4. PUBLIC COMMENTS (3 Minutes Time Limit Per Speaker)
Mr. Dan Kerr spoke in opposition to Item 7B and advocated for the acquisition of new talent and succession
planning with respect to the Miami Shores Police Department.
5. PRESENTATION
A. HOUSE OF THE MONTH CERTIFICATE OF RECOGNITION PRESENTED TO ALAIN ZENATTI
FOR THE MONTH OF OCTOBER (1009 NE 104 Street).
Mayor Glinn, on behalf of the Village Council, presented Mr. Zenatti with the House of the Month Certificate
of Recognition for the month of October.

6. CONSENT AGENDA (Items are routine, self-explanatory matters and are not expected to require discussion or review.
Items will be enacted by one motion. If discussion is desired by any member of the Council, that item must be removed from
the Consent Agenda and considered separately. If the public wishes to speak on a matter on the Consent Agenda, they must
inform the Village Clerk prior to the start of the meeting. They will be recognized to speak prior to the approval of the Consent
Agenda)
The Village Clerk read the introductory statement and the caption of each item contained on the Consent
Agenda.
A motion was moved by Councilman Zelkowitz and seconded by Vice Mayor Brady to approve the Consent
Agenda. The motion passed unanimously.
A. APPROVAL OF THE OCTOBER 16, 2018 VILLAGE COUNCIL MEETING MINUTES (STAFF:
VILLAGE CLERK).
Passed on Consent.
B. A RESOLUTION OF THE VILLAGE COUNCIL OF MIAMI SHORES VILLAGE, FLORIDA
CREATING BUDGET AMENDMENT #8 TO THE FISCAL YEAR 2017-2018 OPERATING
BUDGETS, INCREASING REVENUES AND EFFECTUATING TRANSFERS TO REVERSE
THE YEAR END BUDGETARY DEFICIT (STAFF: FINANCE DIRECTOR).
Passed on Consent.
C. A RESOLUTION OF THE VILLAGE COUNCIL OF MIAMI SHORES VILLAGE, FLORIDA,
CREATING BUDGET AMENDMENT #1 TO THE FISCAL YEAR 2018-2019 OPERATING
BUDGETS; APPROPRIATING $27,388 FROM THE GENERAL FUND BALANCE,
APPROPRIATING $36,140 FROM THE LOCAL OPTION GAS TAX FUND, APPROPRIATING
$296,454 FROM THE TRANSPORTATION SURTAX FUND BALANCE, APPROPRIATING
$24,286 FROM THE CAPITAL PROJECTS FUND BALANCE, APPROPRIATING $5,279 FROM
THE WATER & SEWER FUND BALANCE, AND APPROPRIATING $258,075 FROM THE
FLEET MAINTENANCE FUND BALANCE (STAFF: FINANCE DIRECTOR).

7. ORDINANCES ON FIRST READING
A. AN ORDINANCE OF MIAMI SHORES VILLAGE, FLORIDA AMENDING THE VILLAGE'S
GENERAL EMPLOYEES PENSION PLAN; PROVIDING FOR IN-SERVICE DISTRIBUTION OF
BENEFITS; PROVIDING FOR RETROACTIVE APPLICATION; PROVIDING FOR
CODIFICATION; PROVIDING FOR CONFLICT; PROVIDING FOR SEVERABILITY;
PROVIDING FOR AN EFFECTIVE DATE (STAFF: VILLAGE ATTORNEY).
The Village Clerk read the titles of the proposed Ordinances, Items 7A and 7B, into the record.
Mr. Sarafan provided a brief overview of the item, thereby clarifying the IRS Voluntary Compliance Program
requirements, which entail amending the language of the Village pension plans to reflect in-service distribution
and retroactive application.
Responding to Councilman Zelkowitz’s request, Mr. Sarafan agreed to elaborate on Chapter 112 between
first and second readings of the proposed ordinances. Councilman Zelkowitz further spoke in favor of the
acquisition of new talent and succession planning, which he acknowledges is a separate matter.
Councilman Meltz and Vice Mayor Brady echoed Councilman Zelkowitz’s comment relative to receiving
additional clarification between first and second readings.

