3 A RESOLUTION OF THE VILLAGE COUNCIL OF MIAMI SHORES VILLAGE,
4 FLORIDA JOINING THE SEAWALL COALITION; PROVIDING FOR
5 IMPLEMENTATION; PROVIDING FOR TRANSMITTAL; AND PROVIDING FOR
6 AN EFFECTIVE DATE.

9 WHEREAS, Miami Shores Village (the "Village ") is committed to protecting its community
10 from sea level rise and related flooding and is working with local and regional partners to build
11 the Village's resiliency and to develop mitigation strategies to address sea level rise; and
12
13 WHEREAS, sea level rise poses a unique threat to all of Florida given the limestone
14 bedrock beneath much of the state, which allows rising sea water to infiltrate sewage systems
15 and threaten groundwater supplies via salt water intrusion; and
16
17 WHEREAS, it is reported that sea level rise has risen eight inches since 1950 and its
18 speed has increased threefold in recent years, with scientific projections forecasting another eight
19 inches of sea level rise in the next 20 years; and
20
21 WHEREAS, sea level rise of just four inches in the last 10 years has increased flooding
22 state -wide; and
23
24 WHEREAS, proactively investing to prevent flooding is a wiser use of resources than
25 spending on flooding recovery, as exemplified by FEMA research showing that $1 of spent on
26 disaster prevention saves $4 in recovery costs; and
27
28 WHEREAS, national coordination and support are necessary for coastal and other
29 communities to fully address the challenge of sea level rise and flooding; and
30
31 WHEREAS, the Seawall Coalition (the "Coalition ") provides a platform to advocate for
32 national solutions to sea level rise and flooding that invest in and protect coastal and other
33 impacted communities; and
34
35 WHEREAS, the Coalition is a non - partisan group of elected officials, military groups,
36 businesses, and community leaders developing best practices as well as national, local, and
37 state -level responses to sea level rise and related flooding; and
38
39 WHEREAS, joining the Coalition will further enhance the Village's efforts to protect against
40 sea level rise and related flooding, without requiring any direct financial support or dues from the
41 Village to the Coalition; and
42
43 WHEREAS, the Village Council finds that joining the Seawall Coalition will promote and
44 enhance the health, safety, and welfare of Village residents and ensure the prosperity of the
45 Village's economy by accelerating solutions to sea level rise and related flooding; and
46
47 WHEREAS, the Village Council finds the adoption of this Resolution is in the best interest
48 of the health, safety, and welfare of the residents of the Village.

NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF MIAMI
SHORES, FLORIDA, THAT:
Section 1. Joinder. The Village recognizing the need to advance national solutions to
sea level rise and its effects agrees to become a member of the Coalition. The Village will work
as a member of the Coalition to safeguard the welfare of Village residents.
Section 2. Implementation. The Village Manager is hereby authorized to take all actions
necessary to implement this Resolution.
Section 3. Transmittal. The Village Clerk is hereby directed to transmit a copy of this
Resolution to the Coalition.
Section 4. Effective Date. This Resolution shall become effective immediately upon
its adoption.
PASSED AND ADOPTED THIS 17TH day of July 2018.
