a. FAR, Green Space and Open Space Workshop Discussion
Motion: Move to suspend rules of chairman to open conversation.
Moved by Robert Abramitis, seconded by Sid Reese.
Board discusses terms open space and green space. Open space means that there is not a
building with a roof but there is a construction on the space.
FAR (Florida Area Ratio) term is also discussed and commercial properties use FAR because it
tackles how high you can go. FAR does not really tackle residential area.
What is developed on a parcel is the discussion by board.
Does FAR work the same on irregular lots. FAR is simply square foot measurements and will
not be affected the different size lots.

FAR is more open to the sky when you work with one floor. The second story begins to affect
the neighbors.
FAR, building coverage or green space and open space is what architect would like. Rule only
works for size but board will make final ruling at meeting on design.
Normal development right now based on a 2 story residence generates an FAR of 1.0 the
development right based on a 1 story residence generates an FAR of .5.
Mr. Abramitis is concerned that owners want to build out on their property to the existing
setbacks.
Mr. Abramitis would like something in code that regulates look of building, such as no blank
walls on second floor and have certain architectural features that are required to meet before
board approves.

Robert Abramitis agrees with FAR but alter setbacks with green space. Would like to see
concrete examples of house that were built. (Staff to present houses)
Steve Zelkowitz states that it depends on the FAR number that is voted on. Would rather see
with certain code restrictions like architectural features.
Richard Fernandez recommends for board members to bring 3 different homes that are not on
water front and 1 that is.
Time frame – 1 week.
On water properties that are not in Miami Shores, but shores appropriate houses.
Board members discuss open space and green space.
All members agree there should be a guide line.
Current Green space requirement is 10%. We have more green space because of septic system.
Open space
Included- paved driveway, deck on the ground.
Open space purpose so that entire space is not filled up. Drainage and massing.
Green space- pervious drainage, esthetics and not over cementing village.
Concept that you need a certain amount of space that is not covered by a building and only a
certain amount can be impervious.
Mr. Abramitis questions how far back would a house need to be to keep the same view to
second floor if the height limitation is increased.
Board asks to see map that shows zone affected by FEMA.
Chairman asks if they would like to designate a separate overlay for FEMA affected zone.

Robert Abramits– Solve VE zone for 42 homes in Miami Shores without building a wall that
affects neighbors. A wall of imposing homes, not just a brick wall. Looking for a line of site
approach.
Sid Reese-
John Busta- Appreciates input and will think about discussion.
Steve Zelkowitz- For record family lives in one 42 homes. Owners should not be treated
differently from other owners.
Chairman- Everyone treated equally.
Staff asks about properties on Biscayne Bay and will discuss at the next meeting.
Next workshop date will be discussed at Feb. 27 meeting.
