WHEREAS, the roof treatment represents one of the most
significant character-defining features of the Mediterranean
Revival Style of architecture so popular in South Florida, and
especially in Miami Shares, during the 1920's and 1930's;t and
ASS, the original developers of Miami Shores during the
real estate boom era of the mid to late 1920's, Hugh M. Anderson
and Roy C. Wright of the Shoreland Company, utilized antique
handmade clay barrel tile;? and
WHEREAS, as recently reported by the Miami Herald (Home &
Design, Sunday, January 23, 1994) , this ti-le has been historically
documented to be almost three centu=ies old; and
WSEII2E8S, many of the stracttses built in Miami. Shores during
the 1920's and 1930's sti11 have then original roof treatments,
making their installations well over 60 years old; and
WHEREAS, as a result of Hu7-T-icane Andrew, and the availability
of insurance proceeds, many vn}uiowledgahle owners and contractors

are tragically discarding and replacing historic Cuban tile W-ithout
any consideration for salvage and reapplication, as occurred most
notably last year to the historic hnme of the late Ellen P. Spears-
Harris; and
WMMEBS, except in the case of "histoac bei i r7i ngs" defined
under Section 104.10 of the South Florida Building Code
(hereinafter the "SFBC") , which are few, owners who would otherwise
wish to salvage and reapply histor:.c .Cuban file are technically

unable to do so because of the testing'' and product control
requirements rements for roof the contained in Chapter 34 of the SFBC,
which does not provide for any exceptions; and
WHEREAS, historic Cuban tile, when applied and installed as
otherwise provided in the SFBC, has more than amply proven itself
through the test of time, justifying an exemption from the
strictures of testing and product control presently required of
other barrel roof tile of contemporary mantzEactae; and
ASIS, the needless discarding of hi ztori c Cuban tile is
resulting in a significant loss to the historic and architectural
heritage Miami Shores, and Dade County in general; and
WEOM EBS, the preferred means of roof restoration or
rehabilitation is salvage and reapplication of historic Cuban tile
that replicates the original installation; and
WAS, both the Historic Preservation Board and Planning &
Zoning Board have recommended that this Council adopt a Resolution
requesting the Dade Cocrat-y Commission to amend the South Florida
Building Code in this manner and to communicate the position of

Section 1. The recitals and -Pindings contained in the
Preamble to this Resolution are hereby adopted by reference thereto
and incorporated herein as if fully set forth in 'this Section.
Section 2. The Miami Shores Village Co=cil hereby requests
the Dade County Commission to amend the South Flor1 dc3 Builai Tg code
to exempt historic Cuban the from the prodnat control and testing
requirements of said Code and to encoarage the salvage and
reapplication of such file for stsuct=es which were originally
constructed with this matA?-j p i .
Section 3. The Village Manager is hereby irst=ucted to
communicate the position of this Council, on behalf of Miami Shores
Village, to the members of the Dade County Coaaaission.
