R-1591-17 RESOLUTION NO. 1591-17 A RESOLUTION OF THE MIAMI SHORES VILLAGE COUNCIL URGING ALL MIAMI-DADE COUNTY MUNICIPALITIES TO ESTABLISH ZONING REGULATIONS THAT PROHIBIT MEDICAL MARIJUANA DISPENSARIES IN CLOSE PROXIMITY TO SCHOOLS. WHEREAS,Amendment 2,the Florida Medical Marijuana Legalization Initiative,was passed by Florida voters on November 8, 2016, approving the medical use of marijuana by certain individuals,which may also include children; and WHEREAS,evidence shows the ill effects of marijuana sales and use on school-aged children's academic performance, an increase in minors' hospital visits, and a spike in car accidents involving youngsters in states where medical marijuana dispensaries exist in close proximity to schools, and WHEREAS, based on research and the fact that medical marijuana users may be students or school employees, it is prudent to manage the lawful implementation of Amendment 2; and NOW,THEREFORE, BE IT RESOLVED that: Section 1. Miami Shores Village urges all Miami-Dade County municipalities to establish zoning regulations that set minimum distance standards for schools, and other designated areas where children and other members of the community congregate. Section 2. Miami Shores Village endorses municipal zoning standards that prohibit: a) Medical marijuana dispensaries within 2,500 feet of schools; and b) Medical marijuana products that are packaged as candy or other enticing food or drink items; and c) Medical marijuana products on school property without administrative supervision, as deemed appropriate by school districts.
