RESOLUTION NO. 1172-09
A RESOLUTION OF THE MIAMI SHORES VILLAGE COUNCIL,
AUTHORIZING THE VILLAGE MANAGER TO APPLY FOR THE
FEDERAL DRUG CONTROL AND SYSTEM IMPROVEMENT
PROGRAM GRANT AVAILABLE THROUGH MIAMI-DADE
COUNTY, AND TO APPLY FOR, RECEIVE, EXPEND AND
AMEND BYRNE/JAG FORMULA PROGRAM FUNDS AND
EXECUTE AGREEMENTS WITH THE PURPOSE OF CREATING
A RECORDS IMPROVEMENT PROGRAM
Whereas,Miami Shores Village is eligible for grant funds from the United States Department
of Justice under the"Drug Control and System Improvement'program,and
Whereas, Miami Shores Village desires to participate in this program as outlined in the
accompanying agreement, a copy of which is incorporated herein by reference, for which Miami
Shores Village may not be able to secure all of the monies necessary,and
Whereas,the United States Department of Justice has funds available for this program.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND VILLAGE
COUNCIL OF MUM SHORES VILLAGE,FLORIDA:
Section 1: The Miami Shores Police Department, through the Office of the Village
Manager, is authorized and directed, retroactively, to apply to the United States Department of
Justice for funds in the approximate amount of$4,069.00 under the "Drug Control and System
Improvement" program and if funded, to expend any and all monies received for the purpose
described in the funding request; to receive and expend any additional funds that might become
available during the term of the grant; to file and execute necessary amendments to the
application for and on behalf of Miami Shores Village, Florida; and to exercise amendment,
modification, renewal, cancellation and termination clauses of any contracts and agreements on
behalf Miami Shores Village,Florida;

Program Name: Crime File Online Reporting a Target Population: Village Residents
Problem Identification
The Village of Miami Shores borders the cities of North Miami, EI Portal, and Miami, and two districts
within Miami-Dade Police jurisdiction. The prevalence of crime and the advent of non-reporting these
crimes are a serious concern and have begun to hamper the department's ability to effectively address
crime, various complaints and quality of life issues for residents. Because the department is committed
to its goals of enhancing their community by providing and fostering a strong sense of security for the
people they serve, they will offer residents an avenue for reporting many crimes/incidents that typically
go unreported.
In an effort to address these concerns, the Miami Shores Police Department wishes to take a proactive
approach to dealing with these issues. The department proposes to create a web based reporting
system that will allow citizens to complete a basic incident report online. Reports of minor occurrences
or those considered non-emergency in nature, will be initiated at the immediate request of the resident.
Often times, individuals will not report neighborhood crime because of time constraints or
inconvenience. As such, the department does not gain an accurate depiction of the crime trends in
their city. The development of an online program to streamline reporting of any kind is an attempt to
address this concern.
Program Description
The Miami Shores Police Department is proposing to create a system that offers, empowers and
encourages residents to report crimes and/or incidents that might often go unreported to the
department. In addition to the obvious benefit of improved services to the community, it also provides
citizens with a more convenient method of making police reports. Equipping them with the ability to file
a report anytime, anywhere an internet connection is available, at a time most convenient for them and
with the ability to do so without waiting for an officer to be dispatched to a specific location. Persons
reporting a crime or incident will be able to immediately print a temporary copy of the report after filing
it online. The police department benefits by receiving more additional reports/incidents that may help
its efforts to identify criminal behavior and associated crime patterns. A mutual benefit is the increased
availability of police officers who will not be preoccupied handling non-emergency issues. This will
enable officers to readily respond to life safety calls for service and crimes in progress while allowing
them to be more proactive, while simultaneously increasing the likelihood of preventing crime. JAG
funding will be used to contract with an agency to develop and install the software program for this
initiative. Contractual services may also include a web design and possible training on use of the
program.
