Process Number: RF-5-17-1222 Dear Mr. Goolsby, According to the 2014 Florida Building Code-Existing Building, a reroof should comply with the requirements of section 708 of the existing building code.Section 708.1 requires materials and methods of application used for recovering or replacing an existing roof covering to comply with the requirements of chapter 15 of the Florida Building Code, Building or Chapter 9 of the Florida Building Code, Residential. The exemption under this section states that properties in the HVHZ shall comply with 1515.2.2.1 and 1516.2.4. Section 708.1.1 clearly states that no more than 25%of the total roof area or roof section of any existing building or structure shall be replaced or recovered in any 12-month period unless the entire roofing system or roofing section conforms to the requirements of this code. (Meaning the existing building code). Section 708.3 of the 2014 Florida Building Code, Existing Building. Recovering versus replacement. Clearly states that new roof coverings shall not be installed without first removing all existing layers of roof coverings where any of the following conditions occur:This section provides 5 conditions, however exception lunder this conditions states the following. 1. Building and structures located within the High-Velocity Hurricane Zone shall comply with the provisions of Sections 1512 through 1525 of the Florida Building Code, Building. Please refer to code sections below. SECTION 1512 HIGH-VELOCITY HURRICANE ZONES— GENERAL 1512.1 Scope.Sections 1512 through 1525 set forth minimum requirements for the installation of roofing components, roofing systems, roofing assemblies and the waterproofing thereof. 1512.2.1 All roofing components, roofing systems and roofing assemblies for construction regulated by this code shall comply with this chapter. (meaning Chapter 15) SECTION 1514 HIGH-VELOCITY HURRICANE ZONES— WEATHER PROTECTION 1514.1 General. Roof decks shall be covered with roof coverings secured to the building or structure in accordance with the provisions of this chapter. Roof coverings shall be designed, installed and maintained in accordance with this code and the manufacturer's installation instructions such that the roof covering shall serve to protect the building or structure.All roof coverings, roof systems and roof assemblies shall be designed and installed to resist the wind load requirements of Chapter 16(High- Velocity Hurricane Zones) of this code. 1514.4 Roof drainage. Unless roofs are sloped to drain over roof edges roof drains shall be installed at each low point of the roof.Where required for roof drainage,scuppers shall be placed level with the roof surface in a wall or parapet.The scupper shall be located as determined by the roof slope and contributing roof area.Scuppers shall be sized in accordance with the provisions contained in ASCE 7, Section 8 with commentary and shall comply with Section 1611 herein. 1515.2.2 Minimum slope.All roofing assemblies must be installed in compliance with the slope requirements specified in the product control approval, in compliance with Table 1515.2. The table 1515.2 provides roof slopes for slope roof system cover under section 1518. Roof covering with slopes 2:12 or greater, however does not provide slope requirements for roofs with 2:12 or less cover under section 1519.The product approval provided for this project N.O.A. 14-1030.02 issued to GAF is a Ruberoid modified bitumen roof system for wood decks does not provide slope requirements for the system. Although the code is not clear as to the required minimum slope for a reroof, section 1514.4 above is clear that the roof should drain over the roof edge or drains should be installed at each low point.The permit for this project was going to be approved with the condition that the contractor was going to provide positive drainage, he however elected not to accept that condition. Please note that I'm not asking the contractor to provide a %:12 slope for the reroof however I'm asking him to provide a system that will allow the roof to drain over the roof edge.
