RESOLUTION OF MIAMI SHORES VILLAGE, FLORIDA,
PROPOSING FINANCIAL REMUNERATION TO
MUNICIPALITIES IN ORDER TO MITIGATE THE IMPACT
OF CASINO GAMBLING ON RESPECTIVE COMMUNITIES;
PROPOSING FINANCIAL REMUNERATION TO ALL
MUNICIPALITIES IN THE STATE OF FLORIDA TO
PREVENT AND FIGHT THE SALE OF ILLEGAL
NARCOTICS.
WHEREAS, enactment of laws authorizing the establishment of
casino gambling will increase traffic, Fire/Rescue and other
services which must be mitigated through a sharing of revenues to
municipalities impacted by the establishment of same; and
WHEREAS, additional revenues should be allocated as derived
from casino gambling for the purposes of fighting illegal drug
trafficking and other drug related crimes as well as drug
prevention activities, treatment and rehabilitation; and
WHEREAS, the State of Florida will not be as financially
impacted by the establishment of casino gambling as local
governments whose municipal boundaries the gambling facility may
fall within; and
WHEREAS, the Miami Shores Village Council contends that
revenues from gambling should be allocated in accordance with a
formula founded upon an equitable and rational connection to the
impact upon the local governments where gambling facilities may be
located; and
WHEREAS, Miami Shores Village residents and neighborhoods may,
as a result of a casino located within the municipality, suffer
inconvenience and a diminution in property values resulting in a
reduction of tax base and revenues to the Village; and
I WHEREAS, the States of New Jersey and Nevada provide

substantial revenues to local governments who have casinos within

their municipal boundaries; permit local governments to license
a
gambling equipment, tables and slot machines.
NOW THEREFORE, BE IT RESOLVED BY THE COUNCIL OF MIAMI SHORES

VILLAGE, FLORIDA:

SECTION 1 . The Council of Miami Shores Village, Florida,
finds that any state or county requirements or costs resulting from
casino gambling which will be borne by local municipalities must be
offset by the ability of the municipality to meet such requirements
and recover costs through receipt of revenues generated by state
casino licenses and fees.
SECTION 2 . The Council of Miami Shores Village, Florida,
finds that local governments having casinos within their boundaries
should receive distribution of revenues generated by state casino
licensing fees and other taxes with which to mitigate impacts upon
the services and facilities for which the local government is
responsible; and further, that distribution of revenues generated
by state casino licensing fees and other taxes should be
distributed to local governments for the prevention of illegal
narcotics use and trafficking.
