R-0897-92 RESOLUTION N0. 897-92 RESOLUTION SUPPORTING THE SOUTH FLORIDA REGIONAL PLANNING COUNCIL AND THE FLORIDA PUBLIC INTEREST RESEARCH GROUP IN THEIR EFFORTS TO SECURE A COMPREHENSIVE CONTAINER DEPOSIT LAW FOR THE STATE OF FLORIDA. WHEREAS, the Laws of Florida establish the intent of the Florida legislature to reduce litter, conserve energy, and reduce the state's dependence on landfills; and, WHEREAS, the current advanced disposal fee program de- scribed in Chapter 403, Florida Statutes fails to provide adequate incentives to consumers to recycle; and, WHEREAS, a comprehensive container deposit law can as- sist local governments in achieving state-mandated recycling goals and would immediately capture residents of multi-family units into recycling programs; and WHEREAS, a comprehensive container deposit law will make consideration of recyclability an integral part of manufac- turer's packaging decisions rather than having recycling remain solely an external burden on individuals and local governments; NOW, THEREFORE, the Miami Shores Village Council hereby resolves to support the South Florida Regional Planning Coun- cil and the Florida Public Interest Research Group in their efforts to secure a comprehensive container deposit law for the State of Flo. _ ia and hereby urge all me 1rs of the Flor- ida State legislature to favorably consider the passage of said legislation at the upcoming legislative session.
