VII) PLANNING BOARD WORKSHOP: Planning board to reconvene in workshop following regular
meeting.
1) PLANNING BOARD TO RECONVENE AS WORKSHOP
a) Staff request: Consider amending, Sec. 516 (5) Utility sheds to remove required 15 ft.
setback between residence and utility sheds of 120 sq. ft. or less.
Chairman Fernandez introduced the item to the Board.
Mr. Dacquisto read into the record the Code regarding Utility Sheds. PVC is now
allowed. 15 ft setback between residence and utility sheds.
The concern is brought up that people utilize these sheds as rentals.
Discussion took place about the size that should be allowed. 120 sq. ft might be too
much. The Board said that is important how someone is going to utilize these sheds.
Mr. Dacquisto said that he can ask the Building Official about the size of the shed.
Accessory structures were discussed by the Board and Staff.
Mr. Dacquisto will come back to the Board with some language regarding the sheds.
He asked what the Board what the concensus was regarding the setbacks.
There was discussion about what the Board consensus was regarding the size of the
sheds and the setbacks.
Materials of the sheds was discussed by Mr. Dacquisto and the Board.
The Board asked about green houses and their materials.
Mr. Dacquisto read into the record the Code.
There was more discussion about the separation issue on the sheds.
Mr. Dacquisto says that this has never been an issue for Staff.
b) Council request: Consider amending, Appendix A, Zoning to include new or modified
zoning district(s) and zoning map amendment to replace the Miami-Dade zoning
designations of RU1 and RU2 for the annexed land in the north-west corner of the
village. Change county comprehensive plan designation of Multi-Use Residential /
Institutional to village designation.
Mr. Dacquisto explains that we do not have a duplex zone. He explains that he took
the existing Miami-Dade Code and conform it to our Code. He made some
adjustments to allow 8500 sq ft.
The Board asked questions.
Mr. Dacquisto explains that he has created a new district.

Discussion took place about the new duplex zone. Mr. Snow asked Staff what is the
current use out there. He questioned Barry Annexed.
Mr. Sarafan explains what the types of area that were annexed.
Mr. Dacquisto explains the annexed area. The Board discussed the duplex area.
Conformity is an issue Mr. Dacquisto explains.
Discussion took place at length regarding the duplex area. The Board brought up the
proximity to the highway as an issue.
c) Council request: Consider amending, Appendix A, Zoning to include new or modified
zoning district(s) and zoning map amendment to replace the Miami-Dade zoning
designations of RU1, RU2 and BU3 for the Barry University annexed land in the
north-west corner of the village. Change county comprehensive plan designation of
Multi-Use Residential / Institutional to village designation.
Mr. Dacquisto introduced the Comprehensive Plan and the Zoning Code to the
Board. There is no need to change anything.
Chairman Fernandez asked about Barry University.
Mr. Dacquisto explained that Barry University would like to have some streets
vacated. He said that he had asked Barry what they would like to do.
Mr. Sarafan explains what Barry wants to do regarding vacating some of the streets.
The Board discussed the amount of traffic that would happen if these closures took
place.
Ms. Hegedus proposed that we can have a covenant.
Mr. Dacquisto explains that this Board has not been supportive of Barry’s plan.
Mr. Sarafan gave a little bit of history regarding the dog park on Barry’s land.
Chairman Fernandez inquired of Mr. Sarafan the issue of N. Miami Avenue closure.
Mr. Sarafan said that Mr. Benton was more involved in that.
Mr. Dacquisto went over the papers in front of the Board.
d) Chairman Fernandez raised the issue of the dog park. Safety factor, Ingress and
Egress which are issues that should come before the Planning and Zoning Board.
1 acre should be the minimum size of a dog park.
There was discussion by the Board about the dog park.
Mr. Dacquisto said that the site and setbacks should be approved by this Board.
Chairman Fernandez addresses the different safety issues of the dog park next to the
pool.
Mr. Sarafan explains that the dog park decision was the Village Council.
Mr. Sarafan asked Staff to agenda for the plans to be reviewed by this Board as a
Workshop. There was concern for getting this dog park voiced out.
Chairman Fernandez it is an accident waiting to happen.
Discussion took place about this park being a catch basin. The Board would like to
get this back before this Board.
