
No further action was taken on this item.
C. DISCUSSION AND POSSIBLE ACTION REGARDING PERMITTING USE OF SYNTHETIC
GRASS FOR LIMITED LANDSCAPING PURPOSES (SPONSORED BY: COUNCILMAN
JONATHAN MELTZ).
Councilman Meltz introduced the item and asked the Village Council to provide their input regarding the
desirability to amend the code to permit the use of synthetic grass in the backyard of residential properties.
Councilwoman Burch provided a brief overview of the last time the Planning Board considered amending the
Village Code to permit the use of synthetic grass. She noted two criteria relative to recurring concerns: (1)
professional installation and (2) the ban of crumb rubber.
Responding to Councilman Zelkowitz’s inquiry, Mr. Sarafan informed the Planning Board considered artificial
turf a few years ago, but the item did not pass.
Councilman Meltz moved to refer the consideration of permitting the use of synthetic grass to the Planning
Board to generate a report for Village Council consideration. Councilwoman Burch seconded the motion.
Mayor Glinn, for the record, stated he supports the item as long as artificial turf is not visible from the street
and alleyway.
There being no further discussion, Mayor Glinn called for the vote, which was unanimous in favor of the
motion.
No further action was taken on this item.
D. SEWER SYSTEM PROJECT UPDATE BY THE VILLAGE MANAGER
Mr. Benton did not have an update to report on the sewer system project.

11. VILLAGE COUNCIL COMMENTS
Councilman Zelkowitz Councilman Zelkowitz wished everyone a Happy Thanksgiving.
Vice Mayor Brady Vice Mayor Brady thanked the Village Council for bringing the above noted
items forward and asked residents to reach out to the Village Council to
provide their input on future items.

Councilwoman Burch Councilwoman Burch updated the Village Council on the public charrette she
attended concerning the second phase of the NE Corridor Tri-rail station.
Councilman Meltz Councilman Meltz did not have any comments.
Mayor Glinn Mayor Glinn thanked everyone who applied to serve on the Code
Enforcement Board. He further referenced the year-to-date Miami Shores
crime rate statistics, which are the lowest in the last three years, and thanked
the Miami Shores Police Department for their hard work.
