A RESOLUTION ENDORSING THE MIAMI -DADE COUNTY COMPLETE
STREETS DESIGN GUIDELINES AND DIRECTING THE MIAMI SHORES
VILLAGE ADMINISTRATION TO INCORPORATE THE COMPLETE STREETS
DESIGN GUIDELINES INTO THE EVERYDAY OPERATIONS OF
DEPARTMENTS RESPONSIBLE FOR TRANSPORTATION, PUBLIC WORKS,
PLANNING, DESIGN, CONSTRUCTION, OPERATIONS AND
MAINTENANCE OF LOCAL ROADS.
WHEREAS, the Miami Shores Village Council recognizes Miami Shores Village's growing
population will require the efficient use of all public rights -of -way that balances all modes of
transportation and meets the needs of people of all ages and all abilities; and
WHEREAS, the Miami Shores Village Council recognizes the importance of being proactive in
developing a greener, healthier, aesthetically pleasing, dynamic, vibrant, and cosmopolitan community;
and
WHEREAS, the Miami Shores Village Council desires to create livable, safe and connected streets
with an efficient, multimodal transportation network that promotes the health and mobility of all citizens
and visitors of all ages and abilities while reducing the negative impacts on the environment; and
WHEREAS, Miami Shores Village Council will work with Miami -Dade County in adding bicycle and
pedestrian facilities to capital improvement projects when possible; and
WHEREAS, the Miami Shores Village Council has adopted Mobility and Traffic Studies which
already call for Complete Street designs to support safer, healthier, greener, better streets for all
residents, and, therefore, approval of this resolution is a formality; and
WHEREAS, through a grant funded by the Centers for Disease Control and the Florida Department
of Health in Miami -Dade, Miami —Dade County developed a set of Complete Street Design Guidelines
specifically for use by the County and its 34 municipalities; and
WHEREAS, Section 335.065 of the Florida Statutes states that bicycle and pedestrian ways shall
be established in conjunction with the new construction, reconstruction, resurfacing, restoration,
rehabilitation, traffic operating intersection improvements, or other change of any state transportation
facility, and special emphasis shall be given to projects in or within 1 mile of an urban area; and
WHEREAS, municipalities across Miami -Dade County are planning, designing constructing
Complete Streets that accommodate residents' preference for walkable, bikable and livable communities;
and
WHEREAS, endorsement of the "Miami -Dade Complete Streets Design Guidelines" will empower
a collaboration of all engineers and planners to design, construct and operate roads in a way that balances
all modes of transportation within a context sensitive approach that takes Street Typology and Land Use
types into consideration when planning street enhancements; and
NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF MIAMI SHORES VILLAGE,
FLORIDA, that:
Section 1. The Miami Village Council hereby recognizes the importance of endorsing the "Miami -
Dade Complete Streets Design Guidelines" that encourage a countywide planning, design, construction,
operation and maintenance of streets for all users, including pedestrians, bicyclists, motorists, and public
transit riders, and people of all ages and abilities, including children, youth, families, older adults, and
individuals with disabilities; and
Section 2. This Village Council further affirms that "Complete Streets" infrastructure
addressing the needs of all users should be incorporated into all planning, design, approval, and
implementation processes for any construction, reconstruction, retrofit, maintenance, alteration, or
repair of streets, bridges, or other portions of the transportation network, including pavement
resurfacing, restriping, and signalization operations if the safety and convenience of users can be
improved within the scope of the work; and
Section 3. This Village Council further resolves that all appropriate departments should
endorse the "Miami -Dade Complete Streets Design Guidelines" and adjust any impacted standards so that
they are consistent with the recommendations set forth in the Guidelines.
