PZ 3-8-07Page 1 of 2 Planning Board Workshop March 8, 2007 MIAMI SHORES VILLAGE PLANNING BOARD WORKSHOP MARCH 8, 2007 The workshop meeting of the Miami Shores Planning and Zoning Board was held at 7:00 P.M. on Thursday, March 18, 2007 at the Village Hall. The workshop was called to order by Chairman, Richard Fernandez. ROLL CALL: Present Were: Richard Fernandez, Chairman Robert Abramitis Mark Ulmer Cesar Sastre ALSO PRESENT: David Dacquisto, Zoning Director Claudio Grande, Building Official ABSENT: Sid Reese Richard Sarafan, Village Attorney Mr. Fernandez, the chairman motioned to suspend the rules, Mr. Abramitis seconded it and the vote was unanimous in favor of the motion. DISCUSSION ITEMS: • Wood Porches – discussion • Yard Structures – discussion • Roofing Material - discussion • Boat Storage - discussion • Code Amendment Prohibited Uses - discussion WOOD PORCHES: Staff talked about what other communities are doing regarding wood structures and then went over the potential amendments to Section 523.1 of the village code dealing with the use of wood to construct porches. Staff included language to allow wood decks in the rear and side yard differentiating them from wood porches. The Board discussed possible amendments and considered language to eliminate the use of wood in the construction of porches however, allowing wood construction for decks in the rear yard. YARD STRUCTURES: Staff talked about what other communities are doing regarding structures in yards and Page 2 of 2 Planning Board Workshop March 8, 2007 went over the potential amendments to Section 217.3 definitions and Section 516 covering accessory structures. Staff provided language defining landscape ornamentation and limiting the number, size and location of such structures. The Board discussed the possible amendments and considered amendments to staff’s language that would allow only one landscape ornament in the front yard and limiting the height and width of allowable ornamentation. The Board did not feel additional regulation was required for children’s playhouses. ROOFING MATERIAL: Staff went over the previously discussed possible amendment and pointed the new language allowing glazed tile. The Board reviewed the possible amendments and discussed the inclusion of language to allow staff to review and regulate the color of glazed tile and multi color tile roofs. The Board also discussed the possibility of amending the language regulating flat roof additions to pitched roof residences to only allow in the rear yard but to eliminate the language that says it can not be visible from a side street. The Building Official suggested changing the incline delineation of flat roofs from 2.5 inches per foot to 2 inches per foot in line with the South Florida Building Code. BOAT STORAGE: Staff spoke about Sections 501 and 536 and went over previous discussed amendments and suggested additional changes within these codes. The Board discussed several issues including the first sentence in subsection (r) as it not necessary. The Board discussed allowing multiple non powered boats on a property and allowing only one power boat on a property. The Board discussed boats on davits and whether the boat should be allowed to extent to the property line. CODE AMENDMENT PROHIBITED USES: The Board postponed discussion of this item due to time. NEXT WORKSHOP MEETING: The next regular meeting will be on April 19, 2007 V.
