A RESOLUTION BY THE VILLAGE COUNCIL OF MIAMI SHORES VILLAGE,
FLORIDA, EXPRESSING OPPOSITION TO ANY PROPOSED LEGISLATION
THAT WILL HAVE AN ADVERSE IMPACT ON THE DELIVERY AND FUNDING
OF HEALTH AND HUMAN SERVICES AVAILABLE TO DADE COUNTY
RESIDENTS
WHEREAS, Miami Shores Village is within the County of Dade which has a population
larger than seventeen states and has a culturally rich and diverse population; and
WHEREAS,Miami Shores Village and Dade County desire to work closely with the
state in addressing its health and human services needs; and
WHEREAS, in order to maintain the best relationship with the state in the planning and
delivery of health and human services,the state needs to allow its administrative structure to
have localized and decentralized administrative authority; and
WHEREAS, any of the following actions by the Florida legislature may alter
significantly the manner in which health and human services are delivered in Dade County and
Miami Shores Village;
1) Reorganization of the Department of Health and Rehabilitative Services (HRS)by
eliminating local district administrators and creating regions with separate divisions for service
delivery areas;
2) Removal from HRS the Public Health Department,the Alcohol Drug and Mental
Health Program(ADMH), and the Children's Medical Services Program(CMS), and to place
these programs under a new department of health;
3) Reorganize,regionalize and centralize HRS and remove Public Health,ADMH,
CMS and possibly the Developmental Services Program from HRS, and
4) Reduction of the amount of state general revenue allocated to health and human
services, and
WHEREAS, proposed legislation in the Florida Legislature may significantly reduce the
amount of state general revenue allocated to health and human services provided; and
WHEREAS,proposed legislation may result in significant changes in the health and
human services delivery system, by eliminating the local district administration,which is
appreciated for the work they do,reversing a trend and direction toward integrated service
delivery and consumer focused service delivery,reversing a trend toward decentralization and
enhanced local control of service provision, and may adversely affect the local partnership and
joint strategic plan for service integration between HRS District 11 and Dade County; and
WHEREAS,proposed legislation requires thorough study and analysis to determine their
fiscal impact on local government; and
WHEREAS,proposed legislation may shift a substantial burden for providing health and
social services to local government,
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF MIAMI SHORES
VILLAGE, FLORIDA,that
Section 1. The Miami Shores Village Council opposes any proposed legislation that
will adversely affect the quality and quantity of social and health services available to residents
of Miami Shores Village.
Section 2. The Miami Shores Village Council opposes any reorganization of HRS
intended to remove localized control over the delivery of integrated health and human services,
in a manner that will adversely affect the delivery and provision of these services to residents of
Miami Shores Village.
Section 3. The Miami Shores Village Council opposes any restructuring of Public
Health and other service components from HRS that will not result in clear demonstrable
improvements to the provision of integrated services to residents of Miami Shores Village.
Section 4. The Miami Shores Village Council calls upon the Florida Legislature and
upon the state's executive branch to carefully review the short and long term fiscal impact of
these legislative proposals on local governments and to determine all potential adverse effects on
local governments and to provide a mechanism for thorough and timely involvement of local
government representatives in framing proposals prior to enacting legislation.
