R-0989-99 RESOLUTION NO. 989-99 A RESOLUTION OF THE MIAMI SHORES VILLAGE COUNCIL,MIAMI SHORES VILLAGE,FLORIDA,CREATING A CITIZEN ADVISORY TASK FORCE TO CONSIDER REDEVELOPMENT PROPOSALS INCLUDING THE DESIGN CHARRETTE, PROVIDING FOR APPOINTMENT THERETO AND A CHAIRMAN THEREOF AND ESTABLISHING A DEADLINE FOR THE TASK FORCE REPORT TO THE COUNCIL. WHEREAS,various redevelopment plans,proposals and suggestions for the Miami Shores area have recently been put forth by various citizen, groups and local organizations, including but not limited to the Miami Shores/El Portal Charrette Draft Report dated May 18, 1999 prepared under the auspices of the Treasure Coast Regional Planning Council, the Florida Department of Community Affairs and the South Florida Regional Planning Council; and WHEREAS, among the many essential ingredients for the success of any given specific redevelopment plan or proposal is a high degree of community support therefor, and WHEREAS, in light of the many ways in which any redevelopment effort will likely have a direct impact upon the interests and well being of the entire Miami Shores Community, the Village Council wishes to create a mechanism by which to promptly and efficiently obtain an idea as to the level of community support enjoyed by each of the various elements of proposed redevelopment currently being proposed or suggested; NOW, THEREFORE, be it duly resolved by the Mayor and Village Council of Miami Shores Village, Florida, that: Section 1. That there is hereby created, in accordance with the terms set forth hereinafter, the Miami Shores Citizens Advisory Task Force on Redevelopment (hereinafter the "Task Force"). Section 2. The Task Force shall consist of 18 voting members and the Village's Director of Community Development who shall serve as Chairperson of the Task Force and the Task Force's liaison with the Village Staff. Each current member of the Village Council shall appoint 3 voting members to the Task Force and the Village Manager shall also appoint 3 voting members to the Task Force. All members shall serve without compensation. Section 3. The mission of the Task Force shall be to determine which redevelopment proposals, including but not limited to each of the separate proposals incorporated in the Design Charrette, enjoy wide-spread community support; and the Task Force shall prepare and submit a report to the Village Council, detailing their methods and findings, within ninety days from the date of adoption of this Resolution. Decisions of the Task Force shall be by majority vote and the Task Force shall meet as often as necessary in order to promptly and faithfully complete their mission as set forth herein. Section 4. Although the findings,report and recommendations of the Task Force shall be advisory only and shall in no way be binding upon the Village Council, the Task Force shall nevertheless conduct and maintain its proceedings open to the public and seek public input. Section 5. While the Task Force is strongly encouraged to endeavor to complete and submit its report within the time frame set forth herein, nothing contained in this Resolution shall prohibit the Council from granting an extension of the deadline for such a report in the event the Council shall determine that the circumstances so warrant an extension.
