R-1224-13 RESOLUTION NO. 1224-13 A RESOLUTION OF THE MIAMI SHORES VILLAGE COUNCIL ENDORSING THE CONCEPT OF INSTALLING A LOW PRESSURE SANITARY SEWER SYSTEM AND 12 INCH WATER MAIN IN THE MIAMI SHORES DOWNTOWN BUSINESS DISTRICT AND AUTHORIZING THE VILLAGE MANAGER TO TAKE ANY AND ALL STEPS REASONABLY NECESSARY TO MOVE FORWARD WITH THE SANITARY SEWER AND WATER MAIN PROJECT. Whereas, For some time, the Village Administration has been researching and studying the possibility and feasibility of various means for creation of a sanitary sewer system in the downtown business district; and, Whereas, The need to accommodate existing conditions in the downtown area and practical requirements impose certain restrictions on the system design and operation; and, Whereas, Through the extensive research conducted, the Administration believes that the installation of a low pressure sanitary sewer system would be the most cost effective to install and operate;and, Whereas, The Village Administration, in consultation with the Miami-Dade County Water & Sewer Department, have determined that if a sanitary sewer system is to be installed in the downtown business district, then an upgrade to the existing water main could be installed simultaneously, bringing the water main into compliance with the current 12 inch line requirement; and, Whereas,The installation of a sanitary sewer line and 12 inch water main will greatly benefit the commercial building owners and stakeholders of the downtown district; helping to bring the buildings into compliance with the County's wastewater and water main regulations;and, Whereas, It is in the best interest of the Village to take additional steps in moving ahead with this important infrastructure project. NOW THEREFORE BE IT RESOLVED that: Section 1. The Village Council agrees that the installation of a sanitary sewer system and 12 inch water main is an important project for the Village and endorses the project, to be funded via establishment of a special taxing district for that purpose. Section 2. The Village Council authorizes the Village Manager to take any and all steps necessary to bring a detailed and definitive proposal to the Council as to how to implement such a project, including but not limited to, engaging the services of an engineering firm to design the proposed system, retaining the services of special legal counsel to represent the Village; and taking steps towards Council approval of a special taxing district. Section 3. The Village Council instructs the Village Manager to follow the Village's established purchasing policies and applicable State Statutes on retaining services, obtaining requests for proposals or requests for qualifications with respect to carrying out the intent of this Resolution.
