R-0867-90 RESOLUTION NO. 867-90 RESOLUTION OF MIAMI SHORES VILLAGE COUNCIL SUPPORTING ESTABLISHMENT OF MULTI-GOVERNMENT TASK FORCE FOR STUDY OF AREA BETWEEN N.E. 85TH STREET AND N.E. 91ST STREET, BORDERED ON THE WEST BY BISCAYNE BOULEVARD AND ON THE EAST BY N.E. 10TH AVENUE. WHEREAS, Miami Shores Village Council has been provided with a proposal by St. Martha's Action Committee dated June 6, 1990, proposing a study of the area situated between N.E. 91st Street and N.E. 85th Street, bordered on the West by Biscayne Boulevard and on the East by N.E. 10th Avenue, in Dade County, Florida, with particular reference to the poor condition of the commercial and dwelling structures therein contained, and criminal activity generated in said area, and WHEREAS, said proposal includes problem statements and suggests the implementation of a multi-government task force for the purpose of developing both short term and long term strategies to address the problems found in said area, and WHEREAS, the Miami Shores Village Council is in full agreement with said proposal and is desirous of formally expressing its support of the appointment of said task force for the purposes expressed in said proposal, THEREFORE, BE IT RESOLVED BY MIAMI SHORES VILLAGE COUNCIL: 1 . The Miami Shores Village Council is in full support of the proposal set forth in the document dated June 6, 1990, from St. Martha's Action Committee, a copy of which is attached hereto and Miami Shores Village will cooperate with and support any and all efforts to establish the proposed task force for the purpose of achieving the goal set forth in said proposal. 2 . Miami Shores Village urges the City of Miami, Metropolitan Dade County and the Dade County School Board to lend its support to said proposal by the St. Martha's Action Committee. 3 . The Miami Shores Village Clerk is directed to distribute a copy of this Resolution to the City of Miami, Metropolitan Dade County, Dade County School Board, St. Martha's Action Committee and all other interested parties. The area bounded by NE 91 St., NE 10 Ave.. 85 St. & Biscayne Blvd. is being neglected, as evidenced by some deteriorating housing and commercial proper- ties, numerous for sale signs, and visible drug and prostitution activity. 2. The target•area encompasses three Jurisdictions, thereby resulting in some inadequate enforcement on matters of zoning, police protection and trash collection. 3. Several area residents have been mugged, houses broken into and cars stolen. When criminal activity increases and neighborhoods are allowed to deterior- ate, residents feel unsafe and abandoned by the officials authorized to serve them. Proposal - 1. That the Village of Miami Shores initiate the formation of a cross- jurisdictional Task Force to develop both short term and long term strate- gies to address these problems. 2. That the Task Force be composed of officials with the authority to take action on matters related to police, zoning and trash collection in Miami Shores, City of Miami and Metro Dade County. The Task Force should also be composed of a representative from tho School Board of Dade County's Deputy Superintedant's Office of Administrative Services* in addition to area merchants, St. Martha's-Action Committee and other affected parties in the target area. 3. That the first meeting of the Task Force will be held no later than mid July. 4. That the Task Force develop steps for immediate, short term and long term action as follows: A. I edia e: The appropriate officials on the Task Force authorize immediate—inspection of the target area by zoning, solid waste, and police departments and, that violations be served within the period of time prescribed by the respective Jurisdictions, 8. Short Term- By October 1, present recommendations for actions that each Jurisdiction can take'no later than December 31, 1990. C. Long Term: By December 31, 1990, present recommendations that can be implemented during calendar year 1991. S.
