1) CALL TO ORDER

1) Approval of March 26th, 2018
Motion to approve the Minutes of March 26, 2018 by Ms. Korman, seconded
by Ms. Jadallah and the vote was approved 4-0.

4) DISCUSSION
Miami Shores Village, Planning Board Meeting 2
a. Discussion about recent revisions in the county’s historic preservation
ordinance.
Staff read into the record the Miami Dade Ordinance guidelines for
municipal historic preservation. There was a discrepancy between what
Ms. Korman information she had and what Staff had.
The Board expressed that the amount of meetings that can be missed by a
Board member is three meetings before they can be replaced.
Absenteeism was addressed by Board. Actual meetings to be no less than
four per calendar year.
Staff offered to find out what the latest historic preservation ordinance by
the county is and will provide to the Board.
Staff spoke about the one designation report to be generated by the Board.
b. Discussion about initiating and conducting a survey of properties in Miami
Shores.
The Board spoke about conducting a survey and how there is a Florida
master file and that the county will assist the board. The Board will like to
find out if this is something that can be done internally. There might be
need to contract outside assistance for this. There was discussion about
the date of the homes to be designated historic.
c. To create an updated list of all properties designated historic in Miami
Shores.
Historic value is what the board is interested in designating. The Board
spoke about the criteria to be followed. Ms. Korman will reach out to the
state and as well to see what the county could do and how to go about
things. It was established that the Clerk has the list of the historical
designated properties.
The state master file does not have that many historic designated
properties. They should have the designated properties in their files.
d. To compare and cross-reference such list with any official and unofficial
existing lists.
The list that Staff has is about 40 historic preservations. The Board asked
questions.

e. To conduct a survey of all potential properties to be designated historical.
In order to conduct the survey, the board needs to verify if the county
provides the proper forms.
f. To collaborate with the Brockway Memorial Library on the Historic
Tours.
The Board spoke about how this Board and the Library Board should be
interconnected. The should collaborate with each other. There was
conversation between Board members about how they would like for this
to happen. Ms. Jadallah agreed to coordinate with the Library Board to
make this possible. She spoke about how she sees this happening and how
long it will take.
The Board gave a few suggestions to be followed for this curriculum to be
done. There was some discussion about the teachers and how they would
be involved.
g. To seek partnership with Miami Shores Schools for lectures on the history
behind the historic designated property in Miami Shores.
Mr. Tavares spoke about the meaning of what he is trying to accomplish
with this item. There was discussion by the Board regarding how the
community should be involved in this. There are so many possibilities
that they need to be narrowed down. The Board spoke at some length
about narrowing this. The Board is in agreement that this would take a
few months to accomplish.
h. To evaluate the idea of creating a Historic Preservation Society.
Ms. Korman introduced the idea to the Board. The Board asked questions
and made suggestions about this item. The Board spoke at length about
pushing forward the idea. This is something that is more independent and
more accessible to the public. The Board mentioned that there are other
communities that we could tap into. Mr. Humphries offered to be the
contact person for this item. The Board asked questions as to the name.
Miami Shores Historical Society is what the Board agrees as far as the
name.
5) NEXT REGULAR BOARD HEARING – May 23, 2018 at 6:30 PM.
Staff informs the Chair is correct in her reading of the Code. The Code was read
into the record by Staff.

Discussion took place about the criteria by which something is and is not
considered to be historic. This is to be discussed next meeting. This can be
outsourced with the least financial impact.
Ms. Korman moved to adjourn the meeting, seconded by Mr. Humphries and the
Motion passed 4-0.
6) ADJOURNMENT
