I) CALL TO ORDER
1) Roll Call
Present: Mr. Carlos Diaz, Mr. John Busta, Mr. Sid Reese, Jr., Mr. Robert Abramitis,
Chairman Richard Fernandez.
II) BOARD MEMBER DISCLOSURES: Mr. Diaz disclosed properties he visited.
III) ACTION ITEMS: PUBLIC HEARING
1) Deck Regulations. Richard Boullon of 85 NW 102 Street. Would like more guidance as
to what he should do. He testified that his neighbors do not have an issue with his deck.
Apologizes for having built the deck without permits. Asked the Board for leeway. The
Chair recalls the item having been before this Board. We are not here to give guidance.
Directed Mr. Boullon to see Mr. Dacquisto. Mr. Boullon asked to be allowed to keep his
deck. The Board commented on the issue before them.
The Board asked questions. Mr. Dacquisto gave details on the deck built by Mr. Boullon.

IV) MINUTES
1) November 12, 2015 - Motion to Approve by Mr. Busta, seconded by Mr. Reese and the
vote was unanimous in favor of the Motion.
2) December 10, 2015 – Motion to Approve by Mr. Busta, seconded by Mr. Abramitis and
the vote was unanimous in favor of the Motion.

Motion to move item from table by Mr. Busta, seconded by Mr. Reese and the vote was
unanimous in favor of the Motion.
Public comment by Ms. Leslie Del Monte of 481 NE 91 Street she expressed her
agreement with the Applicant. She likes the contemporary design.
Public comment by Sebastian Ciprani of 855 NE 91st Terrace expressed concern with the
two story floor being built next to his house.
Public Comment is now closed.
Mr. Abramitis Motion to approve the application subject to Staff recommendations with
two additional requirements, the first is that the Applicant provides the Building Official
with a Landscape plan that satisfies him that depictions we have been presented with
tonight will be effectuated by the things he is going to plant and the way he is going to
plant it. The second requirement is that he enter into a covenant approved by the Village
Attorney that he covenants the property to maintain that Landscape. Seconded by Mr.
Reese and the vote were unanimous in favor of the Motion.

the vote was unanimous in favor of the Motion.

Same, (Agent) Thais Bordon; Pursuant to Articles IV, V and VI of Appendix A Zoning,

Motion to approve subject to Staff’s recommendations by Mr. Busta, seconded by Mr. Reese
and the vote was unanimous in favor of the Motion.
3) PZ-01-16-2016003: 186 NE 106th Street, (Owner) CK Property Solutions LLC, (Applicant)
Viju Koottungal, (Agent) None; Pursuant to Articles IV, V and VI of Appendix A Zoning,

Garage conversion.
Motion to approve subject to Staff’s recommendations by Mr. Busta, seconded by Mr. Reese.
There was a proposed amendment; there was no second to the amendment. It was
withdrawn. Motion remains as it is. Motion passed 4 to 1 with Mr. Abramitis voting against it.
4) PZ-01-16-2016004: 515 Grand Concourse, (Owner) Gregory Palmer, (Applicant) Same,
(Agent) Mark Campbell; Pursuant to Articles IV, V and VI of Appendix A Zoning, Sec. 400
Schedule of Regulations and Sec. 600. Site plan review and approval required. One story
addition.
Motion to approve subject to Staff’s recommendations by Mr. Abramitis, seconded by Mr.
Diaz and the vote was unanimous in favor of the Motion.
5) PZ-01-16-2016005: 124 NE 96th Street, (Owner) Michael Puchades, (Applicant) Same,

(Agent) Victor Leoni; Pursuant to Articles IV, V and VI of Appendix A Zoning, Sec. 400
Schedule of Regulations, Sec. 523.1(6)e and Sec. 600. Site plan review and approval
required. Metal roof.
Motion to approve subject to Staff’s recommendations by Mr. Busta, seconded by
Mr.Reese and the vote was unanimous in favor of the Motion.
7) PZ-01-16-2016007: 1450 NE 103rd Street, (Owner) Viktorinex LLC, (Applicant) Petra
Mirova (Agent) Robert Rossi; Pursuant to Articles IV, V and VI of Appendix A Zoning,
Sec. 400 Schedule of Regulations, Sec. 534 and Sec. 600. Site plan review and approval
required. Waterfront development. Seawall repair, dock and boatlift.
Public comment by Chris Avis of 450 NE 103 Street would like to see the pictures to see
how far it’s coming down the canal. There was a short recess. At the time we re-
convened Mr. Avis had left satisfied with the explanation he got. Public comment is now
closed.
Motion to approve subject to Staff’s recommendations by Mr. Diaz, seconded by
Mr.Reese and the vote was unanimous in favor of the Motion.
8) PZ-01-16-2016008: 9879 NE 13th Avenue, (Owner) Jacqueline Barrantes, (Applicant)
Same, (Agent) Robert Rossi; Pursuant to Articles IV, V and VI of Appendix A Zoning,
Sec. 400 Schedule of Regulations, Sec. 534 and Sec. 600. Site plan review and approval
required. Waterfront development. Seawall repair, dock and boatlift.
Public comment by Ms. Valentina Gutchess of 9839 NE 13th Avenue testified that she is
the adjacent neighbor with a dock and she is concerned about her ability to dock her
boat. Her dock is 10 ft from the property line. Not enough space to dock. The Chair
asked for them to approach the bench. Discussion took place. The Board asked
questions. Mr. Dacquisto read into the record a document from DERM that states that
the neighbor’s dock was modified without a permit.
Motion to table until next month’s meeting by Mr. Busta, seconded by Mr. Abramitis and
the vote passed 4 to 1 with Mr. Reese voting against it.
VIII) DISCUSSION
1) Barry University Campus Master Plan set workshop date.
Mr. Dacquisto informs the Board that he is considering getting clarification regarding the
master plan. The Board made comments regarding last workshop and the master plan.
No date was set for next workshop.

2) Florida Friendly Landscaping, ground cover requirements. Mr. Dacquisto read into the
record the Florida Friendly Landscape changes. Date was set for next workshop to be
February 11, 2016 at 6:30PM.
3) Front yard hedge, height limit along high traffic streets, fence material and corner plots.