Mayor Glinn requested the actuary provide an estimate of the associated costs relative to the proposed
amendments.
Mayor Glinn noted the following language, “However, such member shall accrue no additional benefits under
the plan,” exists in Section 18-64 of the proposed General Employees Pension Plan Ordinance, but was not
included in the proposed Police Retirement Plan Ordinance.
Responding to Mayor Glinn, Mr. Sarafan stated he would consult with the attorney who drafted the proposed
Ordinances as to why the language exists in one Ordinance and not the other.
Mr. Kerr offered his respective opinion as to why the above noted language does not appear in the Police
Retirement Pension Plan.
Councilwoman Burch asked about the difference in retroactive dates for both pension plans.
Mayor Glinn moved to approve the Ordinance on First Reading. The motion was seconded by Vice Mayor
Brady. There being no further discussion, Mayor Glinn called for the vote, which was unanimous in favor of
the motion.

B. AN ORDINANCE OF MIAMI SHORES VILLAGE, FLORIDA AMENDING THE VILLAGE'S
POLICE OFFICERS' RETIREMENT SYSTEM; PROVIDING FOR IN-SERVICE DISTRIBUTION
OF BENEFITS; PROVIDING FOR RETROACTIVE APPLICATION; PROVIDING FOR
CODIFICATION; PROVIDING FOR CONFLICT; PROVIDING FOR SEVERABILITY;
PROVIDING FOR AN EFFECTIVE DATE (STAFF: VILLAGE ATTORNEY).
The Village Clerk read the titles of the proposed Ordinances, Items 7A and 7B, into the record. Item 7A
contains Village Council discussion regarding this proposed Ordinance.
Vice Mayor Brady moved to approve the Ordinance on First Reading. The motion was seconded by
Councilwoman Burch. There being no further discussion, Mayor Glinn called for the vote, which was
unanimous in favor of the motion.
8. DISCUSSION & POSSIBLE ACTION ITEMS
A. DISCUSSION AND POSSIBLE ACTION REGARDING EXPANDING THE RESIDENT ONLY
PARKING AREA TO INCLUDE NE 98TH STREET FROM NE 2ND AVE TO NE 1ST AVE
(SPONSORED BY: VICE MAYOR SEAN BRADY).
Vice Mayor Brady provided a brief overview of the item, noting he was approached by residents who live near
the theatre and expressed interest in expanding the resident-only-parking area to NE 98th Street from NE 1st
Avenue to NE 2nd Avenue.
Responding to Vice Mayor Brady’s request, Mr. Benton provided an update on the currently designated
resident-only parking areas, thereby noting the positive feedback he has received from affected residents.
Mayor Glinn requested that the affected property owners receive hand-delivered letters prior to the next
meeting.
By way of consensus, the Village Council directed staff to bring forth a resolution designating NE 98th Street
from NE 2nd Avenue to NE 1st Avenue as a resident-only parking area for Village Council consideration at the
November 20, 2018 Village Council Meeting and, in the interim, to provide all affected property owners with
hand delivered notices of the proposed resolution.
No further action was taken on this item.

B. SEWER SYSTEM PROJECT UPDATE BY THE VILLAGE MANAGER
Mr. Benton did not have an update to report on the sewer system project.
9. ANNOUNCEMENTS
The Village Clerk read the announcements.
10. VILLAGE COUNCIL COMMENTS
Councilwoman Burch Councilwoman Burch commended staff for the great work in drafting the
November Village Newsletter and further spoke about some of the books
that will be presented at the Miami Book Fair.
Councilman Zelkowitz Councilman Zelkowitz thanked everyone who voted today. Responding to
Councilman Zelkowitz’s inquiry concerning K-Mart, Mr. Benton mentioned
Miami-Dade County intends to separate the property into four parcels. Mayor
Glinn informed Burlington, Ross, and Marshalls will occupy the property.
Councilman Meltz Councilman Meltz encouraged residents to attend the Village’s Farmers
Market on Sundays and to bring their own bags. He further encouraged
residents to support Barry University’s basketball season (women and men
teams) and further spoke about bringing an item for consideration regarding
synthetic grass. He would like to hear from residents.
Vice Mayor Brady Vice Mayor Brady encouraged residents to apply for Code Enforcement
Board consideration, spoke about Green Day, and thanked Commander
Kerr for providing his feedback.
Mayor Glinn Mayor Glinn spoke about large voter turnout for the midterm election and
mentioned the memorial hosted at a local Chabad in memory of the
Pittsburgh shooting. He spoke about the sculpture garden and informed a
Mediterranean restaurant and a Gastropub are coming to Miami Shores. He
further asked residents to buy local this holiday season.
