4. PRESENTATION
A. LIBRARY BOARD OF TRUSTEES ANNUAL REPORT
Cheryl Gowing, Library Board Trustee, presented the annual report for the Library Board and answered
questions posed by the Village Council.
B. VULNERABILITY STUDY PRESENTED BY COASTAL RISK CONSULTING
Ms. Hilary Stevens, Coastal Risk Consulting Geologist and Environmental Scientist, and Mr. Steve Elias,
Pennoni Division Manager, presented the Vulnerability Study and answered questions posed by the Village
Council.
To help qualify for infrastructure improvement funding opportunities, Mr. Steve Elias recommended the Village
create a Sewer and Stormwater Facility Plan.
Mr. Benton noted the Village is on a waiting list for Miami-Dade County’s Local Mitigation Strategy Grant
Funding Program.

5. PUBLIC COMMENTS (3 Minutes Time Limit Per Speaker)
Mr. Thom as Robertson, legal counsel to the Bernard Family, thanked the Village Council and staff for bringing
the item forward and further encouraged its passage.
6. CONSENT AGENDA (Items are routine, self-explanatory matters and are not expected to require discussion or review.
Items will be enacted by one motion. If discussion is desired by any member of the Council, that item must be removed from
the Consent Agenda and considered separately. If the public wishes to speak on a matter on the Consent Agenda, they must
inform the Village Clerk prior to the start of the meeting. They will be recognized to speak prior to the approval of the Consent
Agenda)
The Village Clerk, Ms. Ysabely Rodriguez, read the introductory statement and the caption of each item
contained on the Consent Agenda.
A. APPROVAL OF THE JUNE 5, 2018 VILLAGE COUNCIL MEETING MINUTES
Passed on Consent.
B. AWARD OF RFP #2018-05-01, DEBRIS REMOVAL SERVICES, TO THE TOP THREE FIRMS,
DRC EMERGENCY SERVICES, CERES ENVIRONMENTAL, AND TFR ENTERPRISES,
RESPECTIVELY AND AUTHORIZING THE VILLAGE MANAGER TO EXECUTE ALL RELATED
DOCUMENTS TO EFFECTUATE AGREEMENTS WITH THE TOP THREE FIRMS (STAFF:
VILLAGE MANAGER).
Passed on Consent.
C. RATIFICATION OF THE FRATERNAL ORDER OF POLICE (FOP) COLLECTIVE BARGAINING
AGREEMENT (STAFF: VILLAGE MANAGER).
Passed on Consent.
A motion was moved by Vice Mayor Brady and seconded by Councilwoman Burch to approve the Consent
Agenda as presented. The motion passed unanimously.
7. APPOINTMENT TO THE LIBRARY BOARD OF TRUSTEES (1 Vacancy)
A. Applicants: Beth Barteletti Christine Gay Vanessa Tartak
The Village Clerk introduced the item and noted Ms. Beth Barteletti withdrew her application for consideration
due to a scheduling conflict.
Ms. Christine Gay and Ms. Vanessa Tartak spoke on their own behalf.
The Councilmembers voted paper ballots to fill the three vacancies. The results are as follows:

