A RESOLUTION OF THE MIAMI SHORES VILLAGE COUNCIL,
AUTHORIZING THE VILLAGE MANAGER TO APPLY FOR THE
FEDERAL DRUG CONTROL AND SYSTEM IMPROVEMENT
PROGRAM GRANT AVAILABLE THROUGH MIAMI-DADE
COUNTY, AND TO APPLY FOR, RECEIVE, EXPEND AND
AMEND BYRNE/JAG FORMULA PROGRAM FUNDS AND
EXECUTE AGREEMENTS WITH THE PURPOSE OF CREATING
A RECORDS IMPROVEMENT PROGRAM
Whereas,Miami Shores Village is eligible for grant funds from the United States Department
of Justice under the"Drug Control and System Improvement"program,and
Whereas, Miami Shores Village desires to participate in this program as outlined in the
accompanying agreement, a copy of which is incorporated herein by reference, for which Miami
Shores Village may not be able to secure all of the monies necessary,and
Whereas,the United States Department of Justice has funds available for this program.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND VILLAGE
COUNCIL OF NIIANII SHORES VILLAGE,FLORIDA:
Section 1: The Miami Shores Police Department, through the Office of the Village
Manager, is authorized and directed, retroactively,to apply to the United States Department of
Justice for funds in the approximate amount of$4,102.00 under the "Drug Control and System
Improvement" program and if funded, to expend any and all monies received for the purpose
described in the funding request; to receive and expend any additional funds that might become
available during the term of the grant; to file and execute necessary amendments to the
application for and on behalf of Miami-Dade County, Florida; and to exercise amendment,
modification, renewal, cancellation and termination clauses of any contracts and agreements on
behalf Miami-Sores Village,Florida;

Program Name: Investigative Cost Recovery Target Population: Village Residents
Problem Identification
The Village of Miami Shores Police Department investigates crimes committed in Miami Shores. Often
these investigations involve many hours of time or special investigative equipment to build a solid case
for prosecution. The taxpayers of Miami Shores bear the cost of investigations brought for
prosecution. Florida State Statute 938.27 "Judgment for Costs on Conviction" states in all criminal
cases, convicted persons are liable for payment of the documented costs of prosecution, including
investigative costs incurred by law enforcement agencies, by fire departments for arson investigations,
and by investigations of the Department of Financial Services or the Office of Financial Regulation of
the Financial Services Commission, if requested by such agencies. These costs shall be included and
entered in the judgment rendered against the convicted person..
The Miami Shores Police Department wishes to pursue all available avenues to recover investigative
costs through the above statue. Our current efforts are paper based forms manually completed by
officers and submitted during case filings. The forms require printing and storage and information is
manually entered in the records management system. The forms are an additional time consuming
step, and not all investigative time or costs are captured with the process. The department proposes to
create a reporting system that will allow any officer or detective to electronically record investigative
time and expense information for a criminal case. The system will also automate the computing of
expenses by linking data recorded in current software modules for the expense report. The
department will have an accurate and efficient way of tracking costs and soliciting the courts for cost
recovery.
Program Description
The Miami Shores Police Department will install software upgrades to,the existing report management
system that will electronically capture investigative expenses from beginning to end for each case.
This upgrade will provide efficient means to submit cost recovery requests to the court. The police
department benefits from a better means to track investigative costs for future budgeting of resources.
The citizens benefit by potential recovery of funds; funds that may be used for more proactive police
services, increasing the likelihood of preventing crime. JAG funding will be used to contract with an
agency to develop and install the software program for this initiative. Contractual services may also
include a web design and possible training on use of the program.
