I) CALL TO ORDER
1) Roll Call
Mr. Harrison Bergman, Mr. Daniel Brady, Mr. John Busta, Mr. David Snow, Ms. Irene
Hegedus.
2) Selection of new Chairmember
Motion to appoint Mr. Busta to serve as Chairman by Mr. Brady, seconded by Ms.
Hegedus and the Motion passed unanimously.
Motion to appoint Mr. Snow as Vice Chairman by Mr. Busta, seconded by Mr. Brady and
the Motion passed unanimously.
II) BOARD MEMBER DISCLOSURES
Mr. Brady disclosed the properties he had visited.
Mr. Busta disclosed the properties he had visited.
Mr. Sarafan gave explanations to the Board about Board Member Disclosures and
Proceedures.
Mr. Brady made a Motion to thank Mr. Fernandez for his many years of excellent service on
this Board, the Motion was seconded by Mr. Busta and the Motion was approved by
acclamation.

Motion to approve the Minutes of October 12, 2017 by Ms. Hegedus, seconded by Mr.
Snow and the vote was unanimous in favor of the Motion.

Pursuant to Articles IV, V and VI of Appendix A Zoning, Sec. 400 Schedule of
Regulations and Sec. 600. Site plan review and approval required for a metal roof.
Motion to approve subject to Staff's recommendations by Mr. Snow, seconded by Ms.
Hegedus and the Motion passed 4 -0 with Mr.Brady abstaining from voting.
2) PZ- 10 -17- 201754: 64 NW IOlth Street, (Owner) Monica Cruz & Pablo Assusa (Agent)
None; Pursuant to Articles IV, V and VI of Appendix A Zoning, Sec. 400 Schedule of
Regulations and Sec. 600. Site plan review and approval required for an addition.
Motion to approve subject to Staff's recommendations by Mr. Brady, seconded by Mr.
Snow and the vote was unanimous in favor of the Motion.
3) PZ- 10 -17- 201755: 1075 NE 96" Street, (Owner) Franzika Hinze & Nicolas Terzani
(Agent) None; Pursuant to Articles IV, V and VI of Appendix A Zoning, Sec. 400
Schedule of Regulations and Sec. 600. Site plan review and approval required for a
garage conversion.
Motion to approve subject to Staff's recommendations by Ms. Hegedus, seconded by Mr.
Brady and the vote was unanimous in favor of the Motion.
4) PZ- 10 -17- 201756: 1300 NE 94" Street, (Owner) Christian & Emmanuelle Bernard
(Agent) Thomas Robertson, Esq.; Pursuant to Articles IV, V and VI of Appendix A
Zoning, Sec. 400 Schedule of Regulations and Sec. 518. Variance requested for a 6'
fence in the front yard.
Mr. Travis Kendal, Director gave a brief introduction of the item for a Variance request
to add a 6' fence in the front yard of the residence with Staff recommending the Board
denyed the application.
Attorney Thomas Robertson presented on behalf of the owners and advocated at length
for the Variance to be approved by the Board.
The Board asked questions.
Ms. Emmanuel Bernard testified of an incident that happened that has made her family
feel unsafe.
The Board asked questions.
Motion for Denial of the Variance per Staff's recommendation by Mr. Snow, seconded
by Mr. Brady and the vote passed 4 -1 with Ms. Hegedus voting against the Motion.

5) PZ- 10 -17- 201757: 89 NE 102nd Street, (Owner) Paloma Teppa (Agent) Harry Sanchez;
Pursuant to Articles IV, V and VI of Appendix A Zoning, Sec. 400 Schedule of
Regulations and Sec. 600. Site plan review and approval required for a garage
conversion.
Motion to approve subject to Staff s recommendations by Ms. Hegedus, seconded by Mr.
Brady and the vote passed 4 -0. Mf. Bergaman was not present at this time.
VII) DISCUSSION
VIII) NEXT WORKSHOP — Set Date — The Board agreed that they would be in the look out
for a date from Staff to set a date in the near future for a workshop.
a) Explanation of Sunshine Laws
Mr. Sarafan requested that the Board reach out to him so that he can go over with
them regarding the Suhnshine Laws and other proceedural matters about the P &Z
Board.
b) Changing of meeting time to 6:30
The Board discussed changing the P &Z Hearing time to 6:30 PM. Mr. Sarafan spoke
about it being too early for his schedule. The Board discussed this item and all the
Board members present were in agreement to change the time to 6:30 PM for P &Z
Board Hearing time. Mr. Bergman was not present at this time he had to leave at
8:05 PM.
c) Section 537 Yard Maintenance
The Board agreed to discuss this item at our next workshop.
Mr. Sarafan informed the Board that the case about the vegetable garden in the front
yard was successfuylly won. Vegetable gardens are only allowed in the back yard
per Code.
Mr. Dacquisto spoke briefly about the different items up for approval by Coucil.
Mr. Brady mentioned that there was a blank page in the Downtown Design Manual
online.
Volunteer Appreciation is going to be held December 19, 2017 at 6:30 PM.