8. ORDINANCE ON FIRST READING
A. AN ORDINANCE OF THE VILLAGE COUNCIL OF MIAMI SHORES VILLAGE, FLORIDA,
RELATING TO ZONING, APENDIX “A”, AMENDING ARTICLE V, DIVISION 4, “AREA
REGULATIONS”, SECTION 518, “FENCES, WALLS AND HEDGES”; PROVIDING FOR
ORDINANCES IN CONFLICT, CODIFICATION, SEVERABILITY AND AN EFFECTIVE DATE
(STAFF: PLANNING & ZONING DIRECTOR).
The Village Clerk read the title of the Ordinance into the record.
Planning and Zoning Director, Mr. Travis Kendall, provided a brief overview of the item, recapped the Planning
Board’s recommendation for approval subject to the conditions outlined in the staff report, and answered
question posed by the Village Council.
Mr. Sarafan informed the Village Council that, if adopted, the legislation would change the law applicable to
Village-wide properties in the R Districts.
Councilwoman Burch moved to approve the Ordinance on First Reading and Vice Mayor Brady seconded
the motion.
There being no further discussion, Mayor Glinn called for the vote, which was unanimous in favor of the
motion.
9. ORDINANCES ON SECOND READING-PUBLIC HEARING
A. AN ORDINANCE OF THE VILLAGE COUNCIL OF MIAMI SHORES VILLAGE, FLORIDA;
AMENDING CHAPTER 8 “EMERGENCY MANAGEMENT”, SECTION 8-1, “MAYOR
DESIGNATED AS AUTHORITY TO DECLARE EMERGENCY, PROHIBIT ALCOHOLIC
BEVERAGES”; PROVIDING FOR CONFLICT, CODIFICATION, SEVERABILITY AND AN
EFFECTIVE DATE (STAFF: PLANNING & ZONING DIRECTOR).
(THIS ITEM WAS APPROVED ON FIRST READING BY A 4/0 VOICE VOTE ON MAY 15, 2018.)

Mayor Glinn opened the public hearing and subsequently closed it, as no one present wished to speak.
Vice Mayor Brady moved to adopt the Ordinance and the motion was seconded by Councilwoman Burch.
There being no discussion, Mayor Glinn called for the vote, which was unanimous in favor of the motion.
B. AN ORDINANCE OF THE VILLAGE COUNCIL OF MIAMI SHORES VILLAGE, FLORIDA,
RELATING TO EMERGENCY MANAGEMENT; AMENDING CHAPTER 8, SECTION 8-23,
“REGULATIONS”; PROVIDING FOR CONFLICT, CODIFICATION, SEVERABILITY AND AN
EFFECTIVE DATE (STAFF: PLANNING & ZONING DIRECTOR).
(THIS ITEM WAS APPROVED ON FIRST READING BY A 4/0 VOICE VOTE ON MAY 15, 2018.)
The Village Clerk read the title of the Ordinance into the record.
Mr. Kendall provided a brief over of the item and recapped the changes made to the Ordinance between First
and Second Reading, which reflect the following language: “(excluding those wires which travel from the main
utility poles to private structures)” to lines 27-28 on page 1.

Mayor Glinn opened the public hearing and subsequently closed it, as no one present wished to speak.
Responding to Councilman Meltz’s inquiry, Mr. Benton reported staff has been educating the residents
regarding alleyway maintenance by way of disseminating “Requirements for Maintaining Alleyways” fliers to
every property and publishing Florida-friendly vegetation information in the Village Newsletter.
Councilwoman Burch moved to approve the Ordinance on Second Reading and Vice Mayor Brady seconded
the motion.
There being no further discussion, Mayor Glinn called for the vote, which was unanimous in favor of the
motion.
C. AN ORDINANCE OF THE VILLAGE COUNCIL OF MIAMI SHORES VILLAGE, FLORIDA,
RELATING TO PARKS AND RECREATION; AMENDING CHAPTER 16, SECTION 16-19, “USE
OF FACILITIES BY RESIDENTS”; PROVIDING FOR CONFLICT, CODIFICATION,
SEVERABILITY AND AN EFFECTIVE DATE (STAFF: PLANNING & ZONING DIRECTOR).
(THIS ITEM WAS APPROVED ON FIRST READING BY A 4/0 VOICE VOTE ON MAY 15, 2018.)

