WHEREAS, The Miami-Dade County Commission is considering an amendment to the Miami-Dade County Zoning Code; and WHEREAS, the proposed amendment would require all sign permits in incorporated municipalities, including Miami Shores Village, to first be approved by County Planning &Zoning staff and then be forwarded back to County staff upon municipal approval; and WHEREAS, Miami Shores Village issues a large number of sign permits per year and the sign regulations contained within the Village's Code of Ordinances are stricter than the Miami-Dade County zoning ordinance, and do not permit billboards; and WHEREAS, the Village Council believes that this amendment, if adopted, would negatively impact the business community of Miami Shores, by subjecting sign permits to several weeks of unnecessary delay; and WHEREAS, this type of intrusion by the County Planning &Zoning Department into local municipalities traditional authority over building, permitting, and land use decisions is an unwise precedent and will increase the workload and staff time of the Village's departments; NOW, THEREFORE, BE IT RESOLVED by the Miami Shores Village Council, that the Village Council hereby opposes the proposed amendment to the Miami-Dade County zoning ordinance to extend County permitting authority for sign permits to incorporated municipalities.
