DR 4337 Hurricane Irma
Attached please find a memorandum from Scott Davis, our Public Works Director indicating that we
received RFPs for the reduction and disposal of the hurricane debris currently located at our temporary
debris holding site at our Public Works Department.
As you can see from Mr. Davis' memo, SFM was ranked #1 with a reduction price of $4.50 and a hauling
and disposal price of $18.00 for a total combined price of $22.50 per cubic yard. Based on the approximate
estimate of 60,000 cubic yards of vegetative materials to be reduced and hauled the total price of this
service will be $1,350,000.1 recommend approval of the committee's recommendation of SFM to reduce
and dispose of our Hurricane Irma debris.

On November 2" d I placed a notice in the Miami Review for Request for Proposals for Hurricane
Debris Reduction and Disposal Services. We received 7 responses from qualified companies. I
put together a committee to review the responses and rank the firms on:
Qualifications of firm
Operation Plan
Cost Proposal
Minority Participation
The committee consisted of Chris Miranda, Assistant Public Works Director, Travis Kendall,
Planning Director, and myself. We reviewed the submittals of each firm, discussed the above
parameters and ranked each firm.
The seven firms responding are as follows: Prices are per cubic yard.
Metro Express: Reduction $12.83
Hauling and disposal $15.00
Stump Removal $900 ea.
G7: Reduction $4.00
Hauling and disposal $32.13
Stump Removal $177.77 ea.
TFR: Reduction $3.45
Hauling and disposal $9.00
Stump Removal $375 ea.

All of the firms have the ability to complete the tasks required of them. Metro Express and G7
did not complete the bid requirements so were not considered. Ultimately the ranking came
down to price. We have approximately 60,000 cu yds. of vegetative material to be reduced and
the reduction process reduces the quantity to be hauled out and disposed of down to 15,000 cu
yds. The Village has approximately 15 stumps to be removed, so stump price was not a
significant factor in the decision making process. The consensus of the committee was to rank
the firms in the following order:

Looks Great Services #2
TFR #3
TFR was ranked #3 due to the bid price of $9.00 for Hauling and Disposal. The committee felt
that TFR would remove themselves from the process due to a mistake in bidding as here in South
Florida it is impossible to Haul and Dispose of the vegetative material for the price quoted.
