A RESOLUTION OF THE MIAMI SHORES VILLAGE COUNCIL
AUTHORIZING THE ADMINISTRATION TO SUBMIT,ON BEHALF
OF THE VILLAGE,AN APPLICATION FOR PUBLIC LIBRARY
CONSTRUCTION FUNDS TO THE FLORIDA DEPARTMENT OF
STATE, PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the Florida Department of State, Division of Library and Information Services is
requesting project applications from governmental agencies for construction, remodeling, or expanding
public libraries; and
WHEREAS, the Brockway Memorial Library requires an expansion in order to fully meet the
needs of the citizens; and
WHEREAS, Miami Shores Village is desirous of receiving financial assistance pursuant to the
above referenced program,
NOW,THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF MIAMI SHORES VILLAGE,that:
Section 1. The Village Manager is hereby authorized to sign and submit to the Florida Department
of State an application for library construction grant funds in the total amount of $500,000 and any
other documents required by the State for this grant.
Section 2. The Department of State is hereby assured that the required dollar-for-dollar match will
be available and unencumbered at the time of the grant award and that funding is sufficient and will be
available in order that the project will result in a completed library addition.
Section 3. The Florida Department of State is further assured that upon completion of the project
sufficient funds will be available to operate the facility.
Section 4. The Florida Department of State is assured that the Village has unconditional use of the
site and the building for library purposes.
Section 5. The Florida Department of State is assured that the grantee will competitively award
construction contracts based on the submission of sealed bids, proposals submitted in response to a
request for proposal, proposals submitted in response to a request for qualifications, or proposals
submitted for competitive negotiations. This also includes contracts for construction management
services or design-build contracts.
Section 6. The Florida Department of State is assured that the building will be used exclusively for
the public library purposes for which it was constructed or altered, and submission of proposed changes
in use shall be forwarded to the Division for approval if such changes in use are considered within 20
years of completion of the construction project.
Section 7. This Resolution shall take effect immediately upon passage.
