II) DISCUSSION ITEM
1) Barry University, University Master Plan.
Chairman Fernandez gives summary of what is the goal of the board for the meeting.
Mr. Price introduced the topic of developing a campus master plan for Barry University. He
offered to take the board members on a tour of the existing campus to be conducted in full
compliance with state requirements.
Ms. Herald provided an overview of the existing campus and the development that has taken
place to date.
Barry University short term and long term plans were reviewed and discussed including Master
Site Development Plans prepared by the university.
The board and university representatives discussed what would be included in a Campus Master
Plan. The board and university representatives discussed what would be included in the plan that
would be specific and granted approval by the board subject only to administrative approval. The
board and university representatives discussed what would be included in the plan that would be
non-specific and that would require future approval by the board. An example discussed was that
site plan and parking approval could be granted by the board as to the location and parking
requirements of future buildings. The future buildings would then only require board approval as
to architectural design.
The board and university representatives discussed that to the extent that the Campus Master
Plan was specific the board could grant approval, where the Campus Master Plan was vague,
future approvals by the board would be necessary.

Specific plans for a building such as the tennis complex could be approved as part of the Campus
Master Plan while plans for a building in a certain location with no detail would require future
review and approval by the board.
The next workshop to discuss the Campus Master Plan was scheduled for October 9, 2014. The
Campus Master Plan may have a hearing before the Planning and Zoning Board on November
13, 2014, if ready.
III) NEXT WORKSHOP:
The board and Barry University agreed to meet in a second workshop, October 9, 2014. Barry
University will provide a more detailed Campus Master Plan at that time.
