2018-10-02 Village Council Minutes1 MEETING MINUTES TUESDAY, OCTOBER 2, 2018 6:30 PM COUNCIL CHAMBERS 1. CALL TO ORDER Vice Mayor Brady called the meeting to order at 6:30 PM. 2. MOMENT OF SILENCE/ PLEDGE OF ALLEGIANCE 3. ROLL CALL (3) Vice Mayor Sean Brady Councilwoman Alice Burch Councilman Jonathan Meltz Mayor MacAdam Glinn was absent. Councilman Steven Zelkowitz was absent. Also Present: Tom Benton, Village Manager Ysabely Rodriguez, Village Clerk Richard Sarafan, Village Attorney 4. PRESENTATIONS A. SEPTEMBER HOUSE OF THE MONTH CERTIFICATE OF RECOGNITION PRESENTED TO DR. WHITNEY AND MR. AUSTIN MAYBERRY (29 NW 99 STREET). Vice Mayor Brady, on behalf of the Village Council, presented the House of the Month Certificate of Recognition for the month of September to Mr. Austin Mayberry. B. HISTORIC PRESERVATION BOARD ANNUAL REPORT Ms. Nina Korman, Historic Preservation Board Chairperson, presented the board’s annual report and answered questions posed by the Village Council. 5. PUBLIC COMMENTS (3 Minutes Time Limit Per Speaker) No one present wished to provide comments. CONSENT AGENDA (Items are routine, self-explanatory matters and are not expected to require discussion or review. Items will be enacted by one motion. If discussion is desired by any member of the Council, that item must be removed from the Consent Agenda and considered separately. If the public wishes to speak on a matter on the Consent Agenda, they must inform the Village Clerk prior to the start of the meeting. They will be recognized to speak prior to the approval of the Consent Agenda) The Village Clerk read the introductory statement and the caption of each item contained on the Consent Agenda. A motion was moved by Councilwoman Burch and seconded by Councilman Meltz to approve the Consent Agenda. The motion passed unanimously. A. APPROVAL OF THE SEPTEMBER 17, 2018 FINAL BUDGET HEARING MINUTES Passed on Consent. B. APPROVAL OF THE SEPTEMBER 17, 2018 VILLAGE COUNCIL MEETING MINUTES Passed on Consent. C. A RESOLUTION OF THE VILLAGE COUNCIL OF MIAMI SHORES VILLAGE, FLORIDA, APPROVING AND AUTHORIZING THE VILLAGE MANAGER TO SUBMIT A GRANT APPLICATION FOR THE 2018 NATIONAL URBAN AND COMMUNITY FORESTRY GRANT WITH THE STATE OF FLORIDA, DEPARTMENT OF AGRICULTURE AND CONSUMER SERVICES, DIVISION OF FORESTRY, AGREEING TO EXECUTE AN AGREEMENT FOR THE GRANT IF THE GRANT IS AWARDED TO THE VILLAGE, AND TO PROVIDE MATCHING FUNDS; PROVIDING AN EFFECTIVE DATE (STAFF: VILLAGE MANAGER). Passed on Consent. 7. ORDINANCE ON FIRST READING- PUBLIC HEARING A. AN ORDINANCE OF MIAMI SHORES VILLAGE COUNCIL, AMENDING THE VILLAGE’S COMPREHENSIVE PLAN’S GOALS, OBJECTIVES, AND POLICIES, CONSISTENT WITH THE VILLAGE’S EVALUATION AND APPRAISAL REPORT (EAR) OF THE VILLAGE’S COMPREHENSIVE PLAN, IN ACCORDANCE WITH SECTION 163.3191, FLORIDA STATUTE; TOGETHER WITH OTHER AMENDMENTS THERETO; PROVIDING FOR CONFLICTS, PROVIDING FOR SEVERABILITY, AND PROVIDING FOR AN EFFECTIVE DATE (STAFF: PLANNING & ZONING DIRECTOR). The Village Clerk read the caption of the proposed Ordinance into the record. Mr. Travis Kendall, Planning and Zoning Director, provided a brief overview of the item, noting the updated red line version of the proposed Comprehensive Master Plan along with the Executive Summary are available on the Village’s homepage. Councilwoman Burch publicly thanked former Planning & Zoning Director David Dacquisto for his hard work in drafting the initial version of the Comprehensive Plan and further thanked Mr. Kendall for providing a one- page summary of the Comprehensive Plan process, which highlights the numerous agencies that will review and provide feedback on the document. The summary also clarifies that no zoning changes are approved by the passage of the Comprehensive Plan. Vice Mayor Brady opened the public hearing. 3 Mr. Robert Abramitis presented the Village Council with documentation regarding the concerns he raised relative to the proposed Comprehensive Plan. Seeing no one else come forward to speak on the proposed Ordinance, Vice Mayor Brady closed the public hearing. Councilwoman Burch moved to approve the Ordinance on first reading and the motion was seconded by Councilman Meltz. There being no further discussion, Vice Mayor Brady called for the vote, which was unanimous in favor of the motion. 8. DISCUSSION & POSSIBLE ACTION ITEMS A. SEWER SYSTEM PROJECT UPDATE BY THE VILLAGE MANAGER Mr. Benton did not have an update to report on the sewer system project. 9. ANNOUNCEMENTS The Village Clerk read the announcements. 10. VILLAGE COUNCIL COMMENTS Councilwoman Burch encouraged residents to apply for Village Board consideration and further informed residents of Walk and Bike to School Day on October 10. Councilman Meltz asked residents to reach out and make suggestions to the Village Council regarding the reduction of plastic consumption and anti-littering upcoming ordinances. He further and encouraged residents to lead by example with respect to adhering to the new 25 MPH speed limit. Vice mayor Brady encouraged residents to apply for Village Board consideration and mentioned he is hosting National Solar Open house at his home on October 6 from 9am to noon. 11.