Mr. Kendall provided a brief over of the item and answered questions posed by the Village Council.
Mr. Sarafan recommended the following technical amendments to the Ordinance:
- “authorized in writing by the Village Recreation Director “in lieu of authorized by the Village in Sections
1 (1)a, (1)c, (2)a, and (3)a.
- Section 1(1)c to read: Metal sports cleats are prohibited on said fields, “except where specifically
authorized in writing by the Village Recreation Director”.
Mayor Glinn opened the public hearing and subsequently closed it, as no one present wished to speak.
Mayor Glinn moved to adopt the Ordinance on Second Reading as amended and the motion was seconded
by Vice Mayor Brady.
There being no further discussion, Mayor Glinn called for the vote, which was unanimous in favor of the
motion.
D. AN ORDINANCE OF THE MIAMI SHORES VILLAGE COUNCIL, AMENDING CHAPTER 20
STREETS, SIDEWALKS AND OTHER PUBLIC PLACES BY ADOPTING A NEW ARTICLE VIII
PARKING BY PERMIT ONLY, SEC. 20-150 THROUGH AND INCLUDING SEC. 20-166,
CONTAINED IN THE CODE OF ORDINANCES OF MIAMI SHORES VILLAGE, PROVIDING
FOR RESIDENT ONLY PARKING WITHIN THE RIGHT-OF WAY OF AREAS DESIGNATED BY
THE VILLAGE, PROVIDING FOR CONFLICTS, PROVIDING FOR SEVERABILITY, AND
PROVIDING FOR AN EFFECTIVE DATE (STAFF: PLANNING & ZONING DIRECTOR).
(THIS ITEM WAS APPROVED ON FIRST READING BY A 5/0 VOICE VOTE ON JANUARY 23, 2018
AND DEFERRED TIME CERTAIN ON FEBRUARY 20, 2018 TO JUNE 19, 2018.)

Mayor Glinn opened the public hearing.
Mr. Ken (last name undistinguishable) spoke in favor of the item yet expressed concern about the hang tags.
Ms. Teresa Oliva inquired into the method by which the Village determined the corridor designation and
further expressed opposition to the item.
Mr. Martin Berardi spoke in favor of the item due to parking challenges associated with the events hosted by
the neighboring Miami Theatre Center.
Mr. John Kenney spoke in favor of the item and asked whether the Village intends on selling the hangtags to
business owners or is it just for the benefit of the residents.
Ms. Giselle Kovac, Executive Director of the Miami Theatre Center, ensured patrons receive direction as to
where they are able to park and further expressed concerns with respect to the Ordinance placing a burden
on the business owners.
As no one else wished to speak, Mayor Glinn closed the public hearing.
If it is the will of the Village Council to pass the legislation without designating a specific corridor, Mr. Sarafan
recommended deleting Paragraph A in Section 20-160 to designate corridors as the need arises in the form
of a resolution.
Councilwoman Burch recommended staff update the ordinance to reflect “hang tags” in lieu of “hand tags”
throughout the entire document.
Councilman Meltz moved to adopt the Ordinance as amended to reflect the deletion of Paragraph A in Section
20-160. Mayor Glinn seconded the motion.
There being no further discussion, Mayor Glinn called for the vote, which was unanimous in favor of the
motion.
10. DISCUSSION & POSSIBLE ACTION ITEMS
A. SEWER SYSTEM PROJECT UPDATE BY THE VILLAGE MANAGER
Mr. Benton reported the former Greater Miami Shores Chamber of Commerce building, 9705 NE 2nd Avenue,
is awaiting final connection approval from Miami-Dade County.
11. VILLAGE ANNOUNCEMENTS
The Village Clerk read the announcements.
12. VILLAGE COUNCIL COMMENTS
Councilman Meltz- encouraged residents to check the status of their driver’s license on a monthly basis.
Councilwoman Burch- thanked the Library Director and the Library Board for presenting the annual report
and further spoke about the vulnerability study.
Vice Mayor Brady- thanked County Commissioner Audrey Edmonson for the sidewalk improvement
project, spoke about a future agenda item to designate corridors for residential

parking, and further encouraged residents to apply to the Doctors Charter School
Board.
Mayor Glinn- thanked the Library Board for the annual report, spoke about the vulnerability study,
and invited residents to attend the July 4 festivities. He further spoke about the
federal government’s immigration policy concerning family separation at the borders
and the human rights implications regarding said federal policy.
