A RESOLUTION OF THE MIAMI SHORES VILLAGE COUNCIL ENDORSING
HOUSE BILL 903 REGARDING CAPITAL OUTLAY REVENUE SHARING BY
THE DISTRICT SCHOOL BOARD ON A PER-STUDENT PRO RATA BASIS
FOR CHARTER SCHOOLS,PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, Florida is currently one out of only six states where there is a severe funding disparity
between charter and traditional school students; and,
WHEREAS,According to a 2010 Ball State University study, public charter school students are
funded,on average,$2,749 less per student,than traditional public school students; and,
WHEREAS, House Bill 903 contains language that, among other provisions, provides that each
district school board may annually proportionately share the revenue generated by the millage levy with
charter schools in the school district on a per-student basis;and,
WHEREAS, House Bill 903 further proposes that if the district school board does not
proportionately share the revenue referenced above,the Florida Education Finance Program allocation
for the school district shall be recalculated so that each charter school in the district receives,on a per-
student basis,the same amount of funds that it would have received if the district school board shared
the millage levy revenue; and,
WHEREAS, House Bill 903 proposes to revise the current formula that is used to determine per-
pupil funding for charter schools; and,
WHEREAS, It is in the best interest of the Village and the Doctors Charter School to adopt this
resolution;
NOW,THEREFORE, BE IT RESOLVED by the Miami Shores Village Council that:
Section 1. Miami Shores Village urges the Florida Legislature to address the present funding
disparity between public charter school students and their traditional public school counterparts.
Section 2. Miami Shores Village endorses the recommendations set forth in House Bill 903,as
currently proposed.
Section 3. This Resolution will become effective immediately upon adoption by the Village Council.
